1979-02 (Comprehensive Plan)RESOLUTION 79-2 WHEREAS, it is the intent of the City of Okeechobee, Florida, to comply fully with the requirements of the Florida Local Gov- ernment Comprehensive Planning Act, Chapter 163.3161, Florida Statutes; AND WHEREAS, the City of Okeechobee, Florida had underway, and has had under way for some time, a comprehensive planning pro- gram that will lead to compliance with the said act, and has ex- pended public funds in pursuance of that program; AND WHEREAS, over the past year, a study has been conducted for the purpose of drafting a legal instrument which, if adopted by the forthcoming session of the State Legislature of Florida and approved by the voters of the City and County of Okeechobee, will effect the consolidation of the present City and County of Okee- chobee; AND WHEREAS, the vote on such proposal will not take place until September 11th, 1979; AND WHEREAS, consolidation, if adopted, will greatly diminish the worth of planning programs presently under way in the City and the County, and further large expenditures of public funds to meet the legislatively required deadline of 1 July 1979 appear unjust- ified until the matter of consolidation has been settled; AND WHEREAS, if consolidation is favorably acted upon, the consolidated unit would then be required to adopt a single com- prehensive plan for the consolidated unit of government; AND WHEREAS, it is the intent of the City of Okeechobee to proceed at a measured pace in the preparation of its own compre- hensive plan against the possibility that consolidation will not be approved; NOW, THEREFORE, be it resolved by the City Council of the Citi of Okeechobee, Florida: 1. That request be made of the appropriate authorities of the State of Florida for extension to 1 July 1980 of the require- ment for adoption of a comprehensive plan for the City of Okee- chobee, Florida. 2. That the appropriate authorities of the State of Florida concur in the decision of the City Council of Okeechobee, Florida, that such extension is justified by the present efforts for consolidation of the City and County of Okee- chobee and the uncertainty as to whether or not such con- solidation proposal will ultimately be approved. 3.
