President City C~uncil City of 0keechobee ATTEST: Sylvia Christian Acting City Clerk City of Okeechobee FIRST REGULAR MEETING TUESDAY~ .AUGUST~8~ 1978 The City Council of the City of 0keechobee, Florida, convened in Regular Session in the Council Chambers a~ the City Hall, 0keechobee, Florida, at 7:00 P.M., Tuesday, August 8, 1978. President Russell V. Domer presiding. Councilmen Lavon Bass, Edward W. Douglas and Lytle Raulerson were present. Councilman Jim Knight was absent. Others present were: Audley Dunham, Mayor; L. C. Fortner, Jr., Director of Public Works; Larry Mobley, Chief of Police; David Conlon, City Attorney; Richard B. Spray, Building Official; E. H. Reutebuch, Assistant Fire Chief; Sylvia Christian, Acting City Clerk and Lola Parker, Deputy Clerk. The Invocation was offered by Councilman Edward W. Douglas. APPROVAL OF MINUTES It was moved by Councilman Bass and seconded by Councilman Douglas and vote carried that the minutes of June 13, 27, July 6, 11 and 20, ~978 be approved as recorded. POLICE DEPARTMENT 1. MONTHLY REPORT Chief Mobley submitted the Police Department Activity Report for the month of July, 1978. '.2309 2. PURCHASE OF TYPEWRITER Chief Mobley requested authorization to purchase a Facit Type- writer from State Purchasing in the amount of 9609.00. Following discussion Councilman Bass moved to purchase type- writer in the amount of $609, seconded by Councilman Raulerson and vote carried. 3. COMPLETION OF SUPERVISION COURSE C~ief Mobley informed the Council that Sergeant Jesse Aldridge and Sergeant Jon Rucks have successfully completed the Supervision Course at Indian River Community College. This course is one of the career development incentive programs and carried with it a $250 per 'year salary increase. Chief Mobley recommended that each man be ~ven this $250 per year increase. Following discussion Councilman Bass moved to give Sergeant Jesse Aldridge and Sergeant Jon Rucks a $250 dollar a year raise for each man for completion of supervision school, seconded by Councilman Raulerson and vote carried. FIRE DEPARTMENT 1. MONTHLY REPORT Assistant Fire Chief Reutebuch submitted the Fire Report for the month of July, 1978. 2. PERMISSION TO PURCHASE BATTERY CHARGER AND TAPE RECORDER Assistant. Chief Reutebuch requested authorization to purchase battery charger in:the amount of $165 and a tape recorder for $44.93. Following discussion Councilman Raulerson moved to purchase battery charger for $165 and tape recorder for $44.93, seconded by Councilman Bass and vote carried. WATER~ SEWER AND STREET DEPARTMENTS 1. WATERWORKS IMPROVEMENTS RESERVOIR ADDITION__~CON~RaCT NO. 77-11_~1 ESTIMATE NO. i .... Director Fortner submitted request for Pay Estimate No. i from LaGrow Irrigation in the amount of Twenty-four Thousand, Four and 90/100 Dollars (24,004.90) for clearwell. FolloWing discussion Councilman Douglas moved to pay Estimate No. 1 in th~ amount o£ ~wenty-£our Thousand, Four ~uad 90/1OO Dollars (24,004.90) to LaGrow Irrigation, seconded by Councilman Bass and vote c arri ed. 2. SER~-ICES RENDERED BY ROBERT E. OWENS AND ASSOCIATES Director Fortner submitted a payment request from Robert E. Owens & Associates for services on Water Intake Structure, Water Main and Water Plant Improvements in the amount of $2,862.72. 2310 Following discussion Councilman Bass moved to pay Robert E. Owens and Associates for Services, in the amount of $2,862.72, seconded ' by Councilman Douglas and vote carried. --~ 3. DOOR ON COUNCIL ROOM Director Fortner informed the Council that since ~he carpet had been installed the door rubs the carpet. The door needs to swing out. FollowiNg discussion Councilman Bass moved to authorize Director Fortner and Building Official Sp~a¥ to fix door as they see fit, secomded by Councilman Douglas and vote carried. 4. NEW DEVELOPMENT NORTH WEST SECTION Director Fortner stated that the Streets in the New Development in the North West Section are ready for shell. It would cost $5,000 for the City to haul and $8,.500 for Rock-A-Way to haul. A total of 2,700 y&~s. A 20 foot strip to roll over on the shoulder to give stabilization. Following discussion Councilman Raulerson mo'red.fro purchase shell from Rock-A-Way for them to haul at $2.50 per ton and shell the Streets as developer builds homes~ seconded by Councilman Bass and vote carried. OKEECHOBEE ESTATES Steve Nelson appeared before the Council to complain speeding on Taylor Creek Canal. He asked if the City would Provide signs to be posted on the property? The Private Canal that comes off T&~rCreek stops at ~uc¥ .., Island and comes around and runs p~'at~l to South East 8th Avenue. Attorney Conlon to find needed information on the speed limit in canals. Councilman Bass moved to authorize Director Fortner to provide "No Wake and Slow" signs and meet with Steve Nelson to decide how many they need and for the property owners to put signs on their pro- perty, seconded by Councilman Douglas and vote carried.' CITY CLERK 1. REZONING APPLICATION Acting Clerk Christian presented a rezoning application from Victor Burk, requesting the Council to rezone Lot 10 Block 18 from RG-1 ~o Commercial. Councilman Douglas moved to instruct Acting Clerk Christi&il to proceed with notification to the owner and to advertise public hearings, seconded by Councilman Bass and vote carried. NEW ZONING ORDINANCE CORRECTION President Domer stated that when the new zoning map was adopted the ~ee pag( Ordinance was not a~d no number was given it. 2278 Zoning Following discussion Councilman Bass moved to amend and correct minutes of May 18, 1978 to show that Comneilman Bass moved to accept and implement the advertised Comprehensive Zoning Plan and its Ordinance, seconded by Councilman Knight and vote carried, and Ordinance should be inserted, seconded by Councilman Raulerson and vote carried. President Domer stated the last three mo~ing~ needed to be cor- rected and the new number inserted. Councilman Douglas moved to correct the number on the last three zonings and the correct number be inserted, seconded by Councilm.~n Bass and vote carried. FIRE CHIEF OFFICE Councilman Raulerson stated Assistant Fire Chief Reutebuch needed to get in the Fire Chief's Office, but he had no key. President Domer asked Attorney Conlon if he could legally open the office. Attorney Conlon stated that it is City property so it could be opened. Councilman Raulerson to try and get the key from one of the employees, if he does not have it President Domer to open office. COMMITTEE APPOINTED TO DRAW UP EMPLOYEE RULES AND REGULATIONS Councilman Raulerson requested that a committee be appointed to compile employee rules and regulations. Councilma~reed to appoint Councilman Raulerson, Director Fortner and Attorney Conlon to compile a ,,book of employee r~les and regulations. DISBURSEMENTS Vouchers on the following funds were approved: General Fund $ 23,307.45 Cigarette Tax Fund 100,000.00 Anti-Recession Fund 3,219.79 Water & Sewer Operation & Maintenance 62,699,3~ Water & Sewer Revenue Fund 114,063.32 Water & Sewer System Revenue 2,024.99 ADJOURNMENT There being no ~urther business, the meeting adjourned at 8:16 P.M.
