oouncilman, +..he City Council of the City of Okeechobee, Florida, met in a special session
~at the C.ty Hall on the above date at 6:00 P.M. with the fol!o~ring present: ~h~yor Aud!ey Dunha,
'President Donald L. Burk, Councilmen: E. H. Hunt,, Edward W. Douglas, Clif Betts, Jr., Clerk Sandra
.Bennett, with Attorney J. Edward Curren and Director of Public Works, L. C. Fortner, Jr.
President Burk advised that the purpose of the meeting was to discuss certain critical
conditions existing on several roads within the city limits. Southwest Second Avenue and Eighth Street
immediate threat to the safety of vehicles. Attorney Ourren stated that legally the County was assigne~
the full responsibility for the maintenance in the Secondary road system.
~fter discussion, Councilman Domer moved to authorize Attorney Curren to notify the County
Commissioners by letter advising them of the dangerous conditions of S.W. 2nd Ave. and Eighth Street,
seconded by Councilman Douglas and carried.
Councilman Douglas moved to authorize Attorney Curren to write a letter to the Department
Of Transportation for clarification of responsibility for maintenance, advising them of the problem
and requesting an appointment, seconded by Councilman Betts and carried. The Council also instructed
Director Fortner to barricade S.W. 2nd Ave. and Eighth Street.
The Clerk presented the Council with the nine months audit report from McAlpin, Curtis
and 0'Ha!re, Certified Public Accountants and a separate report containing auditor's comments.
President Burk read the recommendations for the Citys consideration:
(1) The countersignatures on City checks should not be affixed prior to preparation
of the checi~.
(2) It wa~ obse,:'ved i~ some bank accounts; i.e., Debt. Set,rice Pund, amounts in
excess of current requirements were available for investment.
(?) The T,x Collector does not submit an accounting of tax collections to the
City. Dtu-ing the past year, the City was required to refund tax collections
which had been erroneously distributed to it. ~ithout a p~mper accounting
it cannot be deterw&ned if all ts~x revenues to which the City is entitled
have been r.:~ceived.
()_~) Phs Irving Trust Co., as pa~ing agent for the 19~2 Refunding Bonds~ has on
deposit $2,O12.00 to pay b~hds and coupons which have not and may not be
presented. The po.~sibilitY should be investigated of the City holding
these funds to pay the bonds if presented.
President Burk stated that recommendations one~ two and four had been complied with. After discussion
the Council reouested the ~]lerk to write a letter to Athleon Alderman, Tax Collector, reqqesting her
to submit an accountin~ of tax collections to the City.

Attorney Ourren reported that there was an advance registration fee of $2~.00 to attend the

i~arch 11th and 12th, 197~. Councilman Domer moved to authorize the City Clerk to cor.~olete the form
iand issue a check for the registration fee, seconded by Councilman Betts and carried.
Director Fortner oresented the Council with a six months eraployee evaluation report on
i~anice Johnson and recommended a salary increase. Councilman Domer stated ~.hhat because her six
~aonths probation oeriod proved to be satisfactory, he moved to increase her salary- to ~6,000.00
~er year, ~econded by Councilman Betts and carried.
Director Fortner reported the need of an adding machine in his office. The Council
~equested Director Fortner to investigate the State price.
A bill from Tausch and Free Printing, Inc. in the amount of $15.00 for 1 box of business
:ards for De~ritt H. Staats was discussed. Councilman Domer ~.~ate~d that mince there was no purchase
order approval, he moved that Chief Staats pay for the statement, seconded by Councilman Betts and
:arri ed.
