0381 (Radioactive fallout)ORDINANCE NO. Al AN ORDINANCE PROVIDING FOR PROTECTION FRO( RADIOACTIVE FALLOUT IN NEW CITY BUILDINGS AND IN ADDITIONS TO EXISTING CITY BUILDINGS. BE IT ORDAINED by the City Council of the City of Okeechobee, Florida: SECTION 1. Every Officer, Board, Department, Commission or Agency of the City of Okeechobee charged with the duty of preparing specifications, or award- ing or entering into contracts for the design, erection or construction of bu- ildings or other structures, for the City shall incorporate, or cause to be in- corporated, in such buildings, or other structures, protection from radioactive fallout, for at least its normal anticipated occupancy, which shall meet, or exceed, the minimum space and protection criteria recommended by the Defense Civil Preparedness Agency, United States Department of Defense, unless ex- empted from such shelter requirements in accordance with Section (2) of this resolution. SECTION 2. The City Council may exempt buildings or other structures from the requirements of this resolution where it finds that the addition of fallout protection will create, in the buildings or other structures, an ad- ditional net cost in excess of two per cent (2 %) in the construction of such building, or that other factors make it unnecessary or impracticable to in- corporate fallout protection in the design or construction of such building or structure. SECTION 3. It shall be the policy of the City Council of this City that fallout shelter protection shall be incorporated into all City Buildings or structures to the fullest extent practicable in order to provide protection against the effects of radioactive fallout for the greatest possible number of people in the event of nuclear attack upon the United States, or an accidental nuclear explosion: and Be it further resolved that this Ordinance shall take effect January 8, 1976: and Be it further resolved that a certified copy of this Ordinance be filed with the Okeechobee County, Florida, Director of Civil Defense.
