1973-11-29 Workshop Director Fortner reported a request from Mr.D.W. Cobb, Sr. to open N. E. 11 Street to give better access to his property and to lots he intends to sell at a ~future date. Director Fortner stated that the property had been surveyed and was ~staked out. Several trees were in the street right of Way and need mowing. The' Council authorized Director Fortner to remove trees and mow right of way. A request for installation of water main from Contractor Joe L. Lawson at ~7th Court and North West llth Ave. Matter referred to Water Committe to investigate ~and make recomendations at next workshop meeting. Gino Boromei was present requesting sidewalk on 3rd Street be cleared ~of stones piled up and grass to be mowed as it was creating a hazzard. The Council iauthorized Director Fortner to clear sidewalk of debris, Mayor Dunham reported on the meeting with County Commissioners regarding iadopting a dog control ordinance. Mayor Dunham stated the The County Commissioners .:would discuss adopting a dog control ordinance. Director Fortner inquired about sick leave days acumalating if employee ills absent due to injury on the job. Council advised not. City Clerk asked for the Councils recomendation on City paying for monthly !charges for extra phones for employees. After discussion the Council advised the !iClerk to pay only for local services for one phone and for private line if available. It was reported that the Contract Change Order No. 1, Water Treatment Plant iand Waterworks Improvements had been received from Farmers Home Administration reviewed and approved. Councilman Domer moved to waive reading of the 'Florida Department of Transporation Maintenance agreement resolutions, seconded by Councilman Betts and carried. A letter from Okeechobee County Chamber of Commerce was read informing ithe City Council of a prospective Industry interested in locating in Okeechobee The Council was advised that the ~n~ ~ethe Board of Adjustments and Appeals had to be published in The Okeechobee News. The Council approved of the regulation. Director Fortner asked if the Council wanted included in the purposal ioffered to the Commercial Bank of Okeechobee stated in October 25th meeting, the iprice of having several trees removed from proposed sewer line extension. The !!Council advised not. Councilman Betts asked about the policy on firemen getting paid over time for working on holidays. The Council informed Councilman Betts that all nly duty firemen and duty water plant operators was authorized to receive overtime on holidays. There being no futher business the Council adjourned. PRESIDENT CITY COUNCIL !ATTEST: CITY CLERK November 29, 1973 The City Council of the City of Okeechbbee, Florida, met in workshop session at the City Hall on the above date at 6:30 P.M. wi~h the following present: President, Donald L. Burk, Councilmen: Edward W. Douglas, E. H. Hunt, Clif Betts, Jr., with Attorney J. Edward Curren, Acting City Clerk, Sandra Bennett and Director of Public Works, .L~ C. Fortner, Jr. President Burk read a letter ~rom Okeechobee County Chamber of Commerce acknowledging receipt of the $600.00 from The City ~or Christmas decorations and expressing their appreciation. The letter explained that since notification by the Governor of Florida suggesting the conservation of power with Christmas lighting the Chamber of Commerce decided to decorate only slightly with electric lighting, and to decorate with large strands of garland instead. The Council approved of decission. The application of Bernice Elders for employment in The City Clerks Office was reviewed. The Council tabled action until regular meeting. The possibility of appointing the office of City Clerk was discussed. Attorney Curren stated that the~ Bond. The purposed sewer extension to the Okeechobee Commercial Bank w~s '~iscussed. The Council discussed ~i.~p~sal~im~which the Bank would sign an agreement to pay half the cost to install sewer lines. Director Fortner reported a need for a telephone extension in the new chemical building. Joe L. Lawsons request for extension of 6 inch water main to serve new houses on N.W. 7th Court and N.W. 11 th Avenue was discussed. Director Fortner reported that it would cost ' approximately from $1,300 to $1,500 to install new main. Director Fortner reported a request from Hector Feed Mill for water extenSion at NW 9th Street. The Water Committee to investigate. Also reported by Director Fortner was a request from Warren Preville for water extension to his property along city limits and railroad tracts in N E Section. Raising the traffic light 1 to 2 feet at North Park and §th Ave. was discussed. The Council advised Director Fortner to contact The Department of Transportation for regulations. Paving the parking lot at City Hall was discussed. The Council referred matter to a workshop meeting. The parking situation along Park Street was discussed. The Council agreed that the matter needed to be studed further. Director Fortner presented employment applications for consideration from Howard Allan 'Courson, Jr., Max Albert Mitchell and Elmer H. Smith, Jr. for water plant operator trainees. President Burk expressed his appreciation to the Council for the flower arrangement sent during his recent bereavement. The Council discussed Mrs. Lorena Spivey returning to work as advisory to Acting City Clerk . Attorney Curren reported no reply had been received from Attorney General. Director Fortner reported on progress of Rock-A-Way, Inc. in clearing S. E. 2nd Ave. and South West 17th Street. Clarification of vacation scheduling was discussed. After six weeks of employment, employees are entitled to one week vacation time; after one year of employment, employees are entitled to two weeks of vacation. Rather than take one week vacation after working only six months, the ~ouncil recommended that the employees be urged to work a full year before taking the earned vacation.
