1973-10-02 Recessed Director Fortner reported that Water Plant Night Operator Ralph Reutebuch was in the hospital flor an operation and sick leave was used up and wanted to know how to handle the situation. Councilman Hunt suggested ~lving him his vacation pay. President Burk recommended an approved leave of absence and vacation pay. The Council a~reed on President Burk's recommendation. Director Fortner presented drawing on survey made on requested water line extension to proposed furniture factory site. The Council a~reed to temat~e~y have En~neer investigate feasibility of plan and Attorney Curren advised Farmers Home ~nistration would have to approve. Hatter referred to workshop. Director Fortner reported that Leon Willis, surveryor had advised that the r~ht of way discussed at previous September meeting in re~ards to property belon~in~ to G. E. Bryant, Jr., that the existing ~rade was outside city limits. The Council requested Director Fortner to advise Hr. Bryant and Hr. Newman of this survey report. The Council a~reed to request a written easement from G. E. Bryant, Jr. for a drainage ditch. Director Fortner advised the Council that the Contractor would move hand rails at water plant w~th no extra charge. Councilman Domer discussed indiv~duals paying for water l~ne extension and others tapping on to line without hav~ to pay for ~nstallation and reported on h~s investi~ation ae to how other cities handled situation. President Burk stated that he felt s~nce Councilman Domer had took up his time to ~et th~s information, recon~uended a workshop meeting for Tuesday October 2nd at 6:30 P. M. Fortner, Jr. and Building Offlcia~ Richard B. Spray. Councilman Domer moved to appoint Sandra Bennett, acting City Clerk until such time a full time Clerk is employed, seconded by Councilman Douglas and carried. Councilman Domer moved to con~l~n employment of Dalton Chandler as Radio Dispatcher in by the Police Department, seconded/Councilman Betts and carried The Clerk was authorized by the Council to employ ad. equate help. Councilman Domer recommended a salar7 adjustment in Hrs. Bennetts salary while acting as City Clerk. After discussion ~ouncilman Hunt recomended that the Council study this and make recos~eu~Dn~at next meeting. Preliminary studies on establishing ~uidelines for future extensions of water lines and others tapping on were ~one over. It was a~reed that further research was needed before a~r~ conclusions could be reached. Mr. Harry Hilliard, Director of Chamber of Commerce, was present. He presented Mr. Allen Neely of Liggett & Platt Industries, Inc. whose compa~ is interested in locating a furniture Factory in the Northwest Section. Mr. Neely inquired if City could furnish them water by connecting the 6" 'Nest extension main with the 6" main running East and ~est. After discussion the Council authorized Attorney Curren t~ meet with Mr. Wallace W. McCormick, Supervisor of Farmers Home Administration to see if there were an~ objections to this extension and to meet in an workshop session October 4, 1973 at 6:30 P.M. for report. A rezoning application was received from Emory Walker requesting that the South 67~ Original Town of Okee. feet of Lots 10, 11 and 12, Block177/be rezoned from Residential (R-3) to Co~auercial. In view of the way the lots were derided the Co~cil felt that the owner of the other half lots be notified of Mr. Walkers intention and supply Council of his written statement consenting to the re-zoning. Fortner, Jr. and Building Official, Richard B. Spray. Building Official, Spray presented Council with new Southern Standard Building Code Schedule of pe~..~t fees. After discussion Councilman Hunt made the m~tion to adopt the schedule seconded by Councilman Douglas and carried. 107.4 - Schedule of Permit Fees On all buildings, structures or alterations requiring a building permit, as set forth in Section 105, a fee for each building permit ahall be paid as required at the time of filing application, in accordance with the following schedule: (a) Permit Fees Schedule Total Valuation Fee $100.00 and less No fee, unless inspection required, in which case a $5.00 fee for each inspection shall be charged. $101.00 to $2000.00 $5.00 per thousand or fraction thereof. $2001.00 to $15,000.00 $10.00 for the first $2000.00 plus $3.00 for each additional thousand or fraction thereof, to and including $15,000.00. $15,001.00 to $50,000.00 $49.00 for the first first $15,000.00 plus $2.50 for each additional thousand or fraction thereof, to and including $50,000.00 $50,001.00 to ~00,000.00 $136.50 for the first $50,000.00 plus $2.00 for each additional thousand or fraction thereof, to and including $100,000.00 $100,001.00 to $500,000.00 $236.50 for the first $100,000.00 plus $1.25 for each additional thousand or fraction thereof, to and including $500,000.00. $500,001.00 and up $736.50 for the first $500,000.00 plus $.75 for each additional thousand or fraction thereof. Building Official Spray requested two weeks extra pay for vacation he could not take. Councilman Donor made the motion to grant the request as Mr. Spray was the only person qualified to do the work, seconded by Councilman Hunt and carried. President Burk read letter from Wallace N. MCCormick, County Supervisor of Farmers Home Administration Advising the Council that F.H.A. has no objections to the proposed 6" ~ain that will coflnect ~ the 6" west extension main with the 6" main running east and west that terminates at 9th Avenue and 9th Street N.W. provided the City has or will have funds available to pay for the proposed development and Citys engineer states in writing that the development will in nc way reduce the efficiency of the system as it is now constituted. President Burk asked Director Fortner if this proposed extension would Jeopardize our present system. Mr. Fortner stated it would increase the pressure in that section. Mr. Harry Hillard, Director of Chamber of Commerce, asked ~f City would consider an exten- sion outside City limits. Council advised Mr. Hillard that it would be subject to F,H.A. approval, Engineers study and if City had enough funds at the time and it both parties have a mutual agreement on the cost, in conclusion it would take a considerable amount of time in which Liggett & Platt Industries, Inc. did not have. It was brought to Mr. Nillards attention that the City could not guarantee water pressure needed by the Industry. After discussion ~res~dent Burk recommended giving a purposal to Liggett & Platt Industries and on roll call the following agreed: Councilman Domer, Councilman Douglas and Councilman Pkmt. Councilman Domer made the motion that The City furnish water at said site on the asumption Liggett & Platt Industries, Inc. is willing to share half the cost and on the asum~tion that the Citys Engineers gives their approval and that it doesn't have any detrimental effect on the present water system, seconded by Council- man Douglas and carried. Mr. Harry Hillard agreed to convey purposal to Mr. Allen Neally. A rezoning application was received from Muzaffar Husain, M.D. requesting that Lots 3 and 4, Block 105, Original Town of Okeechobee be rezoned from Residential (R-2) to Residential (R-3). Councilman Domer moved to advertise Notice of Public Neariug to consider the rezoning of the above described property, seconded by Councilman Hunt and unanimously carried.
