1973-10-16 Recessed Attorney Curren reported that he had advised Mr. G. E. Bryan, Jr. of the survey report the City had made. He stated that Mr. Bryant was willing to grant --- the City with a written easement. Councilman Domer moved to authorized Surveyor, Leon H. Willis to survey existing ditch North and South and East and West through Mr. Bryant's property so legal papers could be drawn up and signed~seconded by Councilman Betts and carried. Attorney Curren also reported on a series of Training Seminars for smaller cities to improve their accounting procedures and add to their general knowledge relative to the completion of forms required by State and federal law. Attorney Curren stated that the entire program is designed to establish a very elementary review of basic accounting principles, separate fund accounting, financial statements, budget preparation and administration, as well as assistance in preparing financial reporting forms. The cost of registration fee will be $15.00 plus cost to the City for travel expenses and accommodations if an overnight stay is required. Attorney stated that if Council wanted him to go he would chRrge from 1'2 tot l5¢-a mile, that if the City was unable to send a representative to please advise them of the reason so that they could attempt to resolve whatever problems might arise. Council decided to meet at workshop meeting October 16th to discuss this futher. The Clerk reported the receipt of Federal Revenue Sharing Funds in the amount of $7,789.00. A ~rawing had been submitted by the Chamber showing th~ proposed plans for 1973. Councilman Domer moved to donate the $600.00 to Chamber of Commerce seconded by Councilman Botts and carried. Due to UltraCom, Inc. being in default for failure to post bond and other failures, the City Council discussed cancelling present franchise. Attorney Curren recommended notifying the Okeechobee County Commissioners of their intentions that it would be more beneficial to jointly negotiate with future interested parties. Council agreed with recomendation. Council discussed purchase of new typewriters for Director of Public Works office, City Clerks's office and Fire Chief's office. Director Fortner reported he was investigating on different types of typewritters and prices. .... Attorney Curren reviewed letter received from Board of Public Instruction regarding the Schools loosing their funds for summer Recreation programs. Curren read draft of letter to Council afterwhich Councilman Hunt moved to authorize Attorney Curren to finalize letter and present it to Mr. Diggs, seconded by Councilman Douglas and carried. Councilman Douglas reported on request by Contractor Ronnie Watts to have S. E. 2nd Ave. between 17th and 21st streets opened. Councilman Douglas stated that 2 Oak trees and palm trees had to be removed which would require dozer work. Also that said street was only 2 blocks from S.W. 17th Street which had been requested to be opened both jobs could be done at same time. Councilman Douglas moved to open said streets seconded by Councilman Hunt and carried. Attorney Curren reported on seminar that was brought up at the October 9 th meeting. He stated that if no one attended and the annual Financial report was wrong the City might be penalized. Attorney Curren urged the Council to send someone. Council authorized Acting City Clerk to attend Seminar in Ft. Lauderdale. Councilman Botts reported on cost of radio to be purchased by City from Civil Defense, at $335.00. Councilman Botts moved to advise Mr. Clyde Kauffman to order radio at above price, seconded by Councilman Domer and carried. Councilman Botts also reported on generator donated by the Civil Defense to the Fire Department. He stated that Dave Evans had checked it out and had reported it in good working condition that it would not interfer with the radio. Councilman Botts moved to install generator on a concrete slab at the South East corner of Fire Station at $300.00, seconded by Councilman Domer and carried. Councilman Douglas reported on his survey of street lights with Mr. Ben McArthur of Florida Power and Light Company. Councilman Douglas stated that Mr. McArthur recomended that any new lights installed in the future b? Mercury Vapor Lamps, that it wouldn't cost any more than the ones previously used. Council man Douglas asked the Council to conszder having all the old ones changed over to new lighting, as soon as the new lights are installed. The Council authorized the Clerk to transmit a letter to Florida Power and Light authorizing them to install the new lights requested. Director Fortner asked for the Councils recomendations on opening S. E. 2nd Ave. and S. W. 17th Street, as they were short of ~elp Council authorized .and report back at next meeting 9n Director Fortner to investigate/different prices from ~and.clearzng companies. Director Fortner reported that the Commercial Bank of Okeechobee Florida requested sewer line be extended to their property on South Parrott Ave Council to investigate and decide at next meeting. Council authorized Attorney Curren to transmit a letter to Attorney General requesting information on Mrs. Lorena Spivey returning to work as advisory to Acting City Clerk with the assurance that it wo~t jeopardize her retirement. Council requested Director Fortner to contact Brockway, Owen and Anderson regarding rust on tank~ also Change Order #1. Council recessed to meet Thursday, October 25, 1973.
