0342(Construction)ORDINANCE NO. 342 AN ORDINANCE AMENDING ORDINANCE NO. 339, BEING AN ORDINANCE DEFINING AND REGULATING THE BUSINESS OF BUILDING CONSTRUCTION AND CONTRACTING IN THE CITY OF OKEECHOBEE, FLORIDA; BY AMENDING SECTION 2 THEREOF TO REDEFINE "CONTRACTOR" TO INCLUDE ELEC1RICAL CONTRACTORS, PLUMBING CONTRACTORS AND SPECIALTY CONTRACTORS. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA: Section 1. That Section 2, Ordinance No. 339 of the Code of Ordinances, City of Okeechobee, Florida, is hereby amended to read as follows: 1. "Contractor" means, except those herein exempted, any person who, for compensation, undertakes to, or submits a bid to, or does himself or by others, construct, repair, alter, remodel, addt to, subtract from, improve any building or structure, in- cluding related improvements to real estate for others, or for resale to others, and who is responsible for substantially the entire project. Contractors are subdivided into six (6) categories as follows: a. "General Contractors" shall be unlimited as to height, area and complexity of construction he undertakes. He shall have the knowledge gained by ten (10) years experience as a superintendent for a General Contractor or Building Contractor or as a licensed Building Contractor for said period or has had an educational equivalent thereto, in addition to satisfactorily passing a General Contractor examination given by this board. He shall sub - contract to a qualified contractor all work being the exclusive work of plumbing and electrical contractors. A general contractor may do, contract for, and take out permits for the work of any specialty contractor within the limits of work of a general contractor, as defined herein. b. "Building Contractors" are those whose services are limited to construction of commercial buildings and single or multiple dwelling residential buildings, neither to exceed three (3) stories in height, and accessory use structures in connec- tion therewith, or those whose services are limited to remodel- ing, repair, or improvement of such buildings. He shall have the knowledge gained by not less than five (5) years experience as a superintendent for a General Contractor or a Building Contractor or has been a licensed Residential Building Contractor for such period or has shown that he has had the educational equivalent thereto, in addition to satisfactorily passing a Building Con- tractor examination given by this board. He shall subcontract to a qualified contractor all work being the exclusive work of plumbing and electrical contractors as defined herein. A building contractor may do, contract for, take out permits for the work of any specialty contractor within the limits of work of a building contractor, as defined herein. c. "Residential Building Contractors" are those whose services are limited to construction, remodeling, repair, or improvement of one, two, or three - family unit residences not ex- ceeding two (2) stories in height and accessory use structures in connection therewith. He shall subcontract to a qualified contractor all work being the exclusive work of plumbing and electrical contractors as defined herein. A residential building contractor may do, contract for, take out permits for the work of any specialty contractor within the limits of work of a residential building contractor as defined herein. d. "Plumbing Contractors" are those who assume respon- sible charge and direction of other persons in connection with the installation, maintenance, extension and alteration of all piping fixtures, applicances, appurtenances thereto, and all apparatus or equipment used in connection with the water supply and sewage disposal system inside of, or attached to, any building, lot or premises. e. " Electrical Contractors" are those who assume respon- sible charge and direction of other persons in the installation -2- of electrical work, which shall mean all work done in connection with the installation, maintance, extension and alteration of a system for electrical wiring for lights, heat and power, and all appurtenances thereto, and all apparatus, or equipment used in connection therewith, either inside or attached to, any building lot or premises. f. "Specialty Contractors" are those contractors who specialize in one or more of the following crafts and whose scope of work is so limited under his certificate of competency: Air Conditioning Roofing Tile, Marble and Terrazzo Masonary Plastering 2. "Contracting" means, except as herein exempted, engaging in business as a contractor. 3. "Board" means the Board of Examiners of Contractors of the City of Okeechobee. 4. "Certificate" means a certificate of competency issued by the board as provided herein. 5. "Certification" means the act of obtaining or holding a certificate of competency from the board as provided herein. PASSED AND ADOPTED this 7 day of March, 1971.
