After reviewing the bids, as requested by the Council, Chief Staats reported that both bids met specifications. Councilman Domer moved to accept bid from Gilbert Chevrolet Company, Inc. in the amount of $3,600.00, seconded by Councilman DouMlas and carried. Councilman Domer moved to accept bid from 3 M Company, seconded by Councilman Douglas and carried. Lauderdale, Florida for the purchase of sign materials were read. Councilman Domer moved to accept bid from McCain Sales of Florida Inc. of Fort Pierce, Florida, seconded by Councilman Douglas and carried. Steve Kohn, Okeechobee Commercial Manager for United Telephone Company of Florida, was present presenting the Council with a copy of a new proposed telephone, telegraph and ~elephonic radio franchise Ordinance for study and evaluation. Mr. Kohn stated that the present franchise would terminate in 1982 but needed to be revised. The Council agreed to call a workshop meeting in the future for study on the proposed franchise. Howard Barker of Ag-Air, Inc. of Belle Glade, Florida, was present presenting an annual mosquito control program to the City at an approximate cost of .50¢ per acre, and introducing Mr. ! John Bieler of the Vero Beach Mosquito Control District. Mr. Bieler gave a brief informative talk on the life cycle of mosquitoes and the procedures of spraying. Mr. Bieler stated that state funds were available for the pro.iect. Providing a more effective mosquito control by spraying both City ~ and County area was discussed. The Council recommended that Mr. Barker and Mr. Bielder present their ~ proposal to the County Commissioners for their consideration. Police Chief Staats reported that the JF 100 M Speed gun - Mirror purchased from CMI, i Incorporated wasn't workin~ properly. Chief Staats recommended the City cancel the order and re- ~ order with another company. A copy of the T R-6 Traffic Radar from Kustom Signals, Inc. of Chanute ' Kansas at $1,050.OO was presented for the Councils consideration. Councilman Domer moved to instruct Chief Staats to return the hand gun to CMI, Inc. notifying them that the contract was terminated and authorizing the purbhase of the TR-6 at $1,050.00, seconded by Councilman Douglas and carried. Chief Staats recommended that signs be placed at strategic points in the City advising the public that speed was radar controlled. The Council agreed to the recommendation and instructed Director Fortner and Chief Staats to conduct a survey to determine locations to place signs. Chief Staats presented the monthly activity report for the month of May pertaining to number of traffic accidents, investigations and arrests. The water, sewer and street report for the month of May and annual report was presented by Director For~ner. Memorandum No. 1. - Director Fortner reported that the sewer line had been broken in the right of way between S. E. 3rd Street and S. E. 2th Street during the process of clearing the property. Repair of the sewer line amounted to $232.~0. Director Fortner stated that a bill in the amount of $~1 3.60 had been presented for payment for the use of trucks to haul trees from city streets on S. E. 3rd Street between S. E. 5th Street and S. E. 2th Street as per agreement. CoUncilman Domer moved to deduct the sewer line repair cost from bill for clearing streets, seconded by Councilman Douglas and carried. Memorandum No. 2 - Extension of 6" water line along NW 7th Street between N~ 9th Ave. and N~ llth Ave. at a cost of $3,28~.38. Councilman Domer moved to extend the water line if funds were available and if not to extend as far as budget allows, seconded by Councilman Douglas and carried. Memorandum No. 3 - Replacement of stock items at water plant at a cost of $1,213.86. Councilman Douglas moved to authorize purchase of items listed, seconded by Councilman Domer and carried. Memorandum ~ - 3" meter to replace 2" meter serving Bet-Her Acres Sub-Division at a cost of &697.70. Councilman Domer moved to authorize purchase of meter, seconded by Councilman Douglas and carried. Memorandum No. 6 - 1 CAS-02~-_30 stainless steel ice machine, cost after 61~ discount $716.0h. After discussion Council withheld action until further study could be made of the need. Director Fortner presented an employee performance evaluation on Maurice W. Lamb in the Street Division Trainee position for completion of six months probation period as of May 12, 1972 and recommended he be put on as a permanent employee and increase his salary to $6,600.00 per year. Councilman Douglas moved to accept Director Fortner's recommendation and increase Lambs salary to &6,6C0.00 retroactive to May 12, 197h, seconded by Councilman Domer and carried. A satisfactory employee performance evaluation was presented by Director Fortner on Cleveland L~mb in the Street Division MEO 1 position and recommended his classification be changed to M.E.O. 111 and increase his salary ,~0.00. Councilman Douglas moved to change Lambs classification to M.E.O. 111 and increase his salary $10.00, seconded by Councilman Domer and carried. Director Fortner presented an un-satisfactory employee performance evaluation on Willie D. Brown in the water division, trainee positionand informing the Council that Mr. Brown had been in.iured on the job. The Council requested Director Fortner to investigate Mr. Browns condition and job intentions. Councilman Domer informed the Council of a discussion he had with the Division of Forestry concerning several dead trees in the park which might be hazardous . The Division of Forestry had volunteered their services to help the City plant new trees after the dead trees had been removed. The Council instructed Director Fortner to remove the dead trees and to contact the Division of Forestry concerning their offer. Director Fortner reported that the City Street Department wasn't equipped to maintain the 18 foot traffic signal and requested the Councils consideration on an air lift to be installed on the City's truck at an approximate cost of $2,300.00. After discussion Director Fortner was instructed to contact Bil~k Curren of Curren Electric to discuss the possibility of making the necessary repairs at cost or renting his truck to the City. Director F°rtner reported that the 0keechobee Recreation Park Association requested another meter to be installed at the new building being constructed. The Council postponed action for further investigation. Director Fortner requested an additional telephone for the downstairs new water plant. Councilman Domer moved to authorize Director Fortner to have a telephone installed, seconded by Councilman Douglas and carried. A request for water line extension at N~ 7th Court between 10th and llth Ave., which would require 200 loads of fill dirt to open the street, a 2" line and an 18" culvert. The Council authorized Director Fortner to go ahead with plans for the extension. Director Fortner informed the Council that Walter Ballo had broken a lock that had been placed on a meter after the water service had been discontinued due to an unpaid water bill. Director Fortner stated that the water service had been restored after Ballo had paid for the lock and the --~ deliquent water bill. The Council instructed Director Fortner to bill Ballo for a tap fee and to inform the Water Committee if it occured again. An Application for employment on Sylvia Christian was presented by 'the City Clerk for the Councils consideration for the position of Deputy Clerk. After reviewing the application Councilman Domer moved to employ Mrs. Christian at $1 20.00 per week, seconded by Councilman Douglas and carried. President Burk reported the following dates for the regular Council meetings. July 9, August 6, September 10 and October 8, 1972. Letters were read by President Burk from Leland Pearce, President of the Okeechobee Beach Wster Association, Inc. informing the Council that the Board of Directors agreed to re-enact the curtailment resolution on water use~ from David H. Letts, President of Also-Hope, Inc. requesting time on the budget agenda and from Edith L. May requesting the minutes of each council meeting to be published in the Okeechobee News. A certificate of Inspection was received from Underwriters Laboratories, Inc. on the Fire D~partment pumper, certifying that the pumper had performed acceptably . Councilman Douglas discussed with the Council on Director Fortner using the Street Depart- ment personnel in emergencies and when short of help. The Council authorized Director Fortner to use all Street, Department personnel when needed. Director Fortner's resignation effective August 9, 1972 was read by President Burk. Director Fortner agreed, to discuss his decission upon the Councils' request. The Council recessed to meet June 12, 1972 at 1:00 P.M. It was reported that due to the schedule production of General Motors, Gilbert Chevrolet Company, Inc. had advised the City Council that they would have to %fithdraw their bid on the 1972 C ' heavy duty police car for $5,600.00. ouncmlman Domer moved to accept Gilbert Chevrolet withdrawal and to annul 'the action taken June 1 3 at a recessed session, and accept Lake Dodge-Plymouth, Inc. bid of a 197h Plymouth ~-3 11 for $3,900.00, seconded by Councilman Douglas and carried.
