I AUDLEY DUNHAM, Mayor of the City of 0keechobee, Florida, do hereby call a special
meeting of the City Council of the City of Okeechobee, Florida, to be held at the Council
Chamber, within the City of Okeechobee, on the 23 day of May, A. D. 1973, at the hour of
6:00 P. M. for the purpose:
Discussing Water Plant Improvements with Engineers Don Osha and Don Shepherd
also a representative of Big Four Construction Com~any and any other City
business that is necessary to discuss
You, and each of you are hereby requested and notified to be at and attend the
aforesaid meeting at the place herein named.

The meeting was called ~ due form in accordance with Charter and upon written notice
signed by each Councilman, the City Council of the City of Okeechobee, Florida met in special session,
at the City Hall on the above date at 6:00 P. M. with the following present: President Donald L. Burk,
Councilmen: Clif Betts, Jr., Russell V. Domer, Edward W. Douglas, and E. H. Hunt with Attorney J.
Edward Curren, City Clerk Lorena Spivey and Director of Public Works L. C. Fortner, Jr.
President, Burk stated the purpose of the meeting was to discuss present water plant improve-
ments with Engineer Don Osha and DOn Shepherd of Brockway, ~'en and Anderson Engineers, Inc.
Engineer Osha ad~rised that Council that R. H. Decker Engineer in charge of water plant
improvements was no longer with firm and that Engineer Don Shepherd would be in charge of operation.
Engineer Shepherd assured the Council of his cooperation and in~pection on site would be made onee a
. week and more if necessary. Engineer Osha also advised the Council that as of this date the expense
~ had been absorbed in widendng top of dike around lagoon so that equipment could get on 12 foot berm for
cleaning purposea Also advised that no truck was needed to relocate dirt.

President Burk read letter received from UltraCom Inc. representative Lee Linkous which
included a copy of report to Mr. Atwell requesting direct, information on C. A. T. V., stating that he
hoped to have this information from Mr. Atwell before the end of month.
President Burk presented a copy of Senate Bill 817 regarding Parole and Probation Commission
Eot Council's consideration. A copy was given to each Councilman for study.
Councilman Domer reported that he had contacted Shel-iff Collier regarding boarding city
prisoners in county jail and was advised that he was willing to do so if he had room but at present
the room was not available and the plumbing facilities were not adequate.
A letter was received and read from L. D. Murphy, Municipal Division, Insurance Services
Office, Southeastern Regional Office, Atlanta, Georgia, regarding Fire Defenses in Okeechobee,
requesting information on estimated date of completion of the filter plant and installation of 16
inch supply main from filter plant to the distribution system, action taken by the Council on in-
stallation of altitude valve on elevated storage tanks and action by Council on purchase of new fire
truck pumper. After discussion the Council instructed Director Fortner to advise Mr. Murphy on the
above.

Memorial Day holiday granted to all city employees. An employee whi is required to work is
to take a day off at a later date. No extra compensation to be paid.
Director Fortner reported that the tin building used to store chemicals in at the water
plant was in the way of driveway and septic tank and he had had an offer from individual to tear it
down and haul off for the material that could be salvaged. The Council authorized Director Fortner
to accept offer.
The Council authorized backhoe repairs at an estimated cost of $500.00.
Due to storage facilities the Council authorized the Clerk to dispose of paid water bills
for the year 1970 and 1971.
