Mayor Dunham reported a request for a City Occupational license to peddle jewelry from house to house. After discussion the Council advised Mayor Dunham to contact the City Attorney regarding the matter. Richard B. Spray, Building Official, was reported ill and in the hospital. President Burk stated that Clayton White, County Building Official, had volunteered his services until Mr. Spray l ..... I - I l': ! I' was able to resume his duties. The Council expressed their appreciation to the County Commissioners and Mr. '~]%ite for their cooperation. Mayor Dunham reported receiving a questionnaire from the Senior Circuit Judge regarding a six months survey on classification of court cases. Mayor Dunham stated that he wasn't clear as to the proceedures in completing the questionnaire. The Council advised Mayor Dunham to contact Attorney Curren for assistance. Mr. Henry Hooker was present requesting sewer line extensions to Lots 1 through 5, Block 230. Mr. Hooker stated that he plans to construct five buildings with parking areas. The Council tabled action until further study could be made on ob%aining easements and cost of project. Mr. Sam Vaughn was present requesting water line extension to Hector Feed Mill at 1000 N.W. 9th Street. After discussion the Council agreed that further investigation was needed before any decision could be met. A request for street lights and street paving was heard from MrJ Patricia Grant, speaking in behalf of the residences of Deans Court. The Council advised Mrs. Grant to submit an application for the requested street lights with the required information to Councilman Douglas. The Council further advised Mrs. Grant to contact the County Commissioners regarding the paving of street as the City wasn't responsible for paving Secondary Roads within the municipal city limits. Mr. Joe Lawson was present inquiring about the Citys future plans for sewer line extension to Deans Court. The Council informed Mr. Lawson that there were no plans at the present time. Mr. David W. Cobb, Sr. presented an application for rezoning of Lot1 3, Block 31 Original Town of Okeechobee from Agriculture to Commercial. Councilman Hunt moved to authorize the notice of public hearing to be advertized, seconded by Councilman Domer and carried. Director Fortner stated that the property was directly across from the existing water main. The Council advised Mr. Cobb that the City would supply water for the location as soon as evidence of construction had begun. Director Fortner presented the water, sewer and Street report for the month of February. Memorandum No. 1 - a summary of Walter Ballots deliquent water bills for the months of September 1, 1973 through March 1, 197h in the amount of $79.0~. Director Fortner informed the Council that the meter reader had been unable to read the meter until October 1973. Prior to this time Mr. Ballo had been billed a minimum charge. Mr. Ball neglected to comply with the agreement. Memorandum No. 2 - ~ pressure reducing valve for Chlorine at a cost of $23~.O0. Councilman Hunt moved to approve memorandum No. 2, and authorie the purchase of the valve, seconded by Councilman Betts and unanimously carried. Memorandum No. 3 - Stock items needed at the water plant in the amount of $2,726.8~. Councilman Hunt moved to approve memorandum no. 3 and authorize the purchase of items as listed, seconded by Councilman Douglas and carried. Included in the report was a letter from C.W. Eckenrode, sales manager of Rockwell International, Municipal and Utility Division, advising the City that they were willing to extend their present meter contract with the City of another twelve months. Included was the price list applicable to the contract. Councilman Hunt moved to accept the contract for an addittional twelve months, seconded by Councilman Douglas and carried. A copy~of specifications on chemicals was included in the report. Director Fortner requested permission to advertise for bids. Councilman Hunt moved to advertise for bids for the purchase of chemicals, seconded by Councilman Betts and unanimously carried. Also included in the report was a copy of a letter from Wallace W. McCormick, Supervisor of Farmers H. me Administration informing the Council of regulations that have to be met as soon as the Contractor completes all adjustments necessary to have the treatment plant working properly. A copy of a letter from William M. Bostwick, Jr. Regional Sanitary Engineer of the Department of Health and Rehabilitative Services, Division of Health was included in the report, acknowledging receipt of certification on renovation of the old filters and clearing the filters for service. Director Fortner presented an Employee Performance evaluation on Wallace Norton and requested permission to waive the six months probation period and increase his salary due to 1 ....... I I? Director Fortner requested instructions on continuing the barricading of Southwest Second --~ Ave. and Eighth Street. President Burk informed Director Fortner that he had been advised that the i!Councy Commissioners had accepted the full responsibility of maintaining paved County system roads ~within the municipal city limits. The Council instructed Director Fortner to continue the barricading !!until said roads are maintained and to submit a list of roads needing 'repai~e~ to the County Road Department. Director Fortner reported that the digestor at the sewer plant wasn't working properly and was still receiving complaints on the odor. After discussion the council instructed Director Fortner to gather information from other cities on the different types and performance of digestors. Director iFortner also reported that the pipes within the sewer plant will have to be replaced in the future as :they were deteriorating from rust. An application for a National Pollutant Discharge Elimination ~stem permit to authorize discharge of effluent into surface waters was presented by Director Fortner for execution. The iCouncil authorized Mayor E~nhmm to execute application. Fire Chief Olen Godwin presented the fire report for the month of February and the blue prints on the new fire truck to be executed. Cheif Godwin reported that several items had to be corrected. The Council instructed Chief Godwin to contact American LaFrance by letter advising them of ~_ the corrections and authorized Mayor Dunham to execute the blue prints subject to corrections. Mayor Dunham recommended that the City purchase a mobile radar unit for the Police Department ~ with the assurance that the unit would not be abused. President Burk informed the audience that the ~ City had appropiated for the unit in the budget and the City had investigated the best system for the City. Councilman Douglas reported on a survey he had made by contacting several cities on types of units. Councilman Douglas stated that the majority recommended the hand gun unit. After discussion Councilman Domer moved to purchase the hand gun complete with batteries, seconded by Councilman Douglas and carried. Clerk Bennett requested authorization to purchase two unicom calculators and one adding machine for the Water Department and City Clerks Office. Councilman Douglas moved to authorize Clerk Bennett to purchase the equipment, seconded by Councilman Betts and carried. A request was reported by Councilman Domer from the Chamber of Commerce, for the parks to be mowed in time for the Speckled Perch festival and maintenance of the parks after the festival. The Council instructed Director Fortner to place trash cans in the park . Councilman Hunt reported on the meeting held in ?unta Gorda March ll, 197h on the Federal Flood Insurance Bill A letter was received and read from Bill ;~hitaker, Florida State University in Tallahassee reminding Cities that Session II of The FLC-FSU Governmental Accounting program for City Clerks in Ft. Lauderdale April the hth through the 6th. Councilman Domer moved to authorize Clerk Bennett to attend the second session, seconded by Councilman Douglas and carried. Councilman Domer suggested a workshop meeting to discuss making the office of City Clerk appointive instead of elective. Estimate No. 9 was received from Big Four Construction Company for work accomplished on Contract Water Improvements at Water Plant in the amount of $3~,008.21 presented by Robert E. Owen .and Associates, Inc. Councilman Hunt moved .to approve Estimate No. 9 in the above amount and authorized payment upon approval from Farmers H me 'dministration, seconded by Councilman Douglas :and married. Request for payment No. 13 from Robert E. ~en & Associates, Inc. in the amount of $596.5~ for engineering services on Waterworks Improvement Program was presented for payment. Countilman Hunt moved to approve payment Request No. 1 3 in the above amount and authorized payment upon approveal from Farmers Home Administration, seconded by Councilman Betts and carried. A letter was received and read from Charles Royal requesting permission to pave the iriEht of way on Riverview Drive adjacent to northshore Shopping Plaza. The Council tabled action ~.and instructed Director Fortner to contact Charles Royal requesting a workshop meeting to discuss ithe paving further. Minutes of the meeting held November 29, December 11, 18 and 21 st were read and upon motion by Councilman Betts, seconded by Councilman Domer and carried , the minutes were approved as read. Councilman Hunt recommended the City purchase a certificate of deposit in the amount of i$625.00 from three checking accounts that are listed as Revenue Certificates due 2/01/26 in the amount of $200.00, Revenue Certificates of 02/26 in the amount of $200~.00 and Revenue Certificates of 10/27 in the amount of $225.00. After discussion Councilman Hunt moved to authorize Clerk Bennett to transfer $625.00 to a Certificate of Deposit, seconded by Councilman Betts and carried. The Council recessed to meet at 6:00 P.M. ' CITY CLERK March 21, 1972 The City Council of the City of Okeechobee, Florida, met in recessed session at the City Hall on the above date at 6:00 P.M. with the following present: President Donald L. Burk, Councilmen, E. H. Hunt, Clifford C. Betts, Jr., Russell V. Domer, Edward W. Douglas, City Clerk Sandra Bennett, Attorney, J. Edward Curren, Director of Public Works, L. C. Fortner, Jr. President Burk stated Zhat the main purpose of the meeting was to discuss the possibility :of the City jointly participating with the County in constructing a second bridge across Taylor Creek bridge at First Street. Attorney Curren stated that since the City wasn't responsible for maintaining secondary roads within the City limits, the City would have the funds to help pay the cost of the bridge.
