RECESSED MEETING MONDAY, OCTOBER 20~ 1980
The City Council of the City of Okeechobee, Florida, convened in a Recessed meeting in
the Council Chambers at City Hall, Okeechobee, on Monday, October 20, 1980, at 7:00 P.M.
Chairman/Mayor Edward W. Douglas presiding with the following Councilmen present:
Oakland Chapman, Donald Burk, Jim Knight and Lytle Raulerson.
Others present were: Bonnie S. Thomas, City Clerk; David Conlon, City Attorney and
Janice M. Mann, Deputy Clerk.
80-89 FEDERAL REVENUE SHARING PROPOSED USES
Appointed Administrator of Federal Revenue Sharing Funds David Conlon presented a
Federal Revenue Sharing Funds proposed use budget to the Council to incorporate into the
General Budget. Proposed uses as follows:
Unappropriated Funds - $16~241.75
$2,000.00 - For the new City dog poUnd operation
$1,500.00 - For the lighting of the City streets during the Christmas season
Unappropriated Funds - $15,24t.75 plus
Balance of Entitlement Eleven - $20,517.00
TOTAL - $36~758.75
Total used - For construction of bike trails connecting the five public schools
Total used - On a comprehensive drainage plan and/or maintenance for the entire City
Attorney Conlon advised the Council and Clerk to advertise the final Millage hearing
and final Revenue Sharing hearing to be held on November 3, 1980.
~)-?1 CITY ADMINISTRATOR
Citizen Spencer Kirton appeared before the Council to object to the hiring of a City
Administrator. Kirton felt the City of Okeechobee is not large enough to warrant an ad-
-ministrator.
...... Chairman Douglas advised Mr. Kirton to return at the October 28th meeting, to voice an
opinion at that time.

CITY VOLUNTEER FIRE DEPARTMENT
Ricky Holt, representing the City Volunteer Fire Department, appeared before the
Council to request funds to outfit the volunteers. Certain equipment is needed to
comply with Federal guidelines.
Mr. Holt requested approximately $6,000.00 of the Federal Revenue Sharing Funds.
Attorney Conlon advised Mr. Holt to return on November 3rd, and present proposal
then.
80-81 OKEECHOBEE COUNTY LIBRARY
Bruce Homer, representing Okeechobee County Library, appeared to request $9,000.00
of the Federal Revenue Sharing Funds be set aside for the Library.
J.P. DELONEY
Citizen J.P. Deloney appeared to reaffirm his request bike trails connecting all
the public schools.
Chairman Douglas told the citizens with new Federal Revenue Sharing requests to
return November 3rd.
80-57 DISCRIMINATION SUIT
Attorney Conlon gave an up-date report on the discrimination suit. The County has
settled out of court. The settlement will provide for drainage improvements in Douglas
Park, however, it does not include cleaning and maintaining the City ditch in Dean's
Court.
The City does not have the proper equipment to adequately clean the ditch. If the
settlement is not revised to include Dean's Court the City will have an added legal
burden set upon them.
Attorney Conlon advised the individual Councilmen to urge the County to include
cleaning of the City ditch as part of their settlement.
