MINUTES — Secretary. A. Police Chief Davis moved to dispense with the reading and approve the May 15, 2014, regular meeting minutes; seconded by Public Works Director Alien. Motion carried unanimously. IV. NEW BUSINESS — Chairperson. A. Okeechobee Asphalt and Ready Mix Concrete, Inc., 14- 002 -TRC. Application was submitted by Stephen Cooper, Project Engineer, on behalf of the property owner, Okeechobee Asphalt and Ready Mix Concrete, Inc., in regards to the construction of a new two story, 3,840 square foot office building located at 806 NW 9th Street, Okeechobee, FL. - Senior Planner. City Planning Consultant Brisson explained to the Board that the applicant is proposing to construct a new two -story, 3,840 gross square foot office building with onsite parking. The new structure will be used for office and administrative support for the firm's existing paving, concrete and asphalt business located in the City. Mr. Brisson recommended approval noting the following stipulations: first, a maneuvering area is provided to allow back -out room from the two westernmost parking spaces; or the configuration of the lot is otherwise modified to accommodate safe and convenient interior circulation; second, a tree is added to the five foot by fifteen foot island in the parking lot; third, trees are placed, not more than 50 feet on centers in the required landscaped buffer area along the northern property line; fourth, a five foot wide, six inch thick sidewalk is added along the property's frontage on Northwest 8th Avenue; fifth, the Applicant submits a photometric lighting plan for the parking area, meeting the requirements of Sec. 78- 71(a)(5); sixth, dumpster pad should be enclosed by an opaque fence. TRC - June 19, 2014 - Page 2 of 3 IV. NEW BUSINESS CONTINUED. A. Okeechobee Asphalt and Ready Mix Concrete, Inc., 14- 002 -TRC continued. Mr. Stephen Cooper, Engineer with Rudd Jones, P.E. & Associates, P.A., was present on behalf of the property owner, Okeechobee Asphalt and Ready Mix Concrete, Inc., as well as, Mr. Robert Gent, Vice President, and Mr. Jim Niemchak, of Okeechobee Asphalt and Ready Mix Concrete, Inc. After distributing copies of a revised site plan dated, June 17, 2014 to the Board, Mr. Cooper briefly outlined the revisions. A four foot deep by six foot wide dumpster was determined, after consulting with Mr. Jeff Sabin, Government Affairs Manager with Waste Management, to be able to adequately service the office use. The proposed dumpster pad was revised to accommodate these specifications as well as adding a wooden enclosure. A five foot parking space back -out area was included along with a five foot sidewalk running parallel with the east perimeter of the subject property, and then connecting to the existing sidewalk on the north side of Northwest 9th Street. A tree would be added to the parking island and landscaping along the northern property line would be provided as well as a photometric lighting plan. Administrator Whitehall verified with Mr. Brisson that the reconfiguration of the dumpster pad was adequate. Mr. Brisson stated that it appears that five feet should be adequate. Discussion then was concentrated on the functionality of the culvert pipe on Northwest 8th Avenue as the Surveyor could not locate the entire pipe. Administration Whitehall was concerned that there may be a collapsed pipe mid - block. After a lengthy discussion, a determination was made to investigate the functionality of this culvert pipe when construction begins and either repair or remove it should that be appropriate. Comments from the Departments: County Environmental Health Department: Mr. McCoy was unable to attend the meeting and he relayed to Secretary Burnette that he had no issues to report. OUA: Mr. Hayford discussed in quite some detail the connection to the water main for the subject property as shown on the site plans, sheet 3 of 4. According to the plans, it was proposed to bore under Northwest 9th Street and connect a two inch service line to the subject property. A lengthy discussion followed and a consensus was reached to extend the two inch water main to loop it with the water main on the south side of Northwest 9th Street and connect the subject property service line to that line. Mr. Hayford also mentioned that the flow rate seemed high for domestic use as smaller is better financially in the Tong term for the customer. Building Official: Mr. Newell asked whether they had considered flipping the design and placing the building up front with the parking in the back as he had concems with the closeness of the driveway radius to the intersection of Northwest 8th Avenue and 9th Street. Mr. Cooper explained that this was considered, though the site works this way only, given the usual setback requirements. This parcel abuts a residential zoning district as well as being a corner lot having two front yard setback requirements. He also considered designing the driveway cut off of Northwest 9th Street. This would not work as required parking spaces would have been lost. Mr. Newell asked Mr. Cooper what were the Florida Department of Transportation's (FDOT) minimum distance setback requirements. Mr. Cooper responded that he thought it was 25 feet from the property line. The consensus was to leave the driveway as designed. Public Works: Director Allen stated that the culvert pipe along the east perimeter of the subject property would need to be investigated to determine whether it would need to be repaired or removed when construction started as well as replacing the culvert pipe under the proposed driveway, should it be applicable. Police Department: No issues were received. Fire Department: No issues were received. TRC - June 19, 2014 - Page 3 of 3 IV. NEW BUSINESS CONTINUED. A. Okeechobee Asphalt and Ready Mix Concrete, Inc., 14-002 -TRC continued.
