Electricians to purchase competency cards for 75-76 at 85.00 per card. He stated
the 0keechobee County is already requiring this regulation. Councilman Betts
moved to authorize Mr. Spray to require Journeymen Electricians and Plumbers
to purchase Competency cards at $5.00 for 75-76, seconded by Councilman Bass
and carried.
Police Chief Chisholm reported that he had attended Indian River
Advisory Council and was advised that the City hasn't paid $471.69 for the quarter
of July, 1975 to October 1, 1975. Councilman Bass moved to authorize payment of
the $47].69, seconded by Councilman Betts and carried.
The Police Department Activity report for the month of August 1975
was presented.
The Fire Department report for the month of August 1975 was presented.
President Domer announced the regular Council meetings dates to be as
follows:
October 7 and 21, 1975
November 11 and 25, 1975
December 9 and 23, 1975

The City Council of the City of 0keechobee, Florida, met in a
recessed meeting and Budget session on Thursday, September 11, 1975 at 6:30 P.M.
at the City Hall with the following present: President Russell V. Domer,
Councilmen: E. H. Hunt, Edward W. Douglas~ Lavon Bass and Clif Betts, Jr. Also
present were: City Clerk, Sandra Bennett and Director of Public Works, L. C.
Fortner, Jr.
Vouchers on the following funds were approved:
General Fund
Water & Sewer 0per. & Maint Fund 14,904.36
· Water & Sewer Revenue Fund 34,145.66
0keechobee Water & Sewer System Fund 2,109.O0
0keechobee Cigarette Tax Fund 34,211.18
Director Fortner requested authorization to purchase a chain saw as
the present saw is beyond repairing. Councilman Bass moved to authorize the
purchase of a chain saw, seconded by Councilman Betts and carried.
The Council entered into budget session.
Increasing water and sewer rates for 1975-76 was discussed.
The Council discussed and agreed to budget funds for a telephone key
system that would combine all telephone numbers and telephones in the City
Hall except the Police Department into one large system.

The City Council of the City of 0keechobee met in a recessed session
for a public hearing at the City Hall on Thursday, September 18, 1975 at 7:00 P.M.
with the following present: President Russell V. Domer, Councilmen: E. H. Hunt,
Edward W. Douglas, Lavon Bass and Clif Betts, Jr. Also in attendance were City~
Clerk, Sandra Bennett and Director of Public Works, L. C. Fortner, Jr.
It being the hour of Seven O'Clock and pursuant to a Notice published
in The 0keechobee News regarding a Public Notice on the City Council levying
a millage rate in excess of the certified millage. President Domer stated that
the Council is asking for $124,OO0.00 for 1975-76 due to the growth of the City
and raising costs of operating expenses. He also stated that the Council hasn't
raised taxes in two years. President Domer asked if there were any objections
or comments from the audience. No objections or comments were heard or filed.
President Domer announced that a public hearing would be held October
5, 1975 at 7:00 P.M. to adopt a Resolution levying the tax millage and the
General budget for 1975 and 1976.
President Domer stated that due to an operational problem at Taylor
Creek bridge on SR 70, the Department of Transportation was intenting to construct
a five lane bridge with Federal funds as there was a continuous decline in State
funds. In order to receive Federal funds, removal of parallel parking from
SR 70 was necessary. The Department of Transportation has requested the Council
~o adopt a Resolution banning parking on SR 70. President Domer stated that the
Resolution will not be in effect until the Federal Highway Administration
authorizes the funds for construction. Director Fortner stated that all interested
parties had been notified but it would only effect a few business offices on North
Park Street.
President Domer asked if there were any objections or comments from the
audience regarding the Resolution. Mr. and Mrs. Lawrence D~ ~eldman of 0keechobee
Army and Navy Surplus Store at 506 W.N. Park Street were recognized. Mr. Feldman
stated that the discontinuance of parallel parking on SR 70 would effect his
bmsiness due to his building not located along a side street. Councilman Hunt
commented that he doesn't see how the Council can reject this project as ~he
need to improve the traffic capacity and flow on certain portions of SR 70 was
was urgent. Councilman Bass stated that due to construction wouldn't begin until
1977, he felt the Council should proceed with adopting the Resolution. Councilman
Douglas presented Resolution providing for the discontinuance of parallel parking
