Council instructed her to bill each company, if problems arise, contact the Florida League of Cities for assistance. 81-9 B) BID - BERGER INSURANCE Councilman Watford acknowledged receipt of the revised bid from Berger Insurance. Councilman Knight moved to adjourn. Motion died for lack of second. With the revisions the bid received remains the lowest, therefore, CounciZman Watford moved to accept the revised bid from Berger Insurance for insurance coverage for the City, seconded by Councilman Chapman, motion passed. 81-56 U.S. LABOR DEPARTMENT Councilman Burk informed the Council the U.S. Labor Department has listed Okeechobee as one of the areas that has a labor surplus. Therefore, they (Labor Department) are making available defense purchasing contracts to help alleviate the unemployment problems. The Florida League of Cities is asking those areas to contact the local development authorities (i.e. Chamber of Commerce, downtown businessmen, and the local media) to see if they would assist the City in publicizing this program. Councilman Burk suggested Assistant Fellows persue this matter. Council concurred. WORKSHOP Chairman Douglas set a Workshop date for Thursday, May 28th, with the Planning Board and for disucssion of City street paving. Chairman/Mayor Edward W. Douglas presided with the following Councilmen present: Dowling Watford, Jr., Donald Burk, Oakland Chapman and Jim Knight. Others present were: City Clerk Bonnie S. Thomas, Administrative Assistant Richard C. Fellows and Deputy Clerk Janice M. Mann. 28.. 6 Chairman Douglas called the meeting to order for the purpose of the first public hearing on the Comprehensive Plan. 81-15 COMPREHENSIVE PLAN Mr. Ken Ford and Mr. Bill Miller of the Central Florida Regional Planning Council were present to conduct a public hearing and receive comments from citizens and members of the Council regarding the City of Okeechobee Comprehensive Plan. Bill Miller outlined the Plan and some of its problems as follows: I. INCONSISTANT DEVELOPMENT PATTERS PROBLEM: Strip development ALTERNATE SOLUTION: 1) Limit Highway commercial use 2) Restrict access to and from main highways 3) Incentives for development away from highways 4) Combinations of above Do not address 6) Others PROBLEM: Site design/neighborhood differential ALTERNATE SOLUTIONS: 1) Establish residential site 2) Formulate planned unit development 3) Discourage thru traffic thru residential neighborhoods 4) Combinations of above 5) Do not address 6) Others II. Marvin Arrants, Florida Power & Light representative, presented their "utilities etement~' and requested it be considered for adoption into the plan instead of the existing one. I ? I I I! I 2837 Council discussed with Mr. Arrants different aspects of the plan and the utilities element regarding Florida Power & Light Company. Mr. Arrants was asked to deliver copies of his proposal to the Clerk's office for distribution to and study by the Council. The floor was then open for comments, corrections, additions or deletions by the Council. It was noted that upon adoption of the Comprehensive Plan, it becomes law and all development shall then follow the guidelines of the plan. Councilman Watford commented on housing, land conservation and sanitary sewer. He then asked if any Council member was equally concerned with the "housing element" of the proposed plan, particularly: 1) Housing authority 2) Community development department 3) Fair housing ordinance Watford expressed the desire to eliminate these provision, he would not like to see the City establish a "Housing Authority" as such. Mr. Miller suggested changing the wording so that "when the need becomes evident the city will consider the adoption of a housing authority." Councilman Burk commented that with the City of Okeechobee's small boundry lines it would not be necessary to have a housing authority. Burk commented further on publicly assisted housing projects (community development department), and expressed the desire to see the section regarding it deleted. He felt it did not apply to the City of Okeechobee, however, if strictly informational it was alright. Assistant Fellows noted that a Housing Authority and housing projects can be beneficial to such as senior citizems, on fixed incomes. He also noted that any clause can be left in the plan as long as it is not mandatory. The representatives agreed to reword the various sections noted for changes this evening and present the first draft for the second public hearing. MESSAGE FROM PRESIDENT Chairman Douglas stated, for a point of information, when the President was shot the City sent a card to him. The City received a reply, which Chairman Douglas read: "I was so happy to receive your get well message. Knowing of your friendship and prayers encourages me daily. From the bottom of my heart thank you for caring." Ronald Reagon Chairman Douglas informed the Council of a letter from Senator Neil who acknowledged the r~¢eipt of the City's Resolution concerning the widening of Highway 441. The invocation was offered by Councilman Dowling Watford, Jr. 81-2 APPROVAL OF MINUTES --~ Councilman Burk moved to approve the minutes o£ the April 23rd, 1981, workshop meeting as presented, seconded by Councilman Chapman, vote carried. 81-39 FIRST READING - ORDINANCE - COMMERCIAL GARBAGE RATES Chairman Douglas introduced for first hearing an ordinance amending Chapter 10 of the Code of Ordinances to provide a comprehensive schedule for businesses and institutions utilizing commercial garbage dumpsters. Councilman Burk moved to waive the first reading of the ordinance amendment, seconded by Councilman Chapman, motion passed. Second and final hearing set for May 26th, 1981. 81-47 PHIL BERGER - INDUSTRIAL DEVELOPMENT AUTHORITY Phil Berger, representing the Okeechobee County Industrial Development Authority~ appeared before the Council to discuss cooperation With the City in the development of industrial properties. Mr. Berger explained that Mr. L.M. Taylor has applied for rezoning his tract of land from Residential, Single Family (RSF) to Industrial (I). If granted the owner (Mr. Taylor) has agreed to deed to the City a seventy foot (70') right-of-way. The adjoining property owner, Mr. Jennings, has agreed to do the same, thus giving the ~ City a direct access to the City's 154 acres.
