1975-09-02 Recessed 1575 authorize Chief Godwin to make application for the change. The Council discussed a building at S.W. ~orth Park Streed owned by Marvin Wherrell, Sr. that had been condemed by Building Official Spray in 1973. After a lengthy discussion, Attorney Conlon recommended the Council request a consulting opinion by an outside Building Inspector. At Attorney Conlon's recommendation, the Council agreed to contact Mr. Frank W. Hogan, Building Official of Ft. Pierce, to inspect said building. Councilman Betts was requested to contact Mr. Hogan. The Council recessed to meet Thursday, August 28, 1975 at 6:30 P.M. A re-zoning application was received from Mr. Louis DeMicco requesting that Lots I through 6, Block 29, McMullins Woodland Park and Lot 1, Block 44 Vickers Woodland Park, Original Town of 0keechobee be mezoned from Residential (R-l) to Residential (R-2). Councilman Douglas moved to advertise Notice of Publi~ Hearing to consider the rezoning, seconded by Councilman Hunt and unanimously carried. NOTICE OF INTENTION TO AMEND CITY ZONING ORDINANCE #271 NOTICE is hereby given that the City Council of the City of 0keechobee, Florida, a municipal corporation, will consider rezoning from Residential (R-l) to Residential (R-2) and to amend accordingly the Comprehensive Zoning Ordinance #271 adopted November 21, 1955, the following described real property, situate, lying and being within the corporate limits of the City of 0keechobee, Florida, to-wit: Lots I through 6, Block 29, McMullins Woodland Park, Original Town of 0keechobee and Lot 1, Block 44, Vickers Woodland Park Original Town of 0keechobee and that a public hearing in relation thereto will be held at 7:00 P.M. on the 23rd day of September, 1975, in the City Council room, City Hall, 0keechobee, Florida, at which time all parties in interest and citizens shall have an opportunity to be heard. Viers for Chief of Police was presented for the Councils consideration. After reviewing the applications for Chief of Police, President Domer stated that the floor was open for further nominations. No more nominations were heard other than Edward Chisholm and Larry Mobley. The following vote for Chief of Police was taken. Coucilman Betts voted for Edward Chisholm Councilman Hunt voted for Edward Chisholm Councilman Bass voted for Edward Chisholm Councilman Douglas voted for Edward Chisholm President Domer stated that Edward Chisholm was appointed as Chief of Police at a salary of $15,000.00 Councilman Betts moved to promote Lieutenant Mobley to Captain~ abolish the position of Lieutenant and for Mobley to act as Chief of Police with.'salary until Chisholm takes office, seconded by Councilman Bass and ca~ried. Making the office of Chief of Police elective was discussed at length. President Domer stated that the Council has more than a year to make their decision as the next election is in t967. Councilman Bass moved to authorize Radio Dispatcher Phillip Purvis to attend Police Standards School in November, seconded by Councilman Betts and carried. Preliminary work was done on the 1975-76 General budget and Water and Sewer budget. Cleaning the park after the Speckled Perch Festival was discussed. It was pointed out that the Chamber had seen to the parks maintenance after the Festival in the past. After more discussion~ the Council agreed to l~ve the arra-~rJements as it was. Domer~ Councilmen E. H. Hunt, Edward W. Douglas, Lavon Bass and Clif Betts, Jr. Also in attendance were: City Clerk Sandra Bennett, Police Chief Edward Chisholm and Captain Larry Mobley. Ohief Chishoim presented a satisfactory employee performance evaluation on Police Officer Perry Lamb. Chief Chisholm stated that Lamb had completed his Police Standard School and his six months probation with the City and recommended he be promoted to Patrolman 11 and his salary be increased $400.00 per year. Councilman Bass moved to promote Lamb to Patrolman 11 and increase his salary
