FIRST REGULAR MEETING MONDAY, NOVEMBER 10, 1980
The City Council of the City of Okeechobee, Florida, convened in a Regular Session in the
Council Chambers at the City Hall, Okeechobee, on Monday, November 10, 1980, at 7:00 P.M.
Chairman/Mayor Edward W. Douglas presided with the following Councilman present: Donald
Burk. Councilmen absent were: Jim Knight, Oakland Chapman and Lytle Raulerson.
Others present were: Bonnie $. Thomas, City Clerk; L.C. Fortner, Jr., Director of Public
Works and Janice M. Mann, Deputy Clerk.
Chairman Douglas called the meeting to order and informed the public that with only two
councilmen present there was not a quorum so no formal action could be taken. However, the
citizens present could be heard.
MIKE ROSE - REQUEST CANALS BE CLEANED WILCOX SHORES
Citizen Mike Rose appeared before the Council and requested that the canals in Wilcox
Shores be cleaned of debris and made passable.
Chairman Douglas informed Mr. Rose of past requests.
Councilman Burk remarked tha~ if the City maintained the canals, it would in essence,
make all the City tax payers pay for a "private" section of homes.
Chairman Douglas noted the City has no proper easements along the canals to enable
equipment in to clean out the area.
No action taken, Mr. Rose was asked to return on November 25th for further discussion.
80-96 HARRY HORRICK - FIRST SAVINGS AND LOAN
Mr. Harry Horrick of First Savings and Loan of Okeechobee appeared before the Council
to request the alleyway behind the Savings and Loan building be changed to a "ONE WAY" alley
(from west to east). And that "DO NOT ENTER" signs be placed on the east end of the alley.
Attorney Conlon advised this should be done by an ordinance, however, it could be done
by a motion.
Chairman Douglas advised Mr. Horrick that action will be taken on this matter at the
November 25th meeting.
COMMUNICATIONS FROM DEPARTMENT HEADS
A. DIRECTOR OF PUBLIC WORKS
1) BIDS - WATER CONTRACTS
Director Fortner advised the Council that the Public Works Department has advertised for
bids on "Boring and Jacking" and "Installation of Waterlines". The bids are to be opened
November 24th.

l) 151 ACRES
Clerk Thomas noted that two citizens have requested entrance to the 151 acres, to
inspect the property prior to submitting a land lease bid.
Chairman Douglas stated that Director Fortner has the key that opens the gate on Bass --'~
Street in Douglas Park. I

80-20 1) COMPREHENSIVE PLAN
Chairman Douglas asked the City Attorney if some of the preliminary work on the Compre-
hensive Plan can be delegated to the Planning Board.
Attorney to research then report.
B. DONALD BURK
Councilman Burk asked Planning Board Member James Kirk, who was present, if the Board
has begun any work on a lot clearing ordinance.
Mr. Kirk noted that there was some preliminary discussion at the last meeting. Attorney
Conlon advised the Board members requested time to study the sample ordinances and outline
presented by Conlon, prior to making any recommendations.

The vouchers were reviewed and initialed by Chairman Douglas and Councilman Burk on the
following:
Water & Sewer Operation & Maintanence $58,103.17
Water & Sewer Revenue Fund $108,129.14
General Fund $91,750.85
I & S Refunding Bonds $2,900.00
Federal Revenue Sharing Trust Fund $36,800.00
Cigarette Tax Fund $300,000.00
Payroll Account $21,979.37
ADJOURNMENT

Chairman/Mayor Edward W. Douglas Presiding with the following Councilmen present: Jim
Knight, Oakland Chapman and Donald Burk. Councilman Lytle Raulerson absent.
Others present were: Bonnie S. Thomas, City Clerk; Larry Mobley, Police Chief; Keith
Tomey, Fire Chief; Richard Fellows, Administrative Assistant; L.C. Fortner, Director of Public
