1973-10-09 Regular October 9, 1973 The City Council of the City of Okeechobee, Florida, met in regular session at the City Hall on the above date at 7:00 P.M. with the following: Councilman E-..~ H, Hunt, Edward 'W. Edward Curren 1,587 .50 ~,, Total $26,855.72 Minutes of the meetings held August 16, 28, 1973 and September 4, 6, 11, 14, 18 and 25' 1973 were read and upon motion by Councilman Betts, seconded by Councilman by Councilman Domer and unanimously carried, minutes were approved as read. Ronnie Watts, Contractor was present requesting S. E. 2nd Ave. between 17th and 21 st streets be opened. Councilman Hunt requested Councilman Douglas to check it ouR. Mr. Watts expressed his appreciation to the Council for work done in the past. Fire Chief Godwin reported the auxiliary generator acquired from Civil Defense had been examined by Mr. Vern Jennings, Electrician~and had reported it in good working condition. He stated that it would cost $300.00 to install generator on a concrete slab at the South East corner of Fire Station. The generator will be able to operate everything at the Fire Station except for the siren and air condition. Councilman Betts made the motion to authorize Fire Chief Godwin to have the generator checked out against radio interference and proper current before installing the unit, seconded by Councilman Domer and carried. Attorney Ourren reported on letter received from Bo.ard° of Public~ Inst~nct$on,. ~in~'e~m~g City of Florida Legislature stripping State School System~ of funds formerly used in conducting su~er recreation programs. The Council authorized Attorney Ourren. to write letter to Okeechohee County Board of Public Instruction informing them that it was t~~ late for 1973-74 budget as the Federal Revenue Sharing Funds had already been allocated and to express the Councils regret at not being able to help them. 81 3 Councilman Betts reported a request by Orval Rhymes for a light at corner of/S. E. §th Street in Okeechobee Estates. Request added to street light list. Also reported a request from F~ank Dawson to have house burned by Fire Department on the N.E. corner of North Parrott and 6th Street. Attorney Curren stated that under the provisions of Southern Standard Building Code the City could~ tear down buildings' but ~o~ 'b~ bu~d in City limits. A reouest from Lavon Bass for shell on right of way on corner of SW 2nd Street and South Parrott, also a request from Mr. Vernon Jennings for a culvert on his property at 812 S.E. 12th Street. Matter referred to Director Fortner. Police Chief Dewitt Staats reported a vacancy in the Police Department for the position of Lieutenant. Chief Staats stated two men ~ho could fill the vacancy and asked the Councils recommendation. -Councilman Domer to investigate matter. Also Dhi&f?Staats requested indoor and outdoor car~ in his office and front off~ce. Councilman Donner to investigate matter. City Clerk read letter from St. Lucie - Okeechobee Regional Library in Fort Pierce, Florida, thanking the Mayor and City Council for increasing the City's annual contribution to the Regional Library. Estimate No. 8, from Big Four Construction Company in the amount of $21,778.21 for work accomplished on Contract No. 70-1006-A Water Treatment Plant Improvements was presented for payment by Brockway, O~en and Anderson Engineers, Inc. Councilman Domer moved to approve payment Request No. 8 in the amount of $21,778.21 and authorize payment upon approval by Farmer Home Administration, seconded by Councilman Douglas and unanimously carried. Payment Request No. 1 2 from Brockway, O~en and Anderson Engineers, Inc. in the amount of $371.10 for ~gineering design fee and inspection of water plant expansion was presented for payment. Councilman Domer moved to approve payment Request No. 12 from Brockway, O~en and Anderson ~gineers, Inc. in the amount of $371.10 and authorize payment upon approval by Farmers Home Administration, seconded by Councilman Douglas and carried. . A letter was read from Department of Transportation requesting the City~ to agree to maintain traffic signals at State Road 441 and State Road 70. Attorney Curren to examine resolution and present it to the Council at next regular meeting. Councilman Domer made motion to confirm employment of Patricia Coburn as clerk in the Water Department, seconded by Councilman Betts and carried. The Council authorized Acting City Clerk, Sandra Bennett to present the Bank with a certificate signed by President of the City Council with excerpts from October 2nd minutes appointing her as Acting City Clerk and giving her authorization to sign checks and documents. Councilman Betts reported that Clyde Kauffman,Director of Civil Defense, inquired about the Councils intentions on radio to be purchased from Civil Defense. Council requested Councilman Betts to find out actual cost and report back to Council at next meeting. Fortner Directo~presented Water, Sewer and Street Department Report for the month of September. Memorandum No. 1 -Wheeler f/ 3890 Heavy Duty Hydraulic Pipe Cutter in the amount of $486.00. Councilman Betts moved to approve Memorandum No. 1 and authorized the purchase of Pipe Cutter in the amount of $486.00, seconded by Councilman Domer and carried. Memorandum No. 2 - Sign Materials : 200 24" Stop sign faces @ $4.25 - $850.00, 2 - 50 yd. tools green sign face @ 87.60 - $175.20, 12 - S.M.V. Emblem Kits @6.65 - $79.80,200 - 24" Sign Blanks @2.49 - $498.00, 50-10ft. round post @3.60 - $180.00, 50-10ft. Channel post @4.45 - $222.50 and 50- 6" x 24" sign blanks @.73 - $36.50, Total cost $2,042.00. Councilman Douglas moved to approve Memorandum No. 2 and authorized the purchase of items as listed and in the amount as stated above, seconded by Councilman Domer and carried. Memorandum No. ~ - a new typewr{tter.. 1 - IBM Correctln6 Selectric Typewrittel at $603.00 was discussed. Council requested Director Fortner to investigate on cheaper machines as they felt an I.B.M. was t~ elaborate for his needs. Al~o to investigate on machines for City Clerks office and Fire Chief's office. Payment request from Attorney J. Edward Cmrren in the amount of $t,587.50 for legal services rendered to the City under contract in connection with Water Works Improvement Program~. Attorney Curren explained that there will remain an estimated balance of 10% of the cost of construction to be paid at closing. Council authorized payment subject to approval by Farmers Home Administration. Attorney Curren reported that he had advised Mr. G. E. Bryan, Jr. of the survey report the City had made. He stated that Mr. Bryant was willing to grant the City with a written easement. Councilman Domer moved to authorized Surveyor, Willis ditch North and South and East and West through Leon H. to survey existing Mr. Bryant's property so legal papers could be drawn up and signed~seconded by Councilman Betts and carried. Attorney Curren also reported on a series of Training Seminars for smaller cities to improve their accounting procedures and add to their general knowledge relative to the completion of forms required by State and federal law. Attorney Curren stated that the entire program is designed to establish a very elementary review of basic accounting principles, separate fund accounting, financial statements, budget preparation and administration, as well as assistance in preparing financial reporting forms. The cost of registration fee will be $15.00 plus cost to the City for travel expenses and accommodations if an overnight stay is required. Attorney stated that if Council wanted him to go he would charge from 12 to'15~-a mile, that if the City was unable to send a representative to please advise them of the reason so that they could attempt to resolve whatever problems might arise. Council decided to meet at workshop meeting October 16th to discuss this futher. The Clerk reported the receipt of Federal Revenue Sharing Funds in the amount of $7,789.00. The Council recessed to meet October 16th at 6:30 P.M. PRESIDENT CITY COUNCIL ACTING CITY CLERK October 16, 1973 The City Council of the City of Okeechobee, Florida met in recessed session at 6:30 P.M. on the above date at the City Hall with the following present: President Donald L. Burk, Councilman E. H. Hunt, Russell V. Domer, Clif Betts, Jr., Edward W. Douglas with attorney Curren, Acting City Clerk Sandra Bennett, Director of Public Works L. C. Fortner, Jr., Building Official Richard B. Spray. A re-zoning application was received from Emory L. and Onnie Jean Walker requesting that the South 67~ feet of Lots 10, 11 and 12 of Block 177, of the Town of Okeechobee be rezoned from Residential (R-3) to COmmercial. Councilman Domer moved to publish notice of public hearing to consider rezoning of above described property seconded by Councilman Betts and carried.
