RECESSED MEETING TUeSDaY, AUGUST ~!5, 197~
The City Council of the City of 0keechobee, Florida, conwened in
Recessed Session in the Council Chambers at the City Hall, 0keechobee,
Florida, at 7:0o P.M., Tuesday, August 15, 1978.
President Russell V. Domer presiding.
Councilmen Edward W. Douglas, Jim Knight and Lytle Raulerson were
present. Councilman Lavon Bass was absent.
Others present were: L. C. Fortner, Jr.~ Director of Public%~Wo~ks;
Don Shepherd, City Engineers David Conlon, City Attorney; Sylvia
Christian, Acting City Clerk and Lola Parker, Deputy Clerk.
Members of Beachwater Association: Curtis Wright, Leland Pearce,
Shelby Helton and J. H. Weaver, Engineer.
AGREEMENT PROPOSAL DISCUSSION
President Domer brought the meeting to order and turned the meeting
over to City Engineer, Don Shepherd.
Engineer Don Shepherd stated he and J. H. Weaver~ Beachwater
Engineer had discussed the proposed agreement axid he discussed the
following items:
ITEM #1 - The Beach Association request an additional 500,000
gallons per day.
ITEM #2 - Have plans prepared for Plant expansion as Soon as plant
reaches a maximum day which is equal to 80~ of 2.8 million gallons of
water per day. The City needs to start expansion program, if not the
City would have a shortage of water.
ITEM #3 - The Beach Association request the City to increase the
water supply allowance to 0keechobee Beach from 500,000 to 1,000~000
gallons per day on an average day basis.
ITEM #4 - Beach Association agrees to give City advance notice and
obtain the City's approval for any major expansion of the Beach
Association service area.
ITEM #5 - 0keechobee BeaCh agrees to fully delineate its service
area in Glades County on the map showing the total 0keechobee Beach
Water Association Service area as contained in the Agreement dated
August 11, 1977.
ITEM #6 - The Engineer stated the effective date of the agreement
should be when the agreement is executed by the parties thereto and rec~..
eipt of the Beach Associations contribution toward expanded clearwell
addition in the amount stipulated in the Basic Agreement dated August
ll, 1977.
Councilman Raulerson stated if the City agrees to give Beach
Association one million gallons per day this will put our plant capacity
within two hundred thousand gallons a day of the total capacity of the

plant. He stated he can not see guaranteeing Beach Association one
million gallons of water per day when they have not reached the
500,000 gallons per day capacity as stated in Basic Agreement of
August 11, 1977. Mr. Leland Pearce stated the Beach Association
wants to be assured the capacity of water they need will be there
when needed.
TENTATIVE AGREEMENT WAS REACHED THAT,
Rather than guarantee another 500,000 gallons per day the City
will supply the water to the Beach Association as needed and when the
total water used by the City and Beach Association per day reaches

When new agreement is drawn up and the plant reaches 80~ capacity
the cost of the plant expansion will be pro-rated between the City and
Beach Association, with Beach Association paying a percentage of the cost
of expansion based on peroentage of their usage at that time.
With no further discussion the meeting adjourned with more dis-
cussion at a later date.
ADJOURNMENT
There being no further discussion, the meeting adjourned at
8:30 P.M.
