RECESSED MEETING TUESDAY, AUGUST 31, 1976
The City Council of the City of 0keechobee, Florida, convened in recessed
session in the Council Chambers at the City Hall, 0keechobee, Florida, on
Tuesday, August 51, 1976 at 7:00 P.M., President Russell V. Domer presiding.
Councilmen present were: E. H. Hunt, Edward W. Douglas and Clif Betts, Jr.
Councilman Larch Bass was absent. Others present were: Sandra Bennett, City
Clerk; Sylvia Christian, Deputy Clerk; David Conlon, City Attorney; L. C.
Fortner, Jr., Director of Public Works; Edward Chisholm, Police Chief and
Donald Shepherd, Engineer.
0KEECHOBEE BEACH WATER ASSOCIATION
Mr. Don Shepherd appeared before the Council in regards to the meeting
he had with 0keechobee Beach Water's Engineer, Mr. J.H. Weaver as per the
City Council's request.
Following considerable discussion, it was agreed to submit the following
proposal to the 0keechobee Beach Water Association.
1. The City will quarantee one half million gallons per day to the
Beach Water Association for ten years.
2. The City will construct a million gallon clearwell if the Beach
Water Association donates $575,000.00 or one half million gallon
clearwell if $300,OOO.O0 is donated.
5. The City will permit the Beach Water Association to install a new
vertical high service pump at their cost.
4. The City agrees to inter-connection of lines at the Beach Water
Associations's cost.
5. The City agrees to a water rate of 10~ or 7¢ per thousand gallons
plus cost with adjustments to reflect actual cost after six months.
REZONING ORDINANCE - INTRODUCTORY AND FIRST READING
President Domer presented on first reading amended Ordinance rezoning from
Commercial to Residential (R-i) on property described as Lot 6, Block 145,
Original Town of 0keechobee. Requested by Wallace W. Norton.
It was moved by Councilman Betts, seconded by Councilman Douglas and vote
carried that the Ordinance be approved on first reading and notict of public
hearing be advertised for October 5, 1976.
EMPLOYEE TERMINATED - STREET DEPARTMENT
Director Fortner submitted an unsatisfactory employee evaluation on
Forest Gainer, Street Department personel and recommended he be terminated.
It was moved by Councilman Douglas to accept Director Fortner's recommen-
dation and terminate Gainer effective August 27, 1976, seconded by Council-
man Betts and vote carried.
EMPLOYEE APPLICATION - WATER DEPARTMENT
Director Fortner submitted an application for employment from James E.
Creel for the Water Department and recommended he be employed.
It was moved by Councilman Hunt, seconded by Councilman Douglas and vote
carried to employ Creel as a Water Department Trainee for a six months ~ro-
bation period.
1~76-77 WATER, SEWER AND GENERAL BUDGET
The Council entered into budget session for the 1976-77 Water, Sewer and
General Budget.
ADJOURNMENT
There being no further business, President Domer declared the meeting
recessed at 9:30 P.M., until Thursday, September 2, 1976 at 7:00 P.M.

men present were: E. H. Hunt, Edward W. Douglas, Lavon Bass and Clif Betts, Jr.
Others present were: Audley Dunham, Mayor; Sandra Bennett, City Clerk; L.C.
Fortner, Jr., Director of Public Works; John Bennett, Water Supervisor, Mr.
Art Meeks, Engineer; the Board of Directors of the 0keechobee Beach Water
Association and Mr. J.H. Weaver, Engineer.
OKEECHOBEE BEACH WATER ASSOCIATION
President Domer presented the proposed agreement the City Council agreed on
at the August 51st meeting.
Mr. J. H. Weaver, submitted 0keechobee Beach Water Associations proposal.
Following considerable discussion, it was agreed by both parties to
accept the following terms.
1. 0keechobee Beach Water Association agrees to contribute $200,000.00
to the City of 0keechobee for the new water project, to be placed in
an escrow account. The Association to draw the interest and draws
to be made at 40~ on payment the City pays.
2. 0keechobee Beach Water Association agrees to also contribute an addition-
al $75,000.00 when the City lets bids on a one half million gallon
clearwell. The City agrees to have the plans and award bids within a ,
six montla period.
3. The City agrees to permit the Association to install a new vertical
high service pump at their cost after the clearwell is constructed. __~
4. The City agrees to permit inter-connection of lines at the Associations 1
cost.
5. The Association agrees to pay a water rate of 5¢ per thousand gallons
above the cost of production for a ten year period with a six months
adjustment to reflect actual cost.
