WORKSHOP SESSION THURSDAY, SEPTEMBER 24, 1981
The City Council of the City of Okeechobee, Florida, convened in workshop session in the
~ City Council Chambers at City Hall, Okeechobee on Thursday, September 24, 1981, for the purpose
of conducting a workshop in connection with the request from Weyant and Thomas in regard to
reservation of sewer and water capacity for the proposed Hatton project at 7:30 P.M.
Chairman/Mayor Edward W. Douglas presided over the meeting with the followi~ Coundilmen
present: Dowling Watford, Jr. , Jim Knight, Donald Burk and Oakland Chapman.
Others present were City Clerk Bonnie S. Thomas, Administrative Assistant Richard C. Fellows,
City Attorney David Conlon and Director of Public Works L. C. Fortner.
$1-123 Director Fornter introduced Dwight Weyant representing the engineering firm of Weyant and
Thomas. Director Fortner explained the figures given to Council members in regard to Sewer
Plant Capacity and discussed the figures with the Council.
Design capacity of existing Sewer Plant 300,000 gallons per day
Existing flow through Sewer Plant:
Average flow for 24 days in September, 1981--209,200 gallons per day
Maximum day for 24 days in September, 1981--336,200 gallons per day
Minimum day for 24 days in September, 1981--164,800 gallons per day
Total rain for 24 days in September, 1981--9.69 inches
Rained 11 days--Average 0.88 inches

Hospital 6,500 gallons
Marrow, Inc. 7,000 gallons
Mobile Home Park 5,400 gallons
Block 71 · ~4.,.200 gallons
Total 23,100 gallons
Chairman Douglas asked Mr. Weyant to renew his request to the Council. Mr. Weyant stated
that his firm had requested approximately 18,000 gallons a day over a three year period.
increasing that amount each year. This amount is based on approximately 300 gallons per
resident.
Councilman Burk questioned Mr. Weyant about the 18,000 gallons projection and if it would
be in phases according to construction.
Mr. Weyant stated that his firm wants to work with the City and he didn't feel it would be
fair to the City to ask for 18,000 gallons and not use it. The requested amount should be
adequate to handle the first year and it will be the later part of 1982 before the capacity is
actually needed.
Councilman Burk stated that he would not give a long reservation period as the City does not
have the capacity available.
Councilman Knight asked Mr. Weyant if he had any plans. Mr Weyant stated that the plans had
been presented to Director Fortner and presented the plan to the Council

After further discussion between Council members and Mr. Weyant, the consensus of the Council
was to allow a reservation of 9,000 gallons for six months and at the end of the six months,
grant further allocation.
Director Fortner briefly discussed with Council members "Water Availability Fee" and
"Sewer Availability Fee" It was the consensus of the Council to allow Attorney Conlon, Director
Fortner and Assistant Fellows to draw up a comprehensive agreement that would be fair to both
the City and the people making the request for capacity.
Mr. Weyant questioned the Council about lines being lowered to accomodate extension to
area outside the developers ownership at the owners' expense. Weyant stated that he had worked
with some municipalities who had made some type of agreement for reimbursement to the developer
when "late comers" come in and hook-up.
Chairman Douglas stated that at this time the Council has no set policy on this situation.
Council members briefly discussed the problems of having such a policy and it was the consensus
of the Council that they do not want to get into the payback situation at this time.
There being no further discussion on the matter, Councilman Burk moved to adjourn the
workshop, seconded by Councilman Chapman. Motion carried, meeting adjourned at 9:15 P.M.

PUBLIC HEARING THURSDAY, OCTOBER 8,
The City Council of the City of Okeechobee, Florida, convened in special session in the City
Council Chambers at City Hall, Okeechobee on Thursday, October 8, for the purpose of holding the
final public hearing and adoption of a resolution for the City of Okeechobee Comprehensive Plan.
Chairman/Mayor Edward W. Douglas called the meeting to order at 7:00 P.M. with the following
Councilmen present: Dowling Watford, Jr., Jim Knight, Donald Burk and Oakland Chapman.
Others present were City Clerk Bonnie S. Thomas, Administrative Assistant Richard C.
Fellows, City Attorney David Conlon.
$1-~ Chairman Douglas stated that the Comprehensive Plan is something that has been required by
the State of Florida and asked if there was anyone present in the audience who wished to speak
in regard to the adoption of the Comprehensive Plan.
There being no response, Chairman Douglas called on Mr. Jim Dwayne of the Central Florida
Regional Planning Council to give a brief overview of the Plan.
