1974-09-17 Recessed I771 September 1 2, 1972 The above recessed meetin~ was re-scheduled for Tuesday, September 17, 197~ at 6:30 ?.M. ~PRESID~T CiTY COUNCIL CIT~ CL~K September 17, 197h The City Council of the City of Okeechobee, Florida, met in recessed session at the City Hall on the above date at 6:30 P.M. with the following present: President, Donald L. Burk,Councilmen: E. H. Hunt, Russell ~. Domer, Edward ~. Douglas and Clif Betts, Jr. Also present 'were: City Clerk, Sandra Bennett~ Attorney J. Edward Curren and Director of Public ~orks, L. C. Fortner, Jr. President Burk opened the meeting v~ith prayer. President Burk stated the first item of business for discussion was a statement from Attorney, J. i~dward Curren, in the amount of $2,000.00 for the fiscal year 1973-7~ for services authorized and necessary additional legal, fiscal, administrative and other services rendered up to October 1, 197~$. President Burk remarked that he couldn t in good conscience sign the voucher, as the $2,000.00 appropiated in the budget was for other attorney fees contemplated. He further stated that the Council had appropiated $9,000.00 in the 73-7~ budget for attorneys salary ($7~0.00 per month) anticipating the extra service for the new clerk. Attorney Curren referred the Council to his' letter of September ,~;, 1973 that he had submitted durin~ budget session meeting in September ~, 1973 evalua- tin.% his time involved and salary and budget proposal. He pointed out that the Council had deleted several respo~sibilities they felt would not be necessary and reducing his requested salary of $~ 2,000. After more di~:cussion, President Burk called for a roll call vote, to approve to pay the $2,000.00 presented by Attorney Curred, bein~, as follows: Councmlman" Hunt, Councilman Betts, Councilman Domer, Councilman Dou%las, yes - Councilman Hunt and President Burk, no. Councilman Hunt inquired of Attorney Curren, if the Council didn't accept his salary proposal would he still resign as of October ~, 197h. Attorney Curren replied that if the City did not require his services rendered he would resi~n. It was pointed out by President Burk that the recommendations su~=ested by Attorney Curren had been sulgeste5 and discussed in 'the past, furthermore, some were in the process of undertakin!% now. He further stated that he had suggested J7 which ur.~{ed the hiring an axperienc~d city adminstra~or and finance for supervision and recor.~.ended the Council act on it immediately to be appropriated in the 71q-7~ budget. After further discussion, President Burk called for a roll call vote for retaining Attorney Curren at a salary of $] 2,000.00, being as follows: Councilman Betts, oounczlman Domer, ouncllman Douglas, Councilman Hunt and President Burk, no. President Burk expressed concern for the City's rapid ~rowth and the need for a~ experienced City Ad~strator. No action taken. Councilm~n Domer moved to adopt the certification of ~llage and t~xable value made by '~. C.
