1974-05-07 Regular installed and a concrete slab poured for the new ton chlorine tanks and a shed constructed over the door and tanks. The Council voiced their approval of the improvements. Director Fortner reported receiving a utility easement from Mr. L. M. Pearson that was requested by the City at February 5th meeting in regards to a water line extension to Lucy Island. Director Fortner stated that the easement did not allow enough room for utility lines or did not include the bill of sale. After discussion the Council referred .matter to Attorney Curren for investigation and clarification. Broken glass caused by a car accident was reported at the corner of N. Park' Street and S.W. 5th Ave. Matter referred to Director Fortner. Director Fortner was also instructed to clean up area around water plant. Mr. Gordon V. Leggett was present informing the Council of Mr. and Mrs. Lou Perrys plans to sell the property for commercial use, but requested authority to live in the house until sold. Attorney Curren advised that the property was best suited for commercial use for that area. After discussion, the Council informed Mr. Leggett that Mr. and Mrs. Perry could continue living in the house until sold. Councilman Douglas moved to rezone the above described property as requested and to amend Ordinance No. 271 accordingly, and upon being seconded by Councilman Hunt was put to a vote and unanimously adopted: OaOINANCE NO. 27~ -(100) ORDINANCE AMENDING ORDINANCE NO. 271, BEING AN ORDINANCE ESTABLISHING ZONING REGULATIONS FOR THE CITY OF OKEECHOBEE, FLORIDA, AND PROVIDING FOR THE ADMINISTRATION, ENFORCEMENT AND AMENDMENT THEREOF PURSUANT TO THE PROVISIONS OF CHAPTER 176, FLORIDA STATU'FES, 1953. WHEREAS, application has been made by Lou Willa and Leslie Perry requesting this Council to rezone from Residential (R-1) to Commercial Lots 2 and 3, Block 220, Original Town of 0keechobee, and WHEREAS, notice of intention to amend City Zoning Ordinance No. 271, regarding said application was duly published according to law, and WHEREAS, on the 7th day of May, 1974, a public hearing was held in the City Council room pursuant to said notice, and WHEREAS, it is deemed to the best interest of the City of Okeechobee to grant said application; now therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA: SECTION 1. Tapping Machine for the Water Department at a cost of $645.85. Councilman .--~t !Hunt moved to authorize the purchase of the tappin machine, seconded by Councilman Douglas and carried. Memorandum No. 2 Stock items needed at the water plant at a cost of $1,587.36. Councilman i!Hunt moved to authorize the purchase of the stock items at said cost, seconded by Councilman Douglas ~'and carried. Director Fortner reported a water shortage due to severe drought conditions throughout Okeechobee and recommended adopting and publishing a Resolution revoking using the water supply for non-esential uses. President Burk read the Resolution afterwhich Councilman Hunt presented said Resolution and moved its adoption. Upon being seconded by Councilman Douglas was unanimously adopted. RESOLUTION Whereas, severe drought conditions throughout Okeechobee County and in the City .~ of Okeechobee are resulting in high use of city water supplies, creating a water shortage, and Whereas, an extreme water shortage may occur unless water use is curtailed; and Whereas, upon the existence of such conditions it becomes imperative to the public well being that certain uses of water, not essential to the health, welfare and safety of the City and its inhabitants be restricted or curtailed; and Whereas, the use of the municipal water system for hose purposes or lawns, i streets and gardens is a privilege expressly held subject to the right of the city to revoke when the water supply becomes to low to allow the exercise of such privilege; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA: By authority of Section 20-31, Code of Ordinances of the City of Okeechobee, Florida; The privilege of using the water supply system of the City of Okeechobee for hose purposes on lawns, streets, and gardens is hereby revoked for all users of the system until further resolution of the City Council. Any person using the water supply system for such non-essential uses shall be subject to their service being disconnected by the water depart- ment in accordance with ordinances of the City. The Mayor of the City of Okeechobee is requested to bring this water use curtailment Resolution to the attention of all of the public by procla- mation, broadcast, publication and otherwise. Director Fortner was instructed to investigate cost of new system and report at a workshop meeting. Attorney Curren requested a workshop meeting to discuss amending Ordinance number 352, The Pension and Retirement System for employees of the City, by adding that the plan be manditory for all employees, revising the election of City Clerk to appointive and the possibility of abloshing the City Court. Fire Chief Olen Godwin presented the Fire Report for the month of April. Chief Godwin requested permission to attend the State Fire Convention in Melbourne, Florida May 15th through the 18th. Councilman Douglas moved to authorize Chief Godwin to attend the Convention, seconded by Councilman Hunt and carried. A re-zoning application was received from D. R. Daniel requesting Lot 10, Block 170, Ori~inal Town of Okeechobee, be rezoned from Residential (R-1) to Commercial. Raulerson, Chairman of the Board of County Commissioners, requesting the City to submit their budget requests to the Board of County Commissioners for the ii fiscal year 1974-75 on or before May 23, 1974. Matter referred to Councilman Betts. A letter was read from sixteen citizens residents living in the area between The Record Ranch and the Tastee Freez on U.S. 441 South informing the Council about a noisy and disorderly crowd that distrubed the peace. After discussion the Council agreed to discuss the matter with Police Chief Staats. ~ A discussion on General Revenue Sharing planned use report was heard. It was the consensus of the Council to designate the entire Federal Sharing Fund of $1 30,748.00 for water system improvement~ Councilman Douglas instructed Director Fortner to present specifications on street sweeper at next meetinE. Director Fortner requested authority to have a survey made at Hensell Viers at 311 S. W. 17th Street and west of ~3rd Ave. for a water line extension easement. The Council instructed Director Fortner to investigate cost of survey and report at next meeting. Chief Godwin expressed his appreciation to the Council for the Volunteer firemen's __~ uniforms. Chief Godwin stated that there were now 17 complete uniforms. I Increasing the City Clerks salary from $7,200.00 to $8,000.00 was discussed. Councilman Betts moved to increase the salary to $8,000.00 retroactive October 1, 1973, seconded by Councilman Hunt and carried. Minutes of the meeting held March 12th was read and approved as read upon motion of Councilman Douglas, seconded by Councilman Hunt and carried. The Clairfier at the water plant was discussed. Director Fortner informed the Council that Westinghouse Electric Corporation Infilco Division and City Engineers were attempting to work out a solution to the problem.
