The City Council of The City of 0keechobee, Florida, met in regular
session on Tuesday, May 20, 1975 at 7:00 P.M. with the following present:
Mayor Audley Dunham, President Russell V. Domer, Councilmen: E. H. Hunt,
Lavon Bass and Clif Betts, Jr. Also present were City Clerk, Sandra Bennett,
City Attorney David Conlon and Director of Public Works, L. C. Fortner, Jr.
President Domer reported that seven trees needed to be planted in the
park instead of six that were approved at the May 15th meeting. Councilman
Bass moved to approve the planting of seven trees in the park, seconded by
Councilman Hunt and carried.
Adopting the Southern Standard Mechanical Code Book~ was discussed.
Councilman Betts moved its adoption, seconded by Councilman Bass and carried.
President Domer stated that a meeting was scheduled for May 27, 1975
at 7:30 P.M. at the C~ty Hall with the County Commissioners.
Transferring the City's group insurance plan from Blue Cross and Blue
Shield was discussed. President Domer stated that after careful study on all
insurance proposals that had been submitted, the Department Heads had recommended
Aetna Life and Casualty Company. Councilman Bass moved to transfer the group
insurance plan from Blue Cross and Blue Shield to Aetna Life and Casuality
Insurance Company, seconded by Councilman Betts and carried.
A statement from Robert E. Owen & Associates~was presented f~ the
Councils approval for payment in the amount of $804.24 for plans and specification
on the 6" water feed main addition to E1 Mir Sol Subdivision on S.R. 70 West of
the City limits. Councilman Hunt moved to authorize payment, seconded by
Councilman Bass and carried.
Mayor Dunham stated The (keechobee Retailers Association was planning
an "01d-fashioned sidewalk" sale and requested the use of the Park to set up
booths to sell hot dogs and soft drinks at low prices. He informed the Council
that during the Speckled Perch Festival activities, the public had violated the
park by damaging the sprinkler system and had received a request from the
American Legion to rope off the memorial monument due to vandalism. President
Domer suggested that the Council allow only the west side of the park be used
in the future for the public and businesses. The Council agreed with President
Domer's suggestion. The request for the sidewalk sale was discussed. Councilman
Bass stated that City Ordinance prohibited businesses using city sidewalks for
profit. Attorney Conlon was asked to report. He stated that lawsuits could
occur if a pedestrean is injured by the blocking of the sidewalks,,he recommended
the Council reject the request. The Council instructed the Mayor to inform
the 0keechobee Retailers Association that sidewalk sales will not be permitted
and aaly the west side of the Park can be used.
President Domer reported that Mr. Hopke of The Division of Forestry was
in the process of drawing up plans for the City park that would require little
maintenance and would receive cooperation from local organizations. He stated

that Mr. Hopke would come before the Council as soon as the plans were completed·
Mayor Dunham reported that the street lines on State Road Illll were
beginning to fade· The Council instructed Director Fortner to notify the
State Road Department.
Attorney Conlon was called on for Es items of business. He stated
that he had written Mr. Donald Atwell regarding the $5,000.00 performance bond
which only guarantees the payment to all materialmen and laborers engaged in
any construction.
Another item discussed by Attorney Conlon concerned the damage to
Oak trees on S. W. 3rd Avenue and South of S.W. 8th Street. He stated that
according to the Plant Disease idenfification from Florida Agricultural Extension
Service, University of Florida, the chemicals the Street Department used in
spraying was at fault.
Director Fortner was called on for his items of business. He reported
that a drag line with a longer reach was needed to clean the ditch at S.E. 6th
Street and N.W. 10th Ave. After discussion, the Council directed Director
Fortner to appear before the County Commissioners to request their assistance.
Director Fortner informed the Council of a two day Seminar on Water
Treatment in Clewiston sponsored by the Department of Health and requested
permission to attend. The Council authorized Director Fortner to attend the
two day seminar.
Director Fortner stated that the water tank needed painting and
inquired if the Council wanted to place the job on bids. Councilman Hunt moved
to instruct Director Fortner to draw up the bids, any repairs if needed, to
be voted on by the Council, seconded by Councilman Bass and carried.
No further business, the Council recessed to May 27, 197~ at 7:30 P.M.

session at the City Hall on the above date with the following members present:

Edward W. Douglas, Lavon Bass and Clif Betts, Jr. Also present were City Clerk
Sandra Bennett and City Attorney David Conlon.
Members of The Board of County Commissioners: Chairman Charles W.
Harvey, Commissioners: H. H. Raulerson, Clyde R. Durrance, Oscar Thomas,
L. E. Herbert, County Attorney W. L. Hendry and Deputy Clerk Sarah Price were
also present at the Councils request.
