Upon motion the Council recessed to meet April 16, 197~ at 6:00 P.M. --~ PRESIDENT CITY COUNCIL CITY CLERE April 16, 197~ The City Council of the City of Okeechobee, Florida, met in recessed session at the City Hall on the above date at 6:00 P.M. with the following present: President Donald L. Burk, Councilmen E. H. Hunt, Edward W. Douglas, Russell V. Domer, Cliff C. Betts, Jr, Director of Public Works, L. C. Fortner, Jr. and City Clerk Sandra Bennett. Mr. R. E. Hamrick and Mr. Bill Rooks were present requesting the City to open S. E. 3rd Street between S. E. 5th Street and S. E. hth Street. Mr. Rooks and Mr. Hamrick stated that they would clear the streets if the City would haul off the trees on said street. After discussion Council. man Domer moved to open S. E. 3rd Street, subject to confirmation that one block of 3rd Street was dedicated street, seconded by Councilman Betts and carried. 'Ilae Council instructed Attorney Curren to check out right-of-way. Mr. Hamrick reported that he was in the process of having Taylor Creek dredged. Councilman Domer discussed purchasing One ~w police car, walkie talkies and radio unit to ibe installed in the new car. After discussion Councilman Domer moved to authorize Police Chief Staats to draw up specificationson new car andto purchase one G. ~nmobile MT 75 FFU ~ channel radio and two G. E. Portable radios at ~681.00 each, seconded by Councilman Betts and carried. Councilman Betts moved to authorize Fire Chief Godwin to purchase i G.E. mobile radio for new fire truck,at $720.00, seconded by Councilman Douglas and carried. President Burk presented the Council with copies of letters send to the County Commissioners and Building Official Clayton White expressing their gratitude and thanks for their support and cooperation in maintaining the Citys building inspection pro'gram during the illness of Mr. Spray. President Burk stated that Mr. Spray~would be off for another month, and that he had made arrangemenSs with Mr. Donald A. Wells to maintain the building department until Mr. Spray is able to resume full ~activities. President Burk requested the Council to consider putting Mr. Spray on an Administrator ~Leave while absent and recommended that the City compensate Mr. White for his services. Councilman !~Domer moved to authorize President Burk to work out details with Mr. Wells on salary, place Mr. Spray ~on Administrative leave and to pay Mr. White for services rendered, seconded by Councilman Betts and carried. A re-zoning application was received from Leslie and Lou ~lla Perry requesting that Lots !12 and 3, Block 220, Original Town of Okeechobee be re-zoned from Residential (R-1) to Commercial. The ii application read that he planned to sell the property for sales and service of Electronic Equipment. iCouncilman Hunt moved to advertise Notice of Public Hearing to consider the re-zoning of the above iproperty,seconded by Councilman Betts and carried. ]7 7 NOTICE OF INTENTION TO AMEND CITY ZONING ORDINANCE #271 NOTICE is hereby given that the City Council of the City of Okeechobee, Florida a municipal corporation, will consider rezoning from Residential (R-1) to Commercial and to amend accordingly the Comprehensive Zoning Ordinance #271 adopted November 21, 1955, the following, described real property, situate, lying and being within the corporate limits of the Cil~y of Okeechobee, Florida, to-wit: Lots 2 and 3, Block 220, Original Town of Okeechobee and that a public hearing in relation thereto will be held at 7:00 P.M. on the 7th day of May, 1974, in the City Council room, City Hall, Okeechobee, Florida, at which time all parties in interest and citizens shall have an opportunity to be heard. After reviewing the application, Councilman Douglas moved to employ Nelson, seconded by Councilman Betts and carried. Director Fortner requested permission to increase Cleveland Palmer Lambe salary as he had ~been with the City for six months during the time ha had been injured on the job and in the hospital. The Council granted permission to increase Lambs salary. Councilman Douglas reported that he had discussed the drainage problem with Mr. ·~ltobello at the A & P's parking area and that Mr. Altobello had remarked that he would pay one half of the cost of ~repair. Atwell, President of UltraCom, Inc. requesting the Council to consider amending Ordinance Number 357 by adding new sections 27 relating to completion of system, Section 128 concerning maintenance of local office and complaint procedure and modification of Sections 12, 14 and 22 to assure complete compliance with the Federal Communications Commission rules and · regulations. Councilman Domer asked Mr. AtOll about the performance bond Ahat had been cancelled. Mr. Atwell assured Councilman Domer that he had instructed his company to issue a new bond.
