Hunt M~4BERS OF THE CITY COUNCIL CITY OF OKEECHOBEE OKEECHOBEE, FLORIDA The meeting was called in due form in accordance with Charter and upon written Notice signed by each Councilman. The City Council of the City of Okeechobee, Florida, met in a Special meeting at the City Hall on the above date at 6:30 P.M. with the following present: Mayor Audley Dunham, President Russell V. Domer, Councilmen: E. H. Hunt, Lavon Bass and Clif Betts, Jr. President Domer stated that the purpose of the meeting was to discuss the possibility of the City seeking financial assistance from the Florida Department of Agriculture for fire fighting equipment. Mr. Roy Williams, District Pire Control Coordinator of the Division of Forestry was recognized. Mr. Williams appeared to inform the Council that Title IV of the Rural Development Act of 1972 authorizes and directs the Secretary of Agriculture to provide financial and other assistance to State Foresters in a cooperative effort to organize, train and equip local forces in rural areas and communities under 10,000 population to prevent, control, and suppress fires Mr. Williams presented the Council with the application form AD-623. Councilman Betts moved to apply for the federal assistance, seconded by Councilman Bass and carried. Re-planting trees in the park was discussed. President Domer reported that Mr. G. C. Floyd of Eagle Bay Nursery would plant six Live Oaks in the Park for $50.00 each tree and had suggested a plan to improve the park with plants. Councilman Douglas moved to approve Mr. Floyd planting the six live Oaks and proceed with drawing up plans in the park., seconded by Councilman Hunt and carried. The statemsnt from Indian River Community College for The Okeechobee Police Department prorata share for the Regional crime laboratory in the amount of $354.52 was discussed. Councilman Bass stated that he felt the City should pay their share and moved to authorize the payment, seconded by Councilman Betts and carried. The Council instructed Chief Staats to investigate if payment is optional. The General Revenue Sharing Planned Use Report was discussed. Councilman Hunt moved to designate the entire Federal Sharing )%md of $106,675 for 'gater System Improvements, seconded by Councilman Douglas and carried. President Domer stated that a meeting was scheduled for May 27, 1975 at 7:30 P.M. for the purpose of meetin~ with the County Commissioners. There being no further business, the Council adjourned to meet Tuesday, May 20, 1975 at 7:00 P.M. 1846 May 20, 1975 The City Council of The City of 0keechobee, Florida, met in regular session on Tuesday, May 20, 1975 at 7:00 P.M. with the following present: Mayor Audley Dunham, President Russell V. Domer, Councilmen: E. H. Hunt, Lavon Bass and Clif Betts, Jr. Also present were City Clerk, Sandra Bennett, City Attorney David Conlon and Director of Public Works, L. C. Fortner, Jr. President Domer reported that seven trees needed to be planted in the park instead of six that were approved at the May l~th meeting. Councilman Bass moved to approve the planting of seven trees in the park, seconded by Councilman Hunt and carried. Adopting the Southern Standard Mechanical Code Book was discussed. Councilman Betts moved its adoption, seconded by Councilman Bass and carried. President Domer stated that a meeting was scheduled for May 27, 1975 at 7:30 P.M. at the ~ty Hall with the County Commissioners. Transferring the City's group insurance plan from Blue Cross and Blue Shield was discussed. President Domer stated that after careful study on all insurance proposals that had been submitted, the Department Heads had recommended Aetna Life and Casualty Company. Councilman Bass moved to transfer the group insurance plan from Blue Cross and Blue Shield to Aetna Life and Casuality Insurance Company, seconded by Councilman Betts and carried. A statement from Robert E. Owen & Associates~was presented f~ the Councils approval for payment in the amount of $804.24 for plans and specification on the 6" water feed main addition to E1 Mir Sol Subdivision on S.R. 70 West of the City limits. Councilman Hunt moved to authorize payment, seconded by Councilman Bass and carried. Mayor Dunham stated The G~eechobee Retailers Association was planning an "01d-fashioned sidewalk" sale and requested the use of the Park to set up booths to sell hot dogs and soft drinks at low prices. He informed the Council that during the Speckled Perch Festival activities, the Public had violated the park by damaging the sprinkler system and had received a request from the American Legion to rope off the memorial monument due to vandalism. President Domer suggested that the Council allow only the west side of the park be used in the future for the public and businesses. The Council agreed with President Domer's suggestion. The request for the sidewalk sale was discussed. Councilman Bass stated that City Ordinance prohibited businesses using city sidewalks for profit. Attorney Conlon was asked to report. He atat~d that lawsuit~ could occur if a pedestrean is injured by the blocking of the sidewalks,,he recommended the Council reject the request. The Council instructed the Mayor to inform the 0keechobee Retailers Association that sidewalk sales will not be permitted and aaly the west side of the ~rk can be used. President Domer reported that Mr. Hopke of The Division of Forestry was in the process of drawing up plans for the City park that would require little maintenance and would receive cooperation from local organizations.
