1981-08-06 Budget Workshop2889 33 81 -92 BUDGET WORKSHOP THURSDAY, AUGUST 6, 1981 The Council of the City of Okeechobee met in a budget workshop session on Thursday, August 6, 1981, at 7:00 P.M. at the City Hall Council Chambers, 55 S.E. 3rd Avenue. Chairman Edward W. Douglas called the workshop session to order with the following members present: Donald Burk, Oakland Chapman and Dowling Watford. Councilman Jim Knight was absent. Others present were Bonnie S. Thomas, City Clerk and Richard C. Fellows, Administrative Assistant. Chairman Douglas requested the Clerk to inform the Council as to the results of the Federal Revenue Sharing Proposed Use Hearing held from 6:00 to 7:00 P.M. Clerk Thomas proceeded with advising the Council that only one citizen had attended the advertised Proposed Use Hearing resulting in a single request for paving of city streets to be considered in the 1981 -82 Federal Revenue Sharing budget by the City Council. Clerk Thomas explained to the citizen that present and future Federal Revenue Sharing funds received by the City were to be used toward satisfying the requirements as specified in the recent discrimination suit settlement of Brown vs City of Okeechobee. However, the Office of Revenue Sharing advised that: "A Proposed Use Hearing must be advertised and held for the citizens as routine. Also, an explanation should be made to those in attendance as to the terms regarding the uses by the City's share of Federal Revenue Sharing Funds as ordered in the settlement ". Chairman Douglas asked Administrative Assistant Fellows to present the first draft of the City's new 1981 -82 proposed budget to the Council. Assistant Fellows explained to the Council the budget at this time is to be considered a "working document" to be fine tuned with their suggestions. Fellows also explained that Ad Valorem taxes of 6.54% would remain the same for fiscal year 81 -82 as they were for fiscal year 80 -81. Assistant Fellows further stated that up to this point, administrative meetings had been held with the staff in the process of preparing this proposed budget and that some requests have been already dropped by Department heads from this present draft resulting in this present balanced "working document ". It was also pointed out that new items in the 81 -82 proposal included Water Plant improvements, lateral sewers (which hinges on the 201 facility program) and a total overall change in salarys of about 9 %. The Council proceeded to examine page by page the sixty -five page budget with discussion on items both new and routine throughout. The new budget format is comprehensive going into more detail than previous years and adhering strictly to the uniform accounting system for Local Units of Government of the State of Florida and is a balanced document. Items to be discussed for possible deletions in a workshop session including department heads was set to be heard Thursday, August 13, 1981, in the Council Chambers at 7:00 P.M. At that time, Council will begin where it left off on this date with the Street Department and continuing into the Water and Sewer Department. 2890 There being no further discussions at this time, the meeting was adjourned by Chairman Douglas at 10:15 P.M. Douglas Chairman /Mayor City of Okeechobee 81- 81 -77 FIRST REGULAR MEETING TUESDAY, AUGUST 11, 1981 The City Council of the City of Okeechobee, Florida, convened in a regular session in City Council Chambers at City Hall, Okeechobee, on Tuesday, August 11, 1981, at 7:00 P.M. Chairman /Mayor Edward W. Douglas presided with the following Councilmen present: Dowling Watford, Jim Knight, Donald Burk and Oakland Chapman. Others present were: City Clerk Bonnie S. Thomas, Administrative Assistant Richard C. Fellows, City Attorney David Conlon, Director of Public Works L. C. Fortner, Jr., Fire Chief Keith Tomey and Police Chief Larry Mobley. Chairman Douglas called the meeting to order. Councilman Chapman offered the invocation. APPROVAL OF MINUTES There being a discrepancy in the copying of the July 28th minutes, Councilman Burk moved that the minutes not be approved until the discrepancy is corrected. Seconded by Councilman Chapman. Motion carried. PUBLIC HEARING SECOND AND FINAL READING ORDINANCE AMENDING ORDINANCE 402 Chairman Douglas read in its entirety an ordinance rezoning property on the corner of Northeast 3rd Avenue and 3rd Street, Lot 6, Block 143, City of Okeechobee: and ORDINANCE AMENDING ORDINANCE NO. 402, BEING THE COMPREHENSIVE ZONING ORDINANCE WHICH ESTABLISHES ZONING REGULATIONS FOR THE CITY OF OKEECHOBEE, FLORIDA, AND PROVIDES FOR THE ADMINISTRATION, ENFORCEMENT, AND AMENDMENT THEREOF. AMENDMENT CHANGES CLASSIFICATION OF SPECIFIED LAND FROM RESIDENTIAL SINGLE FAMILY TO COMMERCIAL. WHEREAS, application has been duly made to change the zoning classification as hereinstated, WHEREAS, all public notices have been duly published according to law, and WHEREAS, public hearings have been held as required by Ordinance 402, and WHEREAS, after consideration of the requirements of Ordinance 402 and the land use plan of the City of Okeechobee and the publics interest, it is deemed to be in the best interest of the City of Okeechobee to change the zoning classification of the land lying within the limits of the City of Okeechobee as hereinstated; now therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA.
