He stated that an encroachment could be drawn up iwith the stipulations that the City has utility access. She presented copies of Ordinance number 230 t~rhich rezulates the use arid operation of taxicabs, or automobiles for hire, when the City limits of the City; oroviding for t]'~e issuance of a permit and prescribing the conditions under which such peri, ts and licenses shall be issued and prescribing penalties for the violation of the ordinance.
