1975-09-04 Recessed 1577 Uhief Chisholm stated that due to vacancies in the Police Department, he presented an application for employment on Clinton Russ F±ore for the Councils consideration. Chief Chisholm stated that Fiore was certified and had been employed by the ©keechobee County Sheriffs Department and recommended the Council employ F±ore as Patrolman 11 at $7,700.00. Councilman Bass moved to employ F±ore as Patrolman 11, seconded by Councilman Douglas and carried. Chief Chisholm also presented an application for employment on Amelia Ryley for School Cross Guard on 441 for $50.00 per week. No action taken until all applicants are interviewed. Repairs in the offices of the Police Department, Clerks office, Director of Public Works and Building Official were discussed. Chief Chisholm reported that several of the Police Department employees had volunteered to do the work themselves. Councilman Bass moved to authorize the work done in the Police Depart- ment by the employees and authorized the Building Official to oversee the work, seconded by Councilman Betts and carried. Purchasing Time Clocks for the City was discussed and agreed on. A letter from Dan Sherman, Vice President of the 0keechobee Citizens Recreation Association was read requesting the City to pay the insurance premiums for the youth athletic programs which will cost approximately $2~000.00 per year. No action taken. The Clerk stated that in the Datagram published by Florida League of Cities~ Inc. Attorney General opinion on Municipal Home Rule Re: Taxation - Chamber of Commerce using Municipally owned building and receiving money from City. Attorney General opinions was that the City may not donate money to the Chamber for general purposes. The Council requested the Clerk to advise the City's Attorney of the opinion and request his opinion for the next meeting. President Domer reported receiving complaints from citizens of 0keechobee that the railroad crossings at NW8th Ave., N.W. Park Street, S.W. Park Street, N.W. 2nd Street and N.W. 6th Street was in need of repairs and hacommended the City contact Seaboard Coastline Railroad Company by letter requesting these crossings repaired. Councilman Douglas moved to authorize Attorney Conlon to contact Seaboard Coastline requesting repair at said locations, seconded by Councilman Bass and carried. Preliminary work was done on the 1975-76 General Budget and Water and Sewer Budget. The Council recessed to meet Thursday, September 4, 1975 at 7:00 P.M. WITNE S S -- THE CITY OF 0KEECHOBEE WITNE S S BY Chairman of the City Council An aeronautical study of a proposed construction No. 75-S0-1394-0E from the Department of Transportation, Federal lvaiation Administration was presented to the Council for approval. It was noted that the described structure wOuld exceed the standards of subpart C of part 77 of the Federal Aviation Administra- tion regulations and would be identified as an obstruction to air navigaion. After reveiviewing the letter and areal map of the proposed guyed radio tower, Councilman Betts moved that the Council interpose no objections to the proposed tower as the tower would not interfere with the safety and efficient use of the navigable airspace by aircraft and on the operation of air navigation facilities, seconded by Councilman Bass and carried. Councilman Betts reported that he had contacted Mr. Frank Hogan, Building Official of Ft. Pierce regarding the City requesting a consulting opinion from him on a building at S.W. North Park Street. He stated that Mr. Hogan had agreed to the inspection but requested a letter from the City's Attorney that the City will pay the cost of said opinion and that the City will holddthe City of Ft. Pierce and its inspector harmless for any and all liability arising from or out of said consulting inspection. Councilman Betts presented said letter from Attorney Conlon for the councils approval. After reading the letter, the Council approved of the letter. A satisfactory Employee performance evaluation was presented by Chief Chisholm on Radio Dispatcher Phillip~Rmrvis. Chief Chisholm recommended that Purvis be promoted to the rank of Sergeant and his salary be increased to $7,900.OO.Councilman Bass moved to promote hrvis to Sergeant and increase his salary to $7,900.00, seconded by Councilman Douglas and carried. Chief Chisholm presented an application for employment from Yvonne Chapman for School Cross Guard on SR 441, in the Police Department for the Councils consideration. Councilman Bass moved to employ Chapman for $50.00 per week for School Cross Guard during School months, with no six months increase, seconded by Councilman Betts and carried. The Clerk presented an satisfactory employee performance evaluation on Lola B. Parker, Clerk in the Water Department. Mrs. Bennett recommended Mrs. Parker be employed as a permanent employee and her salary be increased to $6,000. Councilman Betts moved to employee Parker permanently and increase her salary to $6,000.00, seconded by Councilman Bass and carried. President Domer read a notice from the United States Department of Agriculture Farmers Home Administration to all County Supervisors and District Directors regarding septic tank installation. The Notice is effective with all commitments to be issued from September 1, 1975 and read as follows: In accordance with bulletin No. 4900.1 paragraph 615-9.7e, No septic tank drain fields shall be installed where maximum seasonal water table is less than 5 ' 6" from finished grade. An alternate system which utilizes a raised drain field and "sump pump" shall also not be accepted. This system has a higher initial cost and an outgoing maintenance cost. President Domer read a letter from William R. 0sterman of the 0keechobee Contractor~ Association listing nine objections to the F.H.A. Notice. Mr. Osterman stated in the letter that the Notice was completly out of order and is of the utmost import- t~nce that 0keechobee seeks immediate relief from this directive. After discuss- ion, the Council agreed that the cessation of said program would have a tremen- dous economic impact in 0keechobee area and requested President Domer to notify Mr. George Schladd of HUD in Washington, D.C. to reverse these regulations. Preliminary work was done on the General budget and Water and Sewer Budget for 1975-76. A general discussion was heard on salaries of employees. It was agreed by Council on $700.00 per year raise for each employee. Discussion was heard on the possibility of letting the Police Depart- ment Dispatchers act as jailers instead of the Fire Department. The Council agreed to the transfer of duty and authorized the meals for the prisioners to be purchased at a local restaurant and billed to the City. 1880 The Clerk was asked for her items relating to the budget. She stated that Mr. Bill Sherman, County Property Appraiser, had certified that a tax rate of $4.49 per $1,000 valuation will bring in the same amount of tax revenue as that of last year. 1974 was $4.59 per $1,O00 valuation. Also, she stated that as there is a accumalation of funds in the debt fund, the Council could decrease the mill from $1.65 per $1,OOO valuation, including homestead to $1.11 mills. Leaving the millage as last year at $4.59 per $1,000 valuation, in the General fund will bring in an additional $12,000.OO. She also stated that if the City Council agreed to leave the millage as last year, the City would have to advertise their intentions to exeed certified millage and hold a public h~ring before they could adopt the desired millage. The following vote for 1975-76 millage was taken: Councilman Douglas voted for leaving the millage at $4.59 and Debt Service at $1.11 Councilman Hunt voted for leaving the millage at $4.59 and Debt Service at $1.11 Councilman Bass voted for leaving the millage at $4.59 and Debt Service at $1.11 Councilman Betts voted for leaving the millage at $4.59 and Debt Service at $1.11 The Council instructed the Clerk to proceed with the advertising. Salary for Captain Mobley was discussed. Councilman Betts moved to increase Mobley's salary to $9,800.00, seconded b~ Councilman Bass and carried. Fortner, Jr. President Domer opened the meeting with.,prayer by Councilman Douglas. Approving vouchers on bills were postponed until the September 11th meeting. It being the hour of Seven O'Clock and pursuant to a Notice published in The 0keechobee News regarding a Public Hearing to consider rezoning the E½ of SE¼ of SW~ of NEt of Section 28, Township DTS, Range DSE, five acres, Original Town of Okeechobee from Agricultural to Residential (R-D). President Domer asked if there were any objections to the requested rezoning. No objections
