PARROT AVENUE PRESCRIBING THE MATERIAL TO BE USED AND THE
PROPORTIONS THEREOF IN THE CONSTRUCTION THEREOF: PRESCRIB-
ING'.THE WIDTH, THICKNESS AND TIME IN WHICH SAME SHALL BE
COMPLETED AND PRESCRIBING PENALTIES FOR THE NON - COMPLIANCE
WITH THIS ORDINANCE, AND IN DEFAULT THEREOF TO PROVIDE FOR
THE CONSTRUCTION THEREOF BY THE CITY OF OKEECI OBEE, AND
CREATING A LIEN THEREFOR UPON TIE: ABUTTING PROPERTY OWNr] S

MENT THEREOF.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF T: E CITY OF OKEECHOBEE
Section 1. The owners of land abutting on the South Side or Seventh
Street from Hiwassee Street to Parrott Avenue shall, and they are hereby
required to construct siuewalks along the line of their properties
abutting upon Seventh Street to Parrott Avenue as hereinafter specified.
Section 2. Said sidewalks shall oe constructed at such place, and
grace as designated by the City by its proper ofiicer, and shall be so
constructed as to draw in towards the curb.
Section 3. jaid sidewalks shall be constructed of good Portland cement,
anu good sand, to be approved by the proper city officer, anu Ojus rock, and
shall be in the foliawing proportions: For the base, cement one part, sand
two parts, Ojus rock four parts, with a top dressing of one inch of stanaaru
mixture of cement and sand in the proportion of two sandy e to one of asi.ne.t:
Saiu siuewalks to be rive feet in width base three inches and top dressing
one inch, making a total thickness of four inches.
Section 4. After the construction of any of the above sidewalks the
same shall be covered and protected for at least one week with sand.
Section 5. The above describes sidewalks shall be completed within _
90 nays after the passage and approval of this ordinance by the property
owners, and in default thereof the same shall be constructed by the city of
Okeechobee, and the cost thereof, with all expense, shall be a lien against
the real estate abutting upon the said sidewalks so constructed by the
said City, which lien shall be enforced in the manner provided by law for
the enforcement of liens. All costs and expenses paid out by said city of
Okeechobee shall bear interest at the rate of seven per cent. per annum
until fully paid.
Section 6. Contracts shall be let by the City Council for the construc-
tion of all sidewalks required by this Ordinance where the same has not
been completed by the owners within the time herein limited.
Section 7. Upon the completion of the aforesaid sidewalks, or any
portion br portions thereof, by the City of Okeechobee, it shall be the
duty of the City Clerk, and he shall so do within thirty days after said
completion or any part or all of suc h work as may be done by said City,
to make out a bill for the same for the work done for each of the owners of
any of said lots or lands abutting thereon, and mail the same by United
States mail to such owner, should such addrese of said owner be known to
said clerk, and if the address of said owner is unknown such bill shall
be mailed to the said owner at Okeechobee City, Florida; the said owner
or owners thereof shall have thirty days after the mailing thereof to
appear before the said City Council and object to the amount as fixed in
said notice, and the said City Council is hereby authorized

to adjust the same as may be just and correct, which said amount as
`Ile" finally named by said City Council shall be the am ount :thereof and conchu-
sive thereof, and where no objection thereto is f ileu ithin the above
specifieu time, the amount of said notice shall ue conclusive, and not
subject to attack. All amounts as aujustea as above set forth shall
becotie a lien upon the property therein describes, Ana it shalt be the
auty of the Jity Clerk within thirty days thereafter to file properly
executed liens for saiu amounts in the ofi'ice of the clerk of the Circuit
Court of Okeechobee County and have the same recorded, which said liens
shall be a lien upon the said lands for the amounts as therein named, and
subject to foreclosure according to law.
Section 8. It shall ue the duty of the City Clerk immediately upon the
failure of any property owner to pay his bills or any part thereof, to
notify the Mayor of said City of Okeechobee, in writing, and it shall be
the duty of said Mayor to order the City Attorney forthwith to proceed
at once with the said foreclosure of such lien as certified according to
law.
Section 9. The Mayor of said City of Okeechobee is hereby authorized to
bid in any or all property that may be sold under this Ordinance, if not
otherwise solo, or bid in for the amount of said judgment including ali.
costs of sale; the Mayor is further authorized to sell to any person or
persons any and all property that may be uought by said City at such sale
upon payment of any amount due the said City and expenses. All proceeds
from the sales aforesaid shall be deposited in the proper funs for the
use of the City.
Section 10. All Ordinances and parts of Ordinances in conflict herewith
are hereby repealed.
Section 11. This Ordinance shall go into effect upon its passage anu
