1973-05-24 Special President Burk read letter received from UltraCom Inc. representative Lee Linkous which included a copy of report to Mr. Atwell requesting direct informmtion on C. A. T. V., stating that he hoped to have this information from Mr. Atwell before the end of month. President Burk presented a copy of Senate Bill 817 regarding Parole and Probation Commission got Council's consideration. A copy was given to each Councilman for study. Co,.mcilman Domer reported that he had contacted Sheriff Collier regarding boarding city prisoners in county jail and was advised that he was willing to do so if he had room but at present the room was not available and the plumbing facilities were not adequate. A letter was received and read from L. D. Murphy, Municipal Division, Insurance Services Office, Southeastern Regional Office, Atlanta, Georgia, regarding Fire Defenses in Okeechobee, requesting information on estimated date of completion of the filter plant and installation of 16 inch supply ~ain from filter plant to the distribution system, action taken by the Council on in- stallation of altitude valve on elevated storage tanks and action by Council on purchase of new fire truck pumper. After discussion the Council instructed Director Fortner to advise Mr. Murphy on the above. 0 Memorial Day holiday ~ranted to all city employees. An employee whi is required to work is to take a day' off at a later date. No extra compensation to be paid. Director Fortner reported that the tin building used to store chemicals in at the water plant was in the way of driveway and septic tank and he had had an offer from individual to tear it down and haul off for the ~aterial that could be salvaged. The Council authorized Director Fortner to accept offer. The Council authorized backhoe repairs at an estimated cost of $~00.00. Due to storage facilities the Council authorized the Clerk to dispose of paid water bills for the year 1970 and 1971. Upor, motion the Council adJourned. Attorney Curren read Resolution afterwhich Councilman Hunt presented said Resolution and moved its adoption . Upon being seconded by Councilman Betts ~Tas put to a vote and unanimously adopted: RESOLUTION WHEREAS, severe drought conditions throughout Okeechobee County and in the City of Okecchobee are resulting in high use of city water supplies, creating a water shortage, and WHEREAS, ar. extreme water shortage .may occur unless water use is curtailed; and ~,~{EREAS, upon the existence of such conditions it becomes imperative to the oublic well bei~ that certain uses of water, not essential to the health, welfare and safety of the City and its inhabitants be restricted or curtailed; and WHFJiEAS, the use of the municipal water system for hose purposes on lawns, streets and gardens is a privilege expressly held subject to the right of the city to revoke when the water supply becomes to low to allow the exercise of s,,ch privilege; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, i ~--~ FLORIDA: By authority of Section 20-31, Code of Ordinances of the City of Okeechobee, F-orzda: ',. The pti,rile ~e of using the water supply system of the City of Okeechobee for hose purpo.~e::i on lawns, streets, and gardens is hereby revoked for all users of the system until further resolution of the City Council. Any person u~ing the water supply system for such non-essential uses shall be subject to their service being disconnected by bhe water department in accordance ~bh ordinances of the City. The Mayor of the City of Okeechobee is requested to bring this ~ater Use Curtailment Resolution to the attention of all of the public by proclamation, broadcast, publication and otherwise. Pursuant to notice published in the Okeechobee News regarding a public hearing to consider rezoninE Lots 9, l0 and ll, Block 207 First Addition to City of Okeechobee from Residential (R-2) to Commercial, President Burk ~ ~ ~ a~ed if there ~ere any objections to the requested rezoning. No objection w~ heard or filed. Gil O~lbreth, Jr. was present stating that the property would be used for commercial purposes only. Councilman Domer moved to rezone the above described property from Residential (~-2) to Commercial, presenting the following Ordinance for adoption and upon being
