1980-10-29 Recessed Meeting2730 5) MEETING DATES Chairman Douglas reminded the Council of the following meeting dates: October 29, 1980 - Administrative Assistant interviews November 3, 1980 - FRS hearing Millage hearing Budget hearing 80-91 6) REQUEST FOR REFUNDS Chairman Douglas brought to Council's attention that Mr. Richard Logue and Mr. William I. Rooks have requested a refund of variance fee of $100.00 paid by each. Both gentlemen felt since the Board of Adjustments and Appeals was advised they could not grant variances except for unique situations, they were ill advised to seek one. Councilmen Knight and Burk felt there was an element of confusion and error. Therefore, Councilman Knight moved to refund the $100.00 fee paid by both Mr. Logue and Mr. Rooks, seconded by Councilman Chapman, vote carried. Councilman Raulerson opposed. B. OAKLAND CHAPMAN 1) TRASH PICK-UP Councilman Chapman reported a mix-up on a trash pick~up complaint at South West 5th Street and Parrott Avenue, and stated he would clear the matter up. 2) VACANT LOT Councilman Chapman reported that the vacant block located on South West 6th Street and Parrott Avenue, owned by Christina Hooker, needs mowing. Building Official Westbrook to contact Ms. Hooker and inform her of the situation. C. DONALD BURK Councilman Burk asked Councilman Chapman to meet with Police Chief Mobley and set up radar to catch speeders in the City. Councilman Chapman agreed to do so. Thomas - City Clerk City of Okeechobee RECESSED MEETING WEDNESDAY~ OCTOBER 29~ 1980 The City Council of the City of Okeechobe% Florida, met in a recessed session at 2731 7:00 P.M., Wednesday, October 29, 1980, with the following members present: Chairman/ Mayor Edward Wo Douglas, Councilman Raulerson, Councilman Burk and Councilman Chapman. Councilman Knight was absent. Also present were Bonnie S. Thomas, City Clerk and L.C. Fortner, Director of Public Works. 80-71 INTERVIEWS CONDUCTED The purpose of the meeting was to personally interview applicants seeking the position of Administrative Assistant to the City's Mayor. Scheduled interviews at timely intervals were held by the Council with the following individuals: Mr. Richard C. Fellows Mr. Thomas A. Markham Mr. Joe Mitchell Mr. Bela J. Papp Mr. Patrick J. Seery Mr. George W. Tsismanakis Mr. Tony Calandriello Mr. Charles Merz Other applicant scheduled but did not appear, Mr. Brent Perkins. Each applicant was asked by Mayor Douglas to give a brief analysis of his background and experience. Council members then questioned the applicant as to his qualifications relative to municipal government management. Certain specifics discussed concerned high level management in the areas of Budget, Federal and State Grants, personnel, Public Works and Comprehensive Planning and carrying out basic duties of the Mayor's office. Councilman Burk explained to the applicants the City Clerk was an elected official whose duties were defined in the Charter and thereby would not be involved with the operation of the Mayor's office except to assist in certain areas. At the conclusion of the interviews, Council set Monday, November 3, 1980, after the scheduled meeting, for a workshop. The Mayor and City Clerk were requested by the Council to contact references listed in resumes of four applicants: Mr. Fellows, Mr. Mitchell, Mr. Tsismanakis and Mr. Merz.
