FINAL HEARING APPROVAL OF BUDGET SATURDAY, OCTOBER 31, 1981
The City Council of the City of Okeechobee, Florida convened in special session
at 8:00 P.M. on Saturday, October 31, 1981, for the purpose of adopting the 1981 -82
General Fund Budget, 1981 -82 Water and Sewer Budget and setting of the Millage Rate.
Pro -Tem Chairman Donald Burk presided with the following Councilmen present:
Dowling Watford, Jr., Jim Knight, and Oakland Chapman.
Others present were: City Clerk Bonnie S. Thomas, Administrative Assistant Richard
C. Fellows, City Attorney David Conlon, Director of Public Works L. C. Fortner, Jr.,
Fire Chief Keith Tomey, Police Chief Larry Mobley and Deputy Clerk Mary Ann Holt.
Pro -Tem Chairman called the meeting to order and gave a brief overview of the
agenda.
The floor was opened for public comment regarding the proposed tenative millage
with no response.
PUBLIC HEARING -FINAL READING
ORDINANCE PROVIDING FOR THE LEVYING
AND COLLECTING OF TAXES
Pro -Tem Chairman Burk read the ordinance in its entirety:
ORDINANCE
AN ORDINANCE PROVIDING FOR THE LEVYING AND COLLECTING OF TAXES FOR
THE CITY OF OKEECHOBEE, FLORIDA, FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 1981, AND ENDING SEPTEMBER 30, 1982, AND STATING THE
MILLAGE RATE LEVIED AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA:
SECTION 1. The City Council of the City of Okeechobee, Florida, hereby levies
a tax of $4.377 per thousand dollar valuation on all real and personal property
within the corporate limits of said City, subject to tax on the first day of January,
1981, provided however, that such $4.377 shall not be levied upon property in the
City of Okeechobee claimed and allowed as homestead as granted under the Constitution
or General Laws of the State for the 1981 tax year.
SECTION 2. That the City Clerk is hereby instructed and directed to certify
to the Okeechobee County Property Assessor, the above and foregoing enumerated millages
to be levied for all purposes for the year 1981, in the said City of Okeechobee,
Florida, pursuant to the provisions of the Laws of the State of Florida.
SECTION 3. The millage rate herein levied does not exceed the rolled back
rate of $5.184 per cent.
SECTION 4. That the Tax Collector of Okeechobee County, Florida, shall proceed
to collect the above taxes according to the provisions of the Laws of the State of
Florida.
SECTION 5. That of the total $4.377 per thousand dollar valuation as designated
in Section 1 hereof, $4.25 per thousand dollar valuation shall be used for the General
City purposes in carrying on and conducting the government of the said City, and
$.127 per thousand dollar valuation including Homestead shall be used to pay interest
and principal on bonds maturing during said Fiscal year, such levy to be collected
in cash and such cash so collected to be kept in seperate accounts for the purposes
designated herein.
SECTION 6. That this Ordinance was proposed, considered and adopted under the
provisions of Section 166.041 (3) (b) and 200.065 Florida Statutes, and was enacted
by no less than a four - fifths vote of the City Council and shall become effective
upon final passage.
DONE AND RESOLVED and made effective this 31st day of October , 1981.

After a brief discussion regarding reference to "homestead" in Section 1 and
Section 5, Councilman Knight moved to adopt the ordinance. Seconded by Councilman Watford.
Motion carried.

GENERAL FUND BUDGET FOR THE
1981 -82 FISCAL YEAR

ORDINANCE
AN ORDINANCE ADOPTING AN ANNUAL GENERAL FUND BUDGET FOR THE CITY
OF OKEECHOBEE, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
1981, AND ENDING SEPTEMBER 30, 1982, AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF, AND PROVIDING FOR THE REPEAL OF RESOLUTION NO. 81 -20,
A RESOLUTION ADOPTING A TEMPORARY OPERATING BUDGET FOR THE GENERAL
FUND FOR THE CITY OF OKEECHOBEE, FLORIDA, FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 1981, AND ENDING SEPTEMBER 30, 1982.
BE IT ORDAINED BY THE CITY COUNCIL AND THE MAYOR OF THE CITY OF OKEECHOBEE,
FLORIDA:
SECTION 1. The City Council of the City of Okeechobee, Florida, after having
held a public hearing on the Annual General Fund Budget, both operating and debt service,
hereby adopts as its budget the attached budget, which by this reference is incorporated
herein as though fully set forth, for the operation of the government of the City of
Okeechobee for the fiscal year beginning October 1, 1981, and ending September 30, 1982.
SECTION 2. That it shall be the duty of the City Clerk to set up the aforesaid
appropriations of revenue and expenses on the account records of said City, to keep such
accounts thereof as required by the Charter of said City, as may be directed from
time to time by the City Council.
SECTION 3. Upon the effective date of this Ordinance, the Resolution controlling
the temporary budget, being Resolution No. 81 -20 is repealed.
SECTION 4. That this Ordinance was proposed, considered and adopted under the provisions
of Section 166.041 (3) (b) and 200.065 Florida Statutes, and was enacted by no less than
a four - fifths vote of the City Council and shall become effective upon final passage.
DONE AND RESOLVED and made effective this 31st day of October , 1981.
Mr. Andrew Rubin requested the public be allowed to withold comments until Council
considered correspondence.
Councilman Watford stated he has received comments from the community concerning the
Council's previous action to cut the Council on Aging and the Library and asked that the
Council may want to consider reinstatement of the donations.
After discussion by Council members regarding the reinstatement, Councilman Knight
moved to reinstate the $2,000 contribution to the Council on Aging with instructions to
the Clerk to transfer the necessary funds from lapsed salaries within the Police Department
budget. Motion seconded by Councilman Chapman and carried.
Mr. Rubin questioned if the preceeding reinstatement of contribution included both the
Council on Aging and the Library. After being told this motion applied only to the Council
on Aging, Mr. Rubin pleaded with the Council to reinstate the contribution to the Library.

Pro -Tem Chairman Burk informed the Council the ordinance had been heard and called
for a motion. Councilman Watford moved the ordinance adopting the 1981 -82 General Fund
Budget be approved. Motion seconded by Councilman Chapman and carried.

ORDINANCE ADOPTING THE WATER AND SEWER
BUDGET FOR THE 1981 -82 FISCAL YEAR
Pro -Tem Chairman Burk read the ordinance adopting the Water and Sewer Budget for
the 1981 -82 fiscal year in its entirety:
ORDINANCE
AN ORDINANCE ADOPTING THE CITY OF OKEECHOBEE WATER AND SEWER BUDGET
FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1981, AND ENDING SEPTEMBER
30, 1982, AND PROVIDING FOR THE EFFECTIVE DATE THEREOF AND RATIFYING
ALL EXPENDITURES MADE DURING THE PERIOD SPECIFIED.
WHEREAS, Because of Delays in setting budget meetings, and
WHEREAS, The final budget for the Water and Sewer Department of the City of
Okeechobee was not adopted prior to October 1, 1981, and
WHEREAS, The situation is in the nature of an emergency, and
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA:
Section 1. The Budget for the Water and Sewer Department as attached hereto
and made a part hereof, is hereby adopted as the Budget for the operation of the
Water and Sewer Department of the City of Okeechobee for the fiscal year beginning
October 1, 1981, and ending September 30, 1982.
Section 2. It shall be the duty of the City Clerk to keep the necessary records
as required and as may be directed from time to time by the City Council.
Section 3. All expenditures made from October 1, 1981, to date by the Water
and Sewer Department are hereby ratified and this budget shall relate back to October
1, 1981.
Section 4. This Ordinance was prepared, considered, and adopted in accordance
with Florida Statute 166.041 (3) (b) and was inacted by no less than a four - fifths
vote of the City Council and shall become effective upon passage.
DONE AND RESOLVED and made this 31st day of October , 1981, and retroactively
effective October 1, 1981.
After brief discussion regarding the Water and Sewer Budget, Councilman Knight
moved to adopt the Water and Sewer Budget. Motion seconded by Councilman Chapman and
carried.
ADJOURNMENT
There being no further discussion, Pro -Tem Chairman Burk adjourned the meeting
at 8:40 P.M.

Discussion regarding tenative millage and explanation to
general public that total millage has decreased from 6.54
mills last year to 4.377 mills this year with 4.25 for
general city purposes and .127 mills to pay interest and
principal on general obligation bonds.
The general public shall be allowed to speak and ask questions
regarding the millage following which the council will consider
an ordinance setting the final millage.
Public hearing and final reading of an ordinance providing for
the levying and collection of taxes for the City of Okeechobee,
Florida for the fiscal year beginning October 1st, 1981 and
ending September 30th, 1982, authorizing the levying of
$4.25 per thousand dollar valuation for general city purposes
and .127 dollars per thousand dollars valuation to be used
to pay interest and principal on general obligation bonds
maturing during the fiscal year.
Public hearing and final reading of an ordinance adopting
an annual general fund budget for the City of Okeechobee,
Florida for the fiscal year beginning October 1st, 1981 and
ending September 30th, 1982, in accordance with Chapter 200.065
(2) (d), Florida Statutes.
