Memorandum No. 4. City parks - fertildzer and spreading service at a cost of $98.93.
Councilman Domer recomnended to ~o ahead with project and moved to authorize the purchase of

Directcr Fortner reported a request from Allen Markham to open S. E. 10th Street between
5th and 6th Avenue to ~ve better access to property for new home site. Director Fortner reported
access to property already available and to open said street 8 or l0 cabbage and one pine tree would
have to be removed. Councilman Douglas recommended when construction beo~lns, open the street.
President 8urk requested Councilman Douglas to contact Mr. I~rkham regarding this matter.
Director Fortner reported a 112,OO0 gallong water consumption at Dorothy Campbell residence
being due to faulty bathroom facilities, stating Mrs. Campbell had requested an adjustment. Council-
man Domer recommended that the renter check with owner of house regarding this as he flet an adjustment
woudl start a precedent in water bill adjustments.
Director Fortner reported a water department employee had requested a refund on his
retirement. The Trustees of Retirement System had agreed that a person would have to leave the employ
of City to ~et his retirement back. The Council voted in full accord ~rith the Trustees decision.
Director Fortner stated he had information available on material and equipment to paint
parking spaces, suggesting a workshop meeting for discussion. The Council agreed to hold workshop
meeting in near future.
Commissioner Charles Harvey was present advising the ~ouncil that the Commissioners
requested a wo,rkshop meeting as soon as possible on county dog problem, suggesting a joint, relation
with city, also stated the county had no dog ordinance at present, also needed to discuss city's
commitment on new proposed Taylor Creek bridge. The county had suggested that the city pay 1/3 of
$137,000 the cost of bridge and paving. Co~nissioner Harvey stated the county had proposed to four
lane State Road 70 from present Taylor Creek bridge to near overpass and an additional bridge at
present bridge site but would be unable to do if the city was unable to pay 1/3 cost of above bridge.
The maintenance of bridge and steer to and from bridge was discussed and agreed that this matter be
discussed ~th Cor.~mtssioners at workshop meeting. President Burk expressed appreciation to Co~missoner

~v~iles Lowe appeared before the Council requesting the City to clean up a strip ,of land
?0' x 150' adjoining his property in Block 202. Counilman Domer suggested that Councilman Douglas
be authoriz~t to do what ever he sees fit to do if minor and if it is an involved project report
back to the '?ouncil.
Building Official Spray discussed painting exterior of City Hall. Attorney Curren
recommende~ competitive bids on project this size. Mr. Stinnett, local painter was present duscussing
some of the details in painting a structure of this type. After discussion Councilman Domer moved
to authori~ Building Official Spray to prepare specifications for painting exterior of City Hall
and repairing outside windows and that notice of Invitation to Bid be published in The Okeechobee News
seconded by Councilman Betts and unanimously carried.

President Burk reported that Lee Linkous, representative of UltraCom, Inc. had advised that the
pole contract had been signed by UltraCom, Inc. ?~th Florida Power and Light Company. Primary
construction to begin soon and assured that a local office would be opened at an early date. Also
advised that the tower could be built, last and would not hold up completion of operation.
