AN ORDINANCE REQUIRING A LICENSE FOR THE PURPOSE OF PROHIBITING
INCAPACITATED OR INCOMPETENT AND RECKLESS PERSONS FROM DRIVING
MOTOR VEHICLES UPON THE STREETS AND HIGHWAYS, WITHIN THE CITY LIMITS
OF THE CITY OF OKEECHOBEE, FLORIDA, IN DISREGARD OF THE PUBLIO
SAFETY AND PROVIDING FOR THE ENFORCEMENT OF AND PENALTY FOR THE
VIOLATION THEREOF.
WHEREAS, due to reckless and careless operation of motor vehicles,
casualties are increasing, and
WHEREAS, this Council deems it expedient and necessary for the safety
of the citizens of said City of Okeechobee, Florida, that said Citizens
be protected as much as possible from the reckless and negligent
operaticn of said motor vehicles, now therefore,
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF OKEECHOBEE,
FLORIDA:
SECTION 1.
No person or persons shall operate a motor vehicle
upon the streets and highways within the City limits of the City of
Okeechobee, Florida, until he or she shall have obtained from the
City Clerk of said City a license for such purpose.
SECTION 2.
No such license shall be issued until said City Clerk
is satisfied that the applicant is over the age of i46 Years and is
competent to operate such motor vehicle. If any applicant for such
license possesses any physical defect wnich might affeot the operation
by him or her of a motor vehicle, the said Clerk may require such
applicant to show cause why a license should be granted him or her,
and may require such applicant to demonstrate personally, that
notwithstanding such defect he or she is a proper person to operate
a motor vehicle. In determining the fitness of an applicant to
receive a license the said C1e rk may require the applicant to pass
an oral or wtitten examination on motor laws of the State, the
traffic laws of the City of Okeechobee, and on the mechanism of the
ear to be operated. The license issued shall state the name, place
of residence and postoffice address of the licensee and the number
assigned to him, and such other matters as said clerk may determine.
SECTION 3. F "'
Such license shall expire at midnight on the
day of September of each year, and shall be carried by the licensee
when operating a motor vehicle on any highway of the City, and shall
be subject to examination upon demand by the Chief of Police or
other police officer of said City. Before receiving such license
the applicant must pay the City of Okeechobee the sum of $1.00,
which said license fee is charged for the purpose of bearing the
cost of original examination.
SECTION 4.
Any person found guilty of violating the provisions
of this Ordinance shall be subject to a fine of not less than
$10.00 nor more than $300.00 or imprisonment not to exceed sixty
(60) days, or to both such fine and imprisonment in the discretion
of the Mayor, and in addition to the above fine the Mayor shall

for the remainder of the year for which his or her original license
was issued.
SECTION 5.
All Ordinances or parts of ordinances in conflict
herewith be, and the same are, hereby repealed.
SECTION 6.
This Ordinance shall take effect immediately upon its
passage by the City Council and approval by the Mayor or upon its
becoming a law without such approval.
