The City Council of the City of ~keechobee, Florida, met in recessed sessioa at the City
Hall on the above date at 6,30 P. M. with the following present: Mayor A,~ey Dunham, President Donald
L. Burk, Councilmen.' Russell ¥. Domer, Edward W. D~uglas and E. H. Hunt wit~ Attorney J. Edward Currea~!
Clerk Lorena Spivey and Director of Public Works L. C. Fortner, Jr.
Engineer Don Osha was present reporting the request from David B. Smith, Consulting Eagineer
of O~eechobee Beach Water Association for a meeting with City, Okeechobee Beach Water Association and
Farmers Home Adatr&stration. The Council requested Engineer Osha to have records in report form and
the Cou~lwo~d advise ~allace Mc~rmick, F. H. A. County Supervisor of request for meeting and
The Council was presented with ccgies of Employee Performance Evaluation ferns and it was
agreed to initiate program with Department Heads evaluating each employee in his department.
A rezoning application was presented from Thomas A. Durrett requesting that Lots 5 and 6 of
Block 87, Original Town of Okeechobee be rezoned from Residential (R-2) to Residemtial (R-3) for the
purpose of adding additional unit to duplex making a triplex. The Council authorized the notice of
public hearing to consider the requested rezoned be published in the Okeechobee Newss
NOTICE is hereby given that the City Co~acil of the City of Okeechobee, Florida,
a municipal corporation, will consider rezoning from Residential (R-2) to Residential
(R-3) and to ame~ accordingly the Comprehensive Zor~ng Ordinance ~271 adopted
November 21, 1955, the follc~rlng described real property, situate, lying and being
within the corporate limits of the City of C~eechobee, Florida, to-wit:
Lots 5 and 6, Block 87, ORIGINAL TOWN OF OXEEOHOBEE
and that a public hearing in relation thereto will be held at 6:30 P. M. on the
18th day of September, 1973, in the City Council room, City Hell, ~keechobee,
Florida, at which time all parties in interest and citizens shall have an opportunity
to be heard.

The Clerk advised the Council of the following notice published in the Florida League of
Cities Record:
For many years, the Florida Statutes have authorized retirement on one-half pay

for elected officials serving twenty (20) consecutive years. A modification
off this authority was contained in the Home Rule Law, which becomes effective
October 1, 1973.
The Attorney General has recently ruled that an elected official' s re-
tiremnt under this program may be Jeopardized if other retirement programs
are available. Az~ elected city official who has completed twenty years of
service and was planning retiremen_ t under Section 165.25, Florida Statutes,
may be affected by this ruling which has indicated that retirement mast occur
prior to October 1, 1973.
Affected officials should immedialtel~ contact the League office for copies
of this opinion. Clerk ~pivey advised that she had contacted the League for this opinion.
Preliminary work on 1973-74 General Budget was accomplished.
Councilman Domer discussed needed items for police department. Recommending the
following items and appropriation in budget: $2,500.00 police car, $650.00 car radio, $99%.00 Radar
equipment (Council recon~ended purchase of equipment instead of rental) and $~00.00 Walkie-Talkie.
The following base salary schedule was recommended for the police department by Councilman Domer.
Chief Staats was requested to evaluate each employee. 3 - Patrolman #2 $ $7,300, 1 - Sergeant $7,600,
1 - Lieutenant · $8,100, 1 - Chief ~ $9,800 plus incentive pay for each quA1Afied policeman, Jailer
$4,368, Radio Dispatchers: 2 - ~1 Dispatchers ~6,300, 2 - ~2 Dispatchers · $6,600. $6,000 starting
salary and $25.00 a month increase at end of six months probation period or $6,300 starting salary
providing employee is certified breathalyzer machine operator.

The Council authorized a letter to ~. C. Sherman, Tax Assessor, requestLng valuation assess-
ments for 1973 tax roll.
Attorney Curren reported on information received from Attorney General's office re~ardi~g
' retirement of Clerk Spivey, stating the Clerk must resign prior to October 1, 1973 to be eligible to
~draw the retirement as set out in Florida State Statutes 165.25.
Attorney Ourren read Ordina-ce relating to Occupational License i~posed by Chapter 12 of
i!the Code of Ordinances of the City of Okeechobee, Florida, as amended by Ordi_~a~ce No. 363 of the City;
~Repealing Section 7 of Ordinance No. 363 to abolish the expiration date: Providing an effective date.
