~ector Fortner presented a job application for Motor ~erator ~uipment n~er I Trainee
from Wallace Wayne Norton. ~rector Fortner stated that Norton had worked for the City for 7 months
before going into the a~. Co~cilman Hunt moved to e~loy Norton at a ramnees sala~ until he
proves ~mself, seconded bM Counci~ Douglas and carried.
Closing doc~ents were ~r~fshed by the City and accepted by Farmers Home Ad~nistration
on the $400,000.00 loan . The Co~cil authorized the City Clerk and Mayor to execute the ~nds,
afte~hich a check in the amount of $400,000.00 was presented to the City.
Councilman Hunt ~:oved to authorize the City ~erk to transfer the balance of $32,152.53
from the old account , Wat,,r and Sewer System Construction Fund to the new account, City of Okeechobee
and Farmers Nome ~dm~nstration, and transfer $65,847.47 from ~e Cigarette T~ Fund into the new
account, seconded by Co,clan Betts and carried.
Councilman H~t moved to authorize the City Clerk to issue voucher checks from the new

account in the amount of $~ ,424.65 to The Okeechobee County a~ to pay the interest on interim loan
to date, seconded by Co~cilman Domer and carried.

Pursuant to Notice published in 'Pne Okeechobee News regarding a public hearing to consider
rezoning of Lots 4, 5 and 6, Block 137, City of Okeechobee from Residential (R-2) to Commercial,
'President Pro-Tem Domer asked if there were any objections to the requested rezoning. No objections
were heard or ~_led. Councilman Douglas moved to rezone the above described property from Residential
(R-2) to Commercial, presenting the following Ordinance for adoption and upon being seconded by
Councilman Hunt was put to a vote and unanimously adopted. --~

WHEREAS, application has been made by John Robinson requesting this Council to
rezone from Residential (R-2) to Commercial, Lots 1~, .~ and 6, Block 137, Original Town
Of Okeechobee, and
~4~S, notice of intention to amend City Zoning Ordinance No. 271, regarding
sai.'t application was duly published according to law, and

Pro tern President Do~er reported that at the Trustees meeting held February l~ l~Th on the
Fire, Police and Employees Retirement Trust Funds, ~. James Landriscina had reported that the annually
a~ount reouired in The City of Okeechobee Munciipal Firemen's Pension Trust was $21 9.~h. There was
no deficiency in the Mur~icipal Police Officers andF~ployees Pension Plan Trust ~hnds. Councilman
'.Betts w. oved to authorize the bEty Clerk to issue a check in the amount of $21~.~h to the Firemen's
Pension Trust, seconded by Councilman Douglas and carried. Also discussed was making the ~etirement
plan ~.andato~y rot the City employees. The Council instructed Attorney Curren to investigate the

possibility and report at the I~arch 1 2th ~eeting for further study.
Mr. L. M. Pearson was present requesting water line extension to his property on Lucy
Island. The Council infor~ed Mr. Pearson that the Citys past regulations were that the customer
pays for ali. ~-~penses of extensions outside the city li~dts. Also there would be a State Board
Of Health per,its, engineers prelimary study~ right of ~ay:.per~,its and Farmers Home Ad~d. nistration
approval. I,h~. Pearson asked the Council if they would agree to his installing the pipe himself under
the Citys specificatior~. After discussion theCouncil agreed to Mr. Pearsons purp0sal with the
agreer~ent~ of. the o~,rner to execute document to convey said water line and easew, ent to the City.
x.a'. ~4arren Ferebee appeared before the Council stating that he was having a customer
'/parking problem due to persons parking and leaving cars for a ling period of time and requested
a two hour pa:'ktng sign be installed and his drive way extended. The Council informed Mr. Ferebee
'the+ the. City had no jurusdiction on State Secondary roads that he would have to contact the
~Department of ~ransportation.
Royc E. and Sandra Pearce was present requesting S.W. llth Ave. be closed and presented
the Council with a petition signed by eight property owners on S.W. llth Drive given their permission
to baize the r.:~ad closed. The Council informed them that when a title is vacated it reverts back
to the original owner. After discussion the Council tabled action and advised Mr. Pearce to
investigate title owner if vacated.

that chemicals for odor control had been used and was still working on plans for a new sewer system.

completion of openin5 17t? Street. Councilman Douglas informed Mr. Viers that the City was in the
process of completing the project.
The Fire Department report for the month of January was presented by Chief Godwin. Chief
Godwin reported that only $236.63 had been spent to date in assembling the new "tanker". The Council
commended Olen, the re~ular and Volunteer firemen for their free time and labor spent on the truck.
Director Fortner presented the water, Sewer and Street report for the month of January.
Memorandum No. 1 - Stock items at the water plant, cost $h86.11. Councilman Hunt moved to
approve Memorandum No. I and purchase items as listed on paid memorandum, seconded by Councilman
Douglas and carried.

Hilton Hotel tn Tallahassee, Florida.~ Councilman Douglas moved to authorize Attorney C~rren to
attend the session, seconded by Councilman Betts and carried.
Police Chief Dewitt Staats submitted a job application for radio dispatcher from
France Marion Stafford. Chief Staats stated that Stafford could operate theBrea~hlyzer~ and had
attended Basic Law Enforcement. Councilm~n Douglas moved to employ Stafford, seconded by Councilman
Betts and carried.
~t~f Staats reported that due to increasing traffic accidents figures and excessive
~speaders, he recommended the City purchase a mobile radar unit for the Police Department. Chief
Staat, s stated that the unit has been tested and was far more accurate than for an officer to clock
the soeeder. Councilman Betts moved to purchase said mobile radar unit for $2,100.00, the motion
died for !ack of a second. The Council postponed action far further investigation.
A rezonin~ application was received from Richard ~L~les requesting that Lots 7, 8, 9 and
10 of Block ]~, First Addition To South Okeechobee, be rezoned from Residential (R-1) to Commercial.

Chief Godwin reported that the Citys new fire truck is due to arrive around March 15, 197~.
CounciLman suggested a workshop meeting to discuss extending the fire station roof. --~
A letter was read from Alton G. Cox subregional Representative of the State of Florida
Department of Pollution Control. Mr. Cox stated in the letter that they have received several co~,'~.
plaints concerning open burning in and around the City of Okeech0b'ee. He reouested to be put on the
City Council agenda so details could be explained.
A letter was read from Okeechobee County Chamber of Commerce inviting the City to take part
in theSpeckled Perch Parade.
The Critical shortage of gasoline in Okeechobee was discussed. A telegram sent February
~, 197h to Governor Reuben Askew and State and national senators and representatives to seek immediate
relief from the gas shorta]e was read: Fuel shortage Okeechobee area critical. Require immediate
emergency relief. Constitutes serious threat to Health, welfare, safety, econo,Ac and environmental
well-being to our citizens. It was reported that County Commissioners scheduled a meeting Wednesday
February 6, 197h with City officials, U.S. Congressman L. A. Bafalis aide to seek assistance.
Following the session a delegation will travel to Fort Myers to meet with some Federal agency
officials.
The Council discussed Director Fortner statement for 1 35 hours overtime during December
1973 and January 197~ in the amount of $7h2.~0 for hours spent with Engineer~'Contractor on new

The City Council of the City of Okeechobee, Florida, net in recessed session at the City
Hall on the above date at 6:30 P.M. with the following present: Mayor Audley Dunham, President
Donald L. Burk, Councilmen: E. H. Hunt, Edward W. Douglas, Russell V. Domer, Clif Betts, Jr. and
i Clerk Sandra Bennett, also all members of the Police Department.
President Burk stated that the main purpose of the meeting was to bring out problems and
any weakness existing within the Department.
An informal discussion followed with Chief Staats and members of the Law Enforcement
Department.
Chief Staats stated that the $2~.00 per month Uniform allowance wasn't enough to replace
uniforms and d~? cleaning bills. ~atter to be checked out.
Sergeant Mob!ey felt that each Department Head should issue thair, own purchase orders.
The Council advised that any purchase over $1 O0 has to be approved by Council and ~yor Dunham
approves up to $100.00.
The Humane Department was discussed. The Council reported trying to negotiate vrith the
County to come to an agreement on a dog ordinance.
Chief Staats discussed with the Council the purchase of the $2,100 mobile radar unit.
