1858 Director Fortner presented the Water, Sewer and Street report for the month of June. Memorandum 1 - Stock items needed at the water plant for $29443.60. Councilman Betts moved to authorize the purchase of items as listed, seconded by Councilman Bass and carried. Memorandum 11 - Culverts at $1,067.64. Councilman Douglas moved to approve the purchase of culverts, seconded by Councilman Betts and carried. Memorandum 111 - Estimated cost per 1000 gallons of water in clearwell for July. The Telephone Key system that would combine all telephone numbers and telephones in the City Hall into one large system was discussed and tabled for further investigation. Director Fortner reported that the new extension to Dewberry Gardens had been completed. Councilman Betts reported that water had washed the dirt from the edges of the culverts in some areas and recommended c~ment sandbags be installed along the edges. The Council instructed Director Fortner to investigate. Director Fortner was also requested to check the culvert prices for the comim~ year, A statement for $600.41 was presented for payment from Robert E. Owen & Associates, Inc. for engineering report on water works facilities in- ~he withdrawal application #24681. Councilman Betts moved to authorize payment, seconded by Councilman Douglas and carried. The Fire report for the month of June was presented. The Police Department activity report for the month of June was presented. Councilman Betts requested a City financial statement. The Clerk was instructed to prepare the statement for the next meeting. No further business, meeting was adjourned. PRESIDENT CITY COUNCIL CITY CLERK July 22, 1975 The City Council of the City of Okeechobee, Florida, convened in regular session at 7:00 P.M. on the 22nd day of July, 1975 at the City Hall with the following present: Mayor Audley Dunham, President Russell V. Domer9 Councilmen: E. H. Hunt, Edward W. Douglas, Lavon Bass and Clif Betts9 Jr. Also present were: City Clerk, Sandra Bennett and Director of Public Works9 L. C. Fortner, Jr. President Domer opened the meeting with prayer by Councilman Dougla.%~ Mr. Mike McCann, Glades Gas Company rep~msentative was recognized. He requested an opportunity to demonst=ate gas flaming for weed control. He stated I that it was more econimical than chemicals and did not cause a pollution problem. The Council agreed with Mr. McCann's request and instructed Fire Chief Godwin to set up a date for the demonstration. Allen Thomas appeared before the, 0uuncil requesting Southwest ]2th -- Street be closed. President Domer informed Mr. Thomas that when a title is vacated it reverts backto the original owner and advised an investigation of the title owner if vacated. Dennis Hammond, Assistant Broject Leader of Lake 0keechobee Utilization project appeared before the Council presenting a proposal for fish management and utilization and requesting the City's endoresemnt of the program. Mr. Hammond stated that studies conducted by the G~me and Fresh Water Fish Commission indicate that the fish population is out of balance with million pounds of fish in the Lake are rough fish or non-game fish. The other remaining fish are small due to over population of fish and back=pumped drainage. The ~ame and Fresh Water Fish Commission proposal is dependent upon removal of these species ,. would be the utilization of haul seines. After discussion Councilman Betts moved to endors~and support the program, seconded by Councilman Bass and carried. The Clerk was instructed to notify Dr. 0. E. Frye, Director of the Florida Game and Fresh Water Fish Commission by letter informing him of the Councils ~ndorsement. Eric Annett was recognized. He appeared before the Council requesting support for his application for the transportation of Passengers, baggage of passengers by Charter Bus. After discussion, the Council approved the applica - tion for Motor Carrier Authority contengent upon Attorney Conlon approval.of said application. Mayor Dmnham was asked for his items of business. He described a problem with the tDwing, disposal and storage of abandoned vehicles. Matter referred to Attorney Conlon for investigation. B~lding Official Spray presented the Buihding Department quarterly report for April, May and June. He informed the Council that Mr. Donald Wells would substitute while he was on his two week vacation and recommended the Council agree to reimburse Mr. Wells for his services. Councilman Betts moved to employ Mr. Wells for $40.00 during Mr. Sprays absence, seconded by Councilman Bass and carried. Fire Chief Godwin presented an application for employment on Harold E. Enfinger in The Fire Department for $125.00 per week. Councilman Betts moved to enploy Enfinger for part ~ime help during the absence of Fire Chief Assisstant Reubebuch while on vacation and to be employed full time July 21, 1975 at $125.Q©, seconded by Councilman Bass and carried. An above satisfactory six months employee performance evaluation on Bobby Dean Fireman 1 was also presented by Chief Godwin. He recommended Dean 1860 be hired as a permanent employee and an increase in his salary be approved from $125.00 to $140.00. Councilman Betts moved to approve Chief Godwin recommendation, seconded by Councilman Bass and carried. Chief Godwin requested authorization to have an alert system installed on the base station in the Fire Department to contact the Volunteer Firemen using Scanners in order to alert them when they were out of reach of the truck radio. Councilman Betts moved to approve the s~stem installed, seconded by Councilman Bass and carried. Police Chief Dewitt Staats presented two resignations from Policeman Rudy D. Dyer effective July 3, 1975 and Radio Dispatcher Jo A. Eide, effective August 1, 1975. Councilman Bass moved to accept the resignations, seconded by Councilman Betts and carried. C Chief Staats also presented an application for employment from Kelly James Ammons for Radio Dispatcher and recommended he be ~mployed as Radio Dispatcher at $6,000.00. Councilman Bass moved to employ Ammons at $6,000.00 upon Staats recommendation, seconded by Councilman Douglas and carried. Director Fortner was asked for his items of business. He presented a satisfactory six months employee performance evaluation on Charles Elders Trainee in the Water Department and recommended he be classified as a permanent employee and his salary encreased to $6,800.00, per year effective July 24, 197~. Councilman Hunt moved to approve Director Fortner recommendation, seconded by Councilman Douglas and carried. Director Fortner also presented specifications for sealed bids for the repairs, cleaning and painting the two 250,000.00 gallon elevated water tanks. Councilman Hunt moved to advertise for bids, seconded by Councilman Douglas and carried. CITY OF OKEECHOBEE, FLORIDA NOTICE OF LETTING - INVITATION TO BID Sealed Bids will be received by the City Council of the City of 0keechobee, Florida, at City Hall on August 26, 1975, until 7:00 O'Clock P.M. at which time the bids duly submitted will be opened and read. Such bid proposals to provide for the repairs, cleaning and painting of two (2) 250,000 gallon Elevated Water Tanks located in the City of 0keechobee, Florida. Copies of specification may be obtained at the office of City Clerk, City Hall, Okeechobee, Florida. Bids shall be in a sealed envelope bearing the name and address of the bidder and marked "Bid for Cleaning and Painting Water Tanks". The successful bidder shall furnish and pay for a Performance Bond with a Solvent Surety Company, satisfactory to the owner, in the amount of 100% of the total of the bid. Bids shall be firm for 60 days after date of bid opening. During the 60 day period the bids will be accepted or rejected. Each bidder must submit a list of customers during the past two years. Each bidder must have a minimun of 5 years experience of approved performance on repairs and painting of Water Tanks. Director Fortner was instructed to contact Robert E. Owen and Associates to set up a meeting to discuss the program. Placing a protection screen at the mouth of the new raw water intake pump in the Lake was discussed. Matter referred to Director Fortner for investigation. The Clerk was asked for her items of business. She presented a letter from The 0keechobee Chamber of Commerce reque.m~ing the City for their yearly donation to them. Councilman Hunt moved to authorize payment, seconded by Councilman Betts and carried. A statement from Robert E. Owens in the amount of $]68.66 for services rendered in the E1 Mir Sol installation of the 6" water main through June was presented for payment. Council approved pryment. Pree~d~n~,Domer reported a request for the City to haul the debri in the alley behind the Okeechobee Missionary Baptist Church parsonage. Council approved the request. Councilman Douglas reported a request from Clarence Lightsey for the City to trim the trees on his property. Matter tabled for further investigation. The City adopting an Ordinance providing for the election of the Chief of Police at the same time that other City officials are elected wa~ discussed but no action was taken. Councilman Betts stated that Taxi cab owners requested a meeting with the City Council to discuss the Citys new Ordinance No. 230 regulating the use and operation of taxicabs for hire. The Council requested Councilman Betts to notify all cab owners to meet with the Council at the next regular meeting August 5, 1975 at 7:00 P.M. Kelly Johnson was present requesting an easement through an alley way in Block 36 to construct a fence. Councilman Douglas moved to approve the easement seconded by Councilman Betts and ~arried. Mr. Johnson also requested The Council recessed to meet at 6:30 P.M. on July 29, 1975 for a budget session. PRESIDENT CITY COUNCIL CITY CLERK July 29, 1975 The City Council of the City of Okeechobee, Florida met in recessed budget session at the City Hall July 29, 1975 at 6:30 P.M. with the following present: President Russell V. Domer, Councilmen: E. H. Hunt, Edward W. Douglas and Clif Betts, Jr. Also present were City Clerk, Sandra Bennett and Director of Public Works, L. C. Fortner, Jr. Director Fortner reported that the Florida Boys School requested to purchase the old fire siren. The Council agreed to sell the siren at $200.00 to the Florida School for Boys. President Domer reported the 0keechobee County BiCentennial Commission of Florida requested authorization to paint the American flag on the water tank. After discussion, the Council agreed to allow the Bicentennial Commission to paint the flag on the water tank contingent upon negotiations with contractors. Preliminary works was done on 1975-76 General budget. Upon motion the Council adjourned at 8:00 P.M. Minutes of the previous meetings July 8, 22 and 29, 1975 were approved on a motion by Councilman Betts, seconded by Councilman Douglas and carried.
