President Pro- Tem Domer suggested a le:~a~, document Wen to the United Telephone Company the right -to pave and fence Block 69. Attorney Curren ~as asked to report. He stated that an encroachment could be drawn up with the stipulations that the City has utility access. Cou~czlman' Hunt moved to authorize Attorney Curren to draw up the encroachment, seconded by Councilman Douglas and carried. Jim Devise was ra:.cognized. He inquired if the Council had considered L. M. Baker's applica- tion. President Pro-Tem Domer informed Mr. Devine that the position had been filled by a oualified .policeman with the aTreemen4 of three Councilman at the request of Chief Staats. He further stated that the position ha~ to be filled due to an expectant emergency and that Chief Staats had recommended .~oth applicants For the po.~£tion. Soray, Bui!din~ Official, was reco:~nized. He asked the Council about their decision re '~a ;'ding adopting the t97h Southern Standard Swimming Pool Code. ~'ir. Spray was asked if the Southern ,;tandard Building Code covered regulations on s~ng pools. Mr. Spray stated that it covered only the inspection of the construction of the pool. He further stated that the Swiping Pool Code pro~.,ided the regulation governin;~ fencing around the area and other re~atory measures for the orotecbion o~' the 'oublic. ounc~lman Hunt moved to adopt the Souther Standard Swi~in~ Pool Code, seconde~ by Councilmn Betts and carried. Mr. Spray described a problem being faced re~arding Sub-di~ders who doesn't pro, de for adequate drainage and streets before developing the area. One area in question was N. ~. 8th Street where several house:~ were under construction. Hr. Spray felt that the City should require property owners to provide for the streets and adequate drainage before construction be~ns. Upon inquiry ,~ounc~l, Attorney Curren stated that tel'ore a permit is issued certain obligations have to be met but th~ City doesn't presently have an Ordinance with that requirement. Mr. Spray was directed to coaduc't a mxrvey by con~:,actin~ other cities requesting their solution to the problem. ~rc Chze~ Olen ~dwin presented the fire report for the month of August. He informed the Council that ~he new Ford Fire truck was comptetly equipped as per ~ecifications and that the radio was ins~-,~!led and operating. Chief Godwin a!:~o reported that he could get the old puz~er repaired at no cost to the City except for ~ ounczlma.n ~ ~ par ..... if the Council a~reed. It was pointed out by C ' Betts that due to the Cityx rapid ::~'owth~ he felt that the City would need it. ~e Council agreed to the propo~:al. Attorney Curren stated that annually during the five years 'that he represented the City as its attorney, he had -taken the liberty of makin~ reco~en~ations of a legal or quasi-legal nature w~ch he felt '~ould i~rove the position of the City or make its government more effective. He stated that it woulO cost Uhe City $~ 80.00 to brin[I it to Okeechobee for a demonstration but they would demon- strafe it in Fort Lauderdale a~v time. Councilman Hunt discussed a bill sublx&tted to theCouncml' from W. I. Rooks for cleaning streets in ±.he amount of ~,~1 '~,.60. Repair on sewer lin in right of way was reported costing. $28~ .10 at S. E. '* . ~;h Ave. between S.E. ~rd Street and S.~,. 4th Street~ broken during the cleaning. Council- man Hunt ~oved to deduct ;~50.O0 off the labor cost of bill, seconded by Councilman Douglas and carried. The under ~[roun,-i drainage aton!~ the right of way in Jilco~ Shores was discussed. Director Fortner reported that it ~;ould cost approximately $2,500.00 for pipe and survey. It was suggested -that due to the Countys responsibility to maintain streets they might help with the cost. She presented copies of Ordinance number 230 which re%ulate the use and operation of -~' F. ta:~cabo, or automobiles for hire, when the City limits of t~he City; orovidinq for the issuance of a permit and prescribing the conditions under which such peri, ts and lzc~noe,~ shall be issued and prescribin~ penalties for the violation of the ordinance. Attorney Curren e.rplained the regulations of the Ordinance. 't]ae Clerk was directed to inform each taxicab owner of the re~.?uJ, ations of the ordinance. Purchasing the Police Departr.~ent and Fire Department staff with six uniforms a year and =urnm.~hin:~ the cleaninM bill was discussed,: Councilman Betts moved to furnish six uniforms for -the Police and Fire Department and to pay the cleaning bill in lieu of the $2%.00 and $1~.00 uniform allowance, second~:d by Councilman Douglas and carried. Pro-Tern Domer r~ported a request for striping the straets on South Park Street. It was pointed out that ~ n ~ uhe~oun~uy maintained Secondar~ roads in the Cmty. Councilman Bett.'z moved to confirm employment of Joseph Phelps as patrolman, seconded by Councilman Hunt and carried. Richard D. Mann ~as reco(~nized. He inquired why his application wasn't submitted to the Council for consideration. The Council informed Mr. Mann that all applications were submitted by the Department Head. A copy o¢ a letter from O. P. Spence, Production Cordinator of Westinghouse Electric Corp. to Bi~ Four Construction was read. Mr. Spence wrote that the Corporation was pleased by 'the progress report on the Okeechobee City - ~later project. He stated in the letter that 'the water process is now ~-at, isfactory. A copy of a reply to Mr. Spence from }robert ?. G~en & Associates, Inc. was also read informin:~ Mr. Spence that the water process was now satisfactory, however; the lake waters not, ual characteristic was hard an4 the unit is still to demonstrate successful operation under the softening process.
