1976-01-06 Regular1926 advertise for bids. Councilman Douglas moved to advertise for bids, seconded by Councilman Hunt and carried. The City Council of the City of 0keechobee, Florida, will receive sealed bids at the City Council room in the City Hall, 0keechobee, Florida, until 7:00 P.M., January 20, 1976, for the purpose of selecting an Electronic Accounting Machine System. Specifications may be obtained at the City Clerk's office, 0keechobee, Florida. All bids shall be in sealed envelopes piainly marked "Sealed Bid for Accounting Machine'. The City Council reserves the right to reject any or all bids for any reason whatsoever. Russell V. Aragon, M.D. for $160.00 and 0keechobee General Hospital for $1,166.95 in treatment of prisoner, James Warren Funderburg, in March 3, 1975. He stated that the prisoner had been released prior to entering the hospital but no record of his releasment was filed, therefore, the hospital and Dr. Aragon were holding the City responsible for the bills. After discussion, Councilman Douglas moved to authorize the payment to Dr. Aragon and requested Attorney Conlon to investigate the City's responsibility of the hospital bill, seconded by Councilman Hunt and carried. Chief Chisholm reported that both typewriters in the Police Department were in need of repairs or replaced and requested authorization tp purchase a Remington standard typewriter for $150.00. Councilman Hunt moved to authorize the purchase of the typewriter, seconded by Councilman Douglas and carried. There being no further business, the Council adjourned at 7:30 P.M. Fortner, Jr., Fire Chief 01en Godwin and Building Official Richard B. Spray. President Domer asked Councilman Douglas to open the meeting with prayer. Councilman Betts moved to award the bid to General Electric, seconded by Councilman Douglas and carried. Police Chief EdWard Chisholm presented a letter of resignation from Norman T. Grant, Patrolman, effective January 14, 1976. Councilman Bass moved to accept Grant's resignation, seconded by Councilman Douglas and carried. Chief Chisholm also presented an application for employment from Bruce Michael Triolo for Police officer in the Police Department. Chief Chisholm stated that Triolo had completed the basic Police Standard Training School and recommended the Council employ him. Councilman Bass moved to employ Triolo at $8,000.00 on a six months probation period, effective January 1976, seconded by Councilman Douglas and carried. President Domer read Resolution Number 402, committing the City to 1.928 (One eighth) of the cost of study for a"201 Facilities Plan" afterwhich,Council- man Betts presented said Resolution and moved its adoption, seconded by Council- man Bass and carried. CITY COUNCIL CITY OF 0KEECHOBEE, FLORIDA RESOLUTION NO. 402 A Resolution of the City of 0keechobee, Florida, committing (one eight.~) of the cost of study for a --~ "201 Facilities Plan". WHEREAS, the City of Okeechobee did, on the 7th day of August 1975, adopt Resolution No. 395 agreeing to participate in a "201 Facilities Program" with 0keechobee County, and WHEREAS, the (1/Sth) cost share of the City is the sum of $6,250.00, and WHEREAS, the City, in recognition of said committ- ment desires to proceed with said program: NOW, THEREFORE BE IT RESOLVED: 1) That the City of OkeechObee agrees to pay its (1/Sth) cost share of the "201 Facilities Plan" which is determined to be the sum of $6,250.00. 2) That said sum of $6,250.00 shall be paid to 0keechobee County, on or before 30 days after request for payment by said County, as its full cost share of said program, provided the Federal Grant would be 75~ for Okeechobee City 20] Planning District. Audl ey Dunham MAYOR Codification of the City's Ordinances and revision of the City's Charter at the 1976 City election was discussed. Attorney Conlon stated that he felt a revision of the City's zoning program should come first. The Council requested Attorney Conlon to investigate different firms for the price for such a projoc%. Councilman Hunt reported the City's Auditor, :Lee Thomas of McAlpin, Curtis & O'Haire had requested the Council take action on the $59,970.61 transferred from the General fund into the Water Department in 1972 for Engineers fees to either provide for repayment or to consider the loan as a contribution of capital. Action was postponed for further investigation. The Clerk presented an application from Mr. Roy Dyer for an Occupatio - al license to open a Goodwill Thrift Store at 119 S.W. 5th Ave. She stated that 1929 the Goodwill Store was not a profit making business and used only handicapped employees. After disu..cssion, Councilman Betts moved to exempt payment of the license fee, seconded by Councilman Bass and carried. Chief Chisholm presented the Activity Report and the feed bill for prisoners for the month of December. Fire Chief Godwin presented the Fire report for the month of December. Councilman Hunt moved to confirm employment of Charles Hood to the Fire Department as of December ]2, 1975, seconded by Councilman Douglas and carried. The City Clerk presented prices from Halsey and Griffith on Copy paper and electromix for the council's approval. The Council approved the purchase of 20 rolls of copy paper for $2]0.00 and two boxes of Electromis for $25.o0. Councilman Betts stated ihat after investigation, Attorney Conlon had reported that the Council could donate funds for public recreation, and moved to donate $2,000.00 to the 0keechobee Citizens Recreation Association, seconded by Councilman Bass and carried. Councilman Hunt voted no. A~etter thanking the Council for a $15.00 Christmas Bonus was read from Shirley Williams. Director Fortner reported on the Department of Transportation hearing Mr. Spray and himself and attended. He stated that the four-laning and widening the Taylor Creek bridge is not scheduled until 1977-78 fiscal year and that Rights-of-way still remain to be purchased by the Department of Transportation. Director Fortner presented new water and sewer rates, water and sewer ~ppa~'e fees and water deposits for the Council's approval. Councilman Betts moved to change Memorandum #6 Section 2 to read: The owner of property connected to the City Systems may request a temporary disconnection of water and sewer service for a period of one year ~nd the owner shall pay a reconnection charge of $25.00 when the service is re-connected, seconded by Councilman Bass and carried. Attorney Conlon read Ordinance Number 377, an Ordinance amending Ordinance Number 348, Cede of Ordinances, City of 0keechobee, Florida, by pro-. riding an increase of water service, taggage fees and further paroviding for increase in water consumer account deposits and providing an effective date thereof Ordinance Number 377 was declared read for the first time upon a motion by Council- man Betts, seconded by Councilman Bass and carried. Attorney Conlon also read Ordinance Number 378, an Ordinance amending Ordinance Number 355, Section 5, by providing an increase in rates to be charged for water service and providing an effective date thereof. Notifying the customers of the water and sewer increases were discussed. It was decided to place an ad in the Okeechobee News and sending a notice with each water bill. Councilman Betts moved to set the date of March ], 1976 for the 1930 increase in water and sewer rates, seconded by Councilman Bass and carried. Director Fortner requested authorization to purchase eight tires and tubes for the Street Department trucks for $720.00. It being the hour of Seven O'Clock and pursuant to a Notice published --~' in The 0keechobee News regarding a public hearing to consider rezoning of Lots ~ 18 and 19, Block 163, Original Town of 0keechobee from Residential (R-2) to Commercial. President Domer asked if there were any objections to the requested rezoning. No objections were heard of filed. Councilman Betts moved to rezone the above described property as requested and to amend Ordinance Number 271, seconded by Councilman Hunt and unanimously adopted. ORDINANCE AMENDING ORDINANCE NO. 271, BEING AN ORDINANCE ESTABLISHING ZONING REGULATIONS FOR THE CITY OF 0KEECHOBEE, FLORIDA, AND PROVIDING FOR THE ADMINISTRATION, ENFORCEMENT AND AMEND- MENT THEREOF PURSUANT TO THE PROVISIONS OF CHAPTER 176, FLORIDA STATUTES, 1953. WHEREAS, application has been made by Edward W. Douglas requesting this Council to rezone from Residential (R-2) to Commercial.
