No objection was heard or filed. Councilman Douglas moved to rezone the above described property from Residential (R-2) to Cosmercial, presenting the following Ordinance and moved its adoption and upon being seconded by Councilman Domer was put to a vote and adopted.' Vaugh was doing a very good Job, being very dependable and reliable, recommending a salary adjustment. Councilwmn Domer concurred with Na~or Dunha~'s statement and recom~endation and moved to adjust the Humane Officer's weekly salary to $125.00, seconded by Councilman Hunt and carried. Mayor Dunham also discussed the garbage and refuse situation and recommended for consider- ation of the Council, the Building Official as Sanitary Inspector being given the authority to issue Citations concerning violations of this nature. President Burk also recon~ended this procedure. Attorney Curren advised that the Building Official acting Sanitary Inspector had no power to issue Citations and recommended this not be granted. ~a~or Dunham agreed to check with other towns and find out how this matter is handled. County Commissioner Charles ~. Harvey and Engineer Mosely Collins appeared before the Council stating the County needed the City's assistance in taking over the ~Atntenance of secondary roads in the City. Presenting a Resolution relating to s~_w~, which was given to Attorney Ourren : prepared for study. Attorney Ourren presented and read two City Resolution/upon request of the Council relative to this matter. After a lenghty discussion President Burk recommended that the unknown q,,-n~ties be resolved by Attorney Curren, County Attorney Hendry and Engineer Collins and then a special meeting would be held on this matter. Also discussed was proposed Ta~lor Creek Bridge and Fire Truck ~otion as reflected in minutes of City Council ~eeting held Jul~ 10, 1973. This and other matters to be discussed at a meeting of the City Council and County Commissioners to be held at 7:00 ?. M. on August 23, 1973 at Court House. Mayor Dunham discussed the man~ co~laints on excessive speed violations, stating that surrounding towns were resorting to speed indicators on rental basis and the results were encourag- ing. Mayor Dunham reco~meded that the Council consider renting a speed indicator for the city. The Council agreed to take matter under advisement. SECTION 3. ~SALARY The salary incentive benefits as defined in Section 23.078, Florida Statutes and authorized hereby shall be payable in accordance with the rule and regulations established by the Bureau of Police Standards through its Council in cooperation with the Department of Community Affairs. The City of ~eechobee shall submit quarterly reports to the Police Standards Council as of December 31, March 31, June 30 and September 30, of each year containing information relative to compensation of police officers employed by it, and such other information as the Council may require. Donald ATTEST: Lorena iv Director Fortner presented Nemorandum No. 1 for h tractor tires and tubes at a cost of $2hl.58. Councilman Douglas moved to approve Nemorandum No. 1 and authorize the purchase of four tractor tires and tubes at the above price, seconded by Councilman Domer and carried. The Council authorized Director Fortner to go ahead and remove the shrubs, trees and dirt from the median strips and refill with dirt from county rock pit spoil, seed with grass and maintain as in the past. Building Official Spray reported that the ~L~des Gas Company requested permission from the City to run a standard railroad siding across the fifteen (15) foot utility easement tuning north and south from Northeast Ninth Street dead ending into the Seaboard Coastline Railroad tracks. After consideration, Councilman Domer moved to allow encroachment at the above described location for purpose of sidin~ as long as they confform with Chapter 16 of Hunicipal Code, seconded by Councilman Douglas and carried. Bulldin~ Official Spray recommended putti~ rock around base of city hall approximately 12 inches wide and 3 inches deep using 3/4 inch rock which would require approximately 4 yards at $9.00 per yard. This would help to keep dirt off base of freshly painted city hall. Councilman Hunt moved to place the rock as recommended by Building Official Spray, seconded by Councilman Domer and carried. Assistant Fire Chief Reutebuch reported to the Council the need of motor overhaul on fire truck #3 "Reo" Forestry Service truck, statin~ it would require approximately $1,200 to replace or ShOO to $500 for repair. Also stated the Forsstr~ ~ervice had offered to do the mechanical work if the city would furnish the par~s. A~ter discussion Councilman Doter moved to bu~ parts and- Forestry Service do repair seconded by Councilman Douglas and carried. Chief of Police Starts reported a request from ~ev. Keys o£ S. E. 8th Avenue for "~tldren Pl~ng Si/ns" in that area. Chief Staats stated it would require two or three signs. Natter r~erred to Councilman Douglas. ~alef 3tsars also discussed the "No Right Turn on Red" signs attached to signal lights at intersection of 5th Avenue and South Park Street and 5th Avenue and North Park ~treet stating that this slows traffic and reconsaended the si~ns be removed. After consideration, Councilman Domor moved to authorize the removal of "NO RIGHT TURN ON P~" signs on signal lights at the above locations, seconded by Councilman Douglas and carried. Also discussed designated parking, no parking areas needed to be marked with si~n or marking on curb and reported a request from Baird Patterson for the city to allow him to repaint parkin~ area adjacent to Ben ~anklin Store. Attorney Ourren discussed the next step in Shoo,OOO loan sale closing. President Burk introduced a Resolution prepared and approved by Bond Counsel directing publication of notice of sale of $400,000 Principal amount of City of C~eechobee Water and Sewer Revenue Bonds. Copies of letters from Donald Osha of Brockway, O~en and Anderson Engineers, Inc. to Sverdrup & parcel and Associates, Inc. Consulting Engineers (David B. Smith) and from David B. Smith to Donald Osha regarding Engineer' s Project Mo. 3938 Okeechobee Beach - Treatment Plant were read and ordered filed. A letter was read from Wallace Mccormick, County Supervisor calling to the city' s attention two items that need attention which were discovered on a waranty inspection of the elevated ta~k and water ~. (1) Rust on bottom of tank needs to be removed and area repainted. (2) Pressure Valve Pit had water standing in bottom of it. Pit should be kept dry. Matter referred to City Engineers for investigation. A letter was read from Florida League of Cities, Inc., regarding Mcbile Home License Taxes stating the importance of having all mobile hemes in city designated on Tax Roll or having current license tags. The Council agreed to request Police Department to be on alert for mobile homes with non current tags. The Clerk and Attorney were authorized by the Council to complete the Actual Use Report of Federal Revenue Sharing Funds received through June 30, 1973. The Planned Use Report of Federal Revenue Sharing Funds for entitlement period 4 from July 1, 1973 to June 30, 1974 was presented in the amount of $31,158. Councilman Hunt moved to designate full amount of $31,158 for water system improvements, authorize Mayor Dunham to execute in behalf of the city, attested by City Clerk and to authorize the Clerk and Attorney to prepare Report, seconded by Councilman Domer and carried. The Clerk requested permission to employ additional help in Clerk, s office. Councilman Domer ~oved to authorize the. City Clerk to employ one full ti~e additional employee, seconded by Councilman Douglas and carried. Councilman Hunt reported the water bills of Methodist Church and mss Jo Parrish in excessive a~ouats. The Council agreed to authorize Councilman Hunt to make decision on adjustment on above bills. President Burk reported a request from St. Lucie-Okee Regional Library for additional money to be allocated in the 1973-74 budget, $1,500 a five hundred dollar increase over 1973 budget. Also Librarian Representative requested to be placed on agenda in near future. Councilman Domer reported that Tare ~ldron was having quite a problem with grass clippings and leaves in no containers and suggested getting news media to carry article requesting the public to put grass and leaves in containers. President Burk and Clerk to prepare article for paper. Councilman Domer recommended a salary adjustment of $9,300 for Chief Staats, said adjustment to be reflected on next check, seconded by Councilman Hunt and carried. The Council authorized the repair of brakes on Humane Officer's truck. M. with the following present: Mayor Audley Dunham, President Donald L. ~.Burk, Councilmen: Clif Betts, ~assell V. Domer, and E. H. Hunt with Attorney J. Edward Curren, Clerk Lorena Spivey amd Director of Public Works L. C. Fortner, Jr. President BurM Recommended that the Department Eeads recommend salary increases and adjust- ments also discussed the organi~ation of a merAt system. President Burk recommeded getting proposals from other cable T. ¥. companies if UltraCom, Inc. does not contact and deliver in the very near future. Preliminary work was accomplished on 1973-74 ~eneral Budget. The Council authorized the following one day holidays for city employees: Labor Day Christmas Day Memorial Day Thanksgiving Day ~ew Year's Day July ~th The Council authorized overtime on the above holidays for only duty firemen and duty water plant operators.
