1976-04-20 Recessed 1965 Recessed Meeting Tuesday, April 20, 1976 The City Council of the City of 0keechobee, Florida, convened in a recessed meeting at the City Hall on Tuesday, April 20, 1976 at 6:50 P.M., President Russell V. Domer presiding. Councilmen E. H. Huntland Clif Betts, Jr. were present. Councilmen Edward W. Douglas and Lavon Bass were absent. Others present were Sandra Bennett, City Clerk and L. C. Fortner, Jr., Director~.~6f Public Works. BEARD'S WATER COMPANY Mr. William Beard appeared to explain what was proposed and to answer any questions in regards to the City purchasing his water company. Mr. Beard's purposal was to sell to the City of 0keechobee his water company for $20,000.00. There are 90 meters in service. The Council agreed that action be tabled until the next meeting of the City Council to give Councilmen Douglas and Bass a chance to voice their opinion. ORDINANCE NO. 383 - SECOND READING President Domer presented on second reading by title only, an Ordinance amending Ordinance No. 276, which granted to Florida Power & Light Company, its successors and assigns, an electric franchises, and imposing provisions and conditions relating thereto, by amending Section 6 thereof to provide tax revenues from Zndustrial customers within the corporate limits of the City of 0keechobee. It was moved by Councilman Betts, seconded by Councilman Hunt and vote carried that Ordinance No. 383 be approved on second reading. ORDINANCE NO. 384 - SECOND READING President Domer presented on second reading by title only, an Ordinance amending Ordinance No. 357, of the Code of Ordinances, City of Okeechobee, Florida, being entitled 0keAirCo, Inc., Cabletelevision of 0keechobe franchise Ordinance, by modifying Section 22 dealing with duration of franchise ordinance upon condition of partial construction. It was moved by Councilman Betts, seconded by Councilman Hunt and vote carried that Ordinance No. 384 be approved on second reading. NEZ0NING ORDINANCE - SECOND READING President Domer presented on second reading by title only, an Ordinance amending Ordinance No. 271 (1~3), being an Ordinance rmzoning from Residential (R-I) to Residential (R-3) for Lots 5 and 6, Block ~06, Original Town of 0keechobee. No one appeared in opposition. It was moved by Councilman Betts, seconded by Councilman Hunt and vote carried that Ordinance No. 27] (]]3) be approved on second reading. HUMANE DEPARTMENT- COUNTY DOGS The Council requested President Domer to attend County Commissioners meet- ing to bring to their attention the problem of feeding and care of animals that has been brought to the City Dog Pound from the County. BENNETT ~ CITY CLERK Second Regular Meeting Tuesday, April 27,1976 The City Council of the City of 0keechobee, Florida, convened in regular session at the City Hall on Tuesday, April 27, 1976 at 7:00 P.M., President Russell V. Domer presidimg. Councilmen E. H. Hunt, Edward W. Douglas and Clif Betts, Jr. were present. Councilman Larch Bass was absent. Others present were Sandra Bennett, City Clerk; Sylvia Christian, Deputy City Clerk; L. C. Fortner, Jr., Director of Public Works; Richard B. Spray, Building Official and Don Sheppard, Engine er. The invocation was offered by Councilman Douglas. PUBLIC HEARING --' ORDINANCE NO. 27l -(ll2) - REZONING Pursuant to a public notice published April 8, 1976, the meeting was opened as a public hearing to consider the request of T.H. Nix to amend the zoning map by changing from Residential (R-3) to Commercial of Lots 3, 4, 5 and 6, Block 183, Original Town of 0keechobee. No one appeared in opposition to the rezoning. Councilman Douglas moved adoption of Ordinance No. 271-(]12) which was seconded by Councilman Betts and passed unanimously. REZONING ORDINANCE AMENDING ORD. NO. 271 - FIRST READING- President Domer presented on first reading amended Ordinance rezoning from Agricultural to Commercial for property described "Begin 397 feet S of the NE corner of Section 28, Township 37 S, Range 35E and run West 150 feet to P.0.B., thence continue west for a distance of 2]1 feet, thence S 130feet; then 211 feet thence N ~30 feet to the P.O.B., 0r~'ginal Town of 0keechobee. No one appeared in opposition. It was moved by Councilman Betts, seconded by Councilman Douglas and vote carried that the Ordinance be approved on first reading and notice of a p~blic hearing to, be held May 25, 1976 be advertised. BEARD ' S WATER COMPANY Mr. Beard's purposal to sell his water company for $20,000.00 to the City was again reviewed. No action was taken as a full quorum was not present.
