CHARGE OR RATE FOR WATER SERVICE. Any user of the services of the waterworks system shall pay therefor a monthly charge or rate as follows: Rate Monthly Basis ORDINANCE NO. 35S AN ORDINANCE PROMULGATING THE RATES TO BE CHARGED FOR USE OF THE MUNICIPAL WATERWORKS SYSTEM; OUT- LINING MEANS OF ENFORCING PAYMENT FOR WATER SERVICE; PROMULGATING REQUIREMENTS FOR CONNECTION TO THE MUNICIPAL WATERWORKS SYSTEM; SETTING UP MAINTENANCE REQUIREMENTS; PROHIBITING FREE WATER SERVICE; PROVIDING PENALTIES FOR VIOLATION; AND PROVIDING AN EFFECTIVE DATE THEREOF. BE IT ORDAINED by the Mayor and City Council of the City of Okeechobee, Florida: Section 1. CONNECTIONS WITH WATERWORKS SYSTEM. Where the same shall be available, the owner of every lot or parcel of land within the City of Okeechobee, Florida, may connect, or cause the plumbing of any building or buildings thereon to be connected, with the municipal waterworks system of the City of Okeechobee, and use the facilities of such water system. All such connections shall be made in accordance with the rules and regulations which shall be adopted from time to time by the City Council of the city, which rules and regulations shall provide for a charge or connection fee for making any such connections in such reasonable that this Ordinance shall not be construed to entitle any person First 3,000 gallons or less, within the city limits $ 4.00 (minimum bill) First 3,000 gallons or less, outside the city limits Next 4,000 gallons Next 8,000 gallons Next 35,000 gallons All over 50,000 gallons $ 4.50 (minimum bill) $ .80 per 1,000 gallon $ .65 per 1,000 gallon $ .60 per 1,000 gallon, $ .45 per 1,000 gallon$ Section 3. UNLAWFUL CONNECTION. No person shall be allowed o connect into the waterworks system without the written consent of the city, and then the connection with such system shall only be made under the direction and supervision of the city. Any property owner or plumber who shall make any connection without such consent of the city shall, upon conviction, be subject to the penalties hereinafter provided. Section 4. CONNECTING OLD PLUMBING. Whenever it is desirable to connect existing plumbing with the city waterworks system, the owner or plumber contemplating doing such work shall notify the city Plumbing Inspector who will inspect said plumbing and notify the owner or plumber what alterations will be necessary to place said plumbing in an acceptable condition for connection with the waterworks system. Any owner or plumber who shall make any connection without the approval of the Plumbing Inspector shall, upon conviction be subject to the penalties hereinafter provided. Section 5. MAINTENANCE OF PLUMBING. The owner of the property shall be responsible for maintaining all plumbing on such property and the pipe leading and connection from the water- works system distribution lines. Section 6. PAYMENT OF FEES AND BILLS REQUIRED. Bills for the monthly charges and fees hereinbefore mentioned shall be submitted by the city and shall be paid by the users monthly. If any monthly bill for water service shall be and remain unpaid on or after 15 days from the date of submission of said bill for such service, a penalty of ten percent of said bill shall be imposed and be added to said bill; and, if said bill shall continu and remain due and unpaid for a period of 30 days from the date of submission of such bill, the water service to the consumer shall be discontinued and shall not be re- connected until all past due charges shall have been fully paid, together with a re- connection charge of Five Dollars ($5.00). Section 7. NO SERVICE FREE. No water shall be furnished free of charge to any person, firm or corporation whatsoever, and the City of Okeechobee and each and every agency, department or instrumentality which uses the waterworks system shall pay therefore at the rates fixed by this Ordinance. Section 8. SYSTEM TO BE FULLY METERED WITH SEPARATE CONNECTIONS FOR EACH SEPARATE UNIT. Each lot or building site shall be considered a separate unit for the payment of the water fees herein established, and separate connections will be required for each of such units. Every connection shall be separately metered. Section 9. PENALTIES. Any person, firm or corporation vicjating the provisions of Section 3, or Section 4 of this Ordinance shall, upon conviction thereof, for each such offense, be subject to a fine of not to exceed Three hundred Dollars ($300.00) or by imprisonment for not to exceed ninety (90) days, or by both such fine and imprisonment in the discretion of the Municipal Judge. Section 10. All ordinances or parts of ordinances and all sections or parts of sections of the Code or Ordinances or the City of Okeechobee in conflict herewith are hereby repealed. Section 11. EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after April 1, 1972.
