1973-10-25 Recessed Councilman Douglas reported on his survey of street lights with Mr.
Ben McArthur of Florida Power and Light Company. Councilman Douglas stated that
Mr. McArthur recomended that any new lights installed in the future be Mercury
Vapor Lamps, that it wouldn't cost any more than the ones previously used. Council~--~
man Douglas asked the Council to conszder having all the old ones changed over to t
new lighting, as soon as the new lights are installed. The Council authorized the
Clerk to transmit a letter to Florida Power and Light authorizing them to install
the new lights requested.
Director Fortner asked for the Councils recomendations on opening S. E.
2nd Ave. and S. W. 17th Street, as they were short of Melp. Council authorized

Director Fortner to investigate/different prices from ~and.clearing companies.
Director Fortner reported that the Commercial Bank of Okeechobee Florida
requested sewer line be extended to their property on South Parrott Ave. Council
to investigate and decide at next meeting.
Council authorized Attorney Curren to transmit a letter to Attorney
General requesting information on Mrs. Lorena Spivey returning to work as
advisory to Acting City Clerk with the assurance that it wont jeopardize her
retirement.
Council re~ested Director Fortner to contact Brockway, Owen and Anderson
regarding rust on tank~ also Change Order #1.

The City Council of the City of Okeechobee, Florida, met in recessed
session at the City Hall on the above date at 6:30 P.M. with the following present;

Councilman Domer moved to confirm employment: of Michael ,Joe Jessup as
Water plant operator trainee, seconded by Councilman Betts and carried.
Councilman Hunt moved to confirm employment of James Richard Pierson as
equipment operator ~1 trainee in the Street Department, seconded by Councilman Betts
and carried.
Councilman Hunt moved to confirm employment of Neil T. Courtner as Water
plant operator trainee, seconded by Councilman Douglas and carried.
Council discussed setting up a workshop meeting with Police Chief Staats
to discuss future promotions of patrolmeny to the rank of Lieutenant and Sergeant.
Director Fortner presented Councilmen with estimates for cleaning and
removing trees &nd Brush f'rom S, ~, 2nd Ave. beginning at 19th Street S. W. and
ending at 21st Street S. West, South West 3rd Ave. beginning at 5th Street South
West and ending at 6th Street South West, 17th Street South West beginning at
South West 3rd Ave. and ending 200 feet due West and Parrott Ave. and 8th Street
South East 60 feet wide 30 feet deep, from K & H Construction Company in the
amount of $3,940.00, Ira Davis - $5,800.00, A-One Tree Service - $45,000.00 and
Rock-A-Way, Inc. - $3,275.00. After discussion Council decided not to have 300
feet on S. W. 2nd Ave. opened at the present time. Council requested Director
Fortner and Councilman Hunt to consult with Rock-A-Way;Ine~ to determine~cost
after deleting 300 feet from estimate. Councilman Domer moved to approve

Douglas and carried.
Director Fortner presented Council with report on estimated cost of
$1,347.80 to extend sewer line to serve Commercial Bank of Okeechobee, Florida
on South Parrott Ave. After discussion Councilmen agreed~to offer the Bank
a purposal in which the Bank would agree to finance one half of installation
cost. Council authorized Director Fortner and Councilman Hunt to consult Bank
with purposal.
Councilman Hunt recommended that Rowena B. Parkerson, Supervisor of
Registration, be notified of the Citys complying with ~ouae BiII,NO~ 332,
amending Florida Statutes 98.041 which reads:
Section 1. Section 98.041, Florida Statutes, is amended to read:
98.041 Permanent single registration system established;
effective date.--A permanent single registration system
for the registration of electors to qualify them to vote
in all elections is proveded for the several counties and
and municipalities. This system shall be put into use by
all municipalities prior to January 1, 1974, and shall be
in lieu of any other system of municipal registration.
Electors shall be registered in pursuance of this system
by the supervisor or by precinct registration officers,
and electors registered shall not thereafter be required
to register or reregister except as provided by law.
Councilman Hunt moved to authorize Acting City Clerk to transmit a
letter informing Rowena Parkerson that the City is complying with law, seconded
by Councilman Domer and carried.
Cduncilman Betts reported that the City was in violation of Public
Safety for not having the recommended f~re extinguishers in the City Hall offices
Councilman Betts to check with Fire Marshall concerning laws on amount of fire
extingushers in each office. Director Fortner stated that the City could purchase
extinguishers at State price. Council authorized Director Fortner to purchase
Fire extinguishers at State price as soon as Councilman Betts notifies him of
report.
President Burk reported receiving complaints regarding Herb Nix
building on East North Park Street.
Councilman Betts reported that the cost of the radio to be purchased
from Civil Defense would cost $379.00 instead of $335.00 as stated in October
I6th meeting. Councilman Betts moved to purchase radio at $379.00, seconded
by Councilman Domer and carried.
Upon motion the council adjourned.

The City Council of the City of Okeechobee, met in regular session at
7:00 P.M. on the above date at City Hall with the following present: Mayor
Audley Dunham, President Donald L. Burk, Councilmen: E. H. Hunt, Edward W. Douglas,
Russell V. Domer, Clifford C. Betts,3r. with Attorney3Edward Curren, Acting City
Clerk, Sandra Bennett, Director of Public Works, L. C. Fortner, 3r. and Building
Official, Richard B. Spray. President Burk opened the meeting with prayer.
Pursuant to notice published in The Okeechobee News regarding a public
hearing to consider rezoning - Lots 3 and 4, Block 105, Original Town of Okeechobee
from Residential (R-2) to Residential (R-3), President Burk asked if there were
any objections from the public to the requested rezoning. No objection was heard
or filed. Councilman Douglas moved to rezone the above described property, from
Residential (R-2) to Residential (R-3), presenting the following Ordinance and
moved its adoption and upon being seconded by Councilman Domer was put to a vote
and adopted:

ORDINANCE AMENDING ORDINANCE NO. 271, BEING AN ORDINANCE
ESTABLISHING ZONING REGULATIONS FOR THE CITY OF OKEECHOBEE,
FLORIDA, AND PROVIDING FOR THE ADMINISTRATION, ENFORCEMENT
AND AMENDMENT THEREOF PURSUANT TO THE PROVISIONS OF CHAPTER
176, FLORIDA STATUTES, 1953.
WHEREAS, application has been made by Muzaffar Husain, M. D. requesting
this council to rezone from RESIDENTIAL (R-2) to RESIDENTIAL (R-3)
Lots 3 and 4, Block 105, Original Town of Okeechobee, and
WHEREAS, notice of intention to amend City Zoning Ordinance No. 271,
regarding said application was duly published according to law, and
WHEREAS, on the 6th day of November, 1973, a public hearing was held in the
City Council room pursuant to said notice, and
WHEREAS, it is deemed to the best interest of the City of Okeechobee to
grant said application; now therefore
BE IT OBTAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA:
SECTION 1. That Lots 3 and 4, Block 105, Original Town of Okeechobee, be
and are hereby rezoned from Residential (R-2) to Residential (R-3) effective _-~
November 6, 1973.
SECTION 2. That the application requesting rezoning and proof of
publication to amend Zoning Ordinance No. 271 published in connection with the above
application be attached to this Ordinance and become a part hereof.
SECTION 3. '?hat the City Clerk make the appropriate change on the City
Zoning Map in accordance with this Ordinance.
