1980-10-16 Recessed Meeting2718 5) ADMINISTRATIVE ASSISTANT Council set a Workshop for Wednesday, October 29, 1980, to interview applicants for Administrative Assistant to the Mayor beginning at 7:00 P.M. -'~ 80-81 6) OKEECHOBEE COUNTY LIBRARY Chairman Douglas read a letter of request from the Okeechobee County Library for a donation of Nine Thousand Dollars ($9,000.00) 7) BUDGET Chairman Douglas requested Department Heads to submit budget cuts to the Clerk's office to enable the Clerk to prepare a tentative budget for Council review at a Budget Workshop, Thursday, October 16, 1980, at 7:00 P.M. Advertise meeting on local radio station and notice on City Hall bulletin board. B. LYTLE RAULERSON Councilman Raulerson recommended the meeting be recessed so the Council can finish the budget and clarify certain City policies concerning payment of phone servico for certain employees, specifically stating which departments and what employees. Chairman/Mayor Edward W. Douglas presiding with the following Councilmen present: Oakland Chapman, Lytle Raulerson, Donald Burk and Jim Knight. I I I i11! '! I I 2715 Others present were: Bonnie S. Thomas, City Clerk; Larry Mobley, Police Chief; Keith Tomey, Fire Chief; David Conlon, City Attorney, and Sylvia Christian, Deputy Clerk. LEGAL DEPARTMENT - BUDGET CUTS Council discussed budget cuts in the legal department and adjustments were made as follows: 514.31 Legal Department Expense $12,000.00 514.32 City Attorney Expense 270.00 514.33 Special Attorney's Fees 7,200.00 514. Discrimination Suit Exp. 7,000.00 STREET DEPARTMENT Street division salaries (541.11) were cut from $79,418.96 to $70,290.96, this was done by eliminating a new position. Also, the mechanic's salary (541.12) was reduced do to the recent hiring of a new mechanic at a lesser amount. The operating expense (541.31) was reduced from $50,000.00 to $45,000.00 and reduced equipment (541.61) to $1,000.00. This was a total reduction of 12.65%. REFUSE COLLECTION (534.31) 80-72 Due to the fact that the City/County dump will be moved, Chairman Douglas asked the Council to consider billing through the Water Department for garbage pick-up. A rate structure could be worked out with L,P. Sanitation to prevent people, who do not now have service, from cluttering the City with trash. It was suggested it be made mandatory that each City water customer have garbage pick-up. This should be let out for bids. The possibility of including trash pick-up was also discussed. No action taken at this time. COUNCILMEN SALARY (511.11) Council agreed to delete the $100.00 salary increase for newly elected Councilmen. They felt the increase was not necessary with the hiring of an Administrative Assistant. 80-71 ASSISTANT TO MAYOR (512) Council discussed the different expenditures that must be considered when hiring an Administrative Assistant to the Mayor, such as secretary's salary, equipment and supplies. Line item 512. was reduced by $5,000.00. TELEPHONE REIMBURSEMENT (519.31) Council discussed discontinuing telephone reimbursement for all City employees that are presently receiving it. Chairman Douglas was in favor of continuing with the four department heads and two supervisors. Council agreed by individual oral vote to discontinue all telephone reimbursement. ~-~1 DONATIONS (519.36) Councilman Knight felt there should not be any donations unless all requests are considered. Councilman Chapman reported he invited different groups to come to the Federal Revenue Sharing hearing to request donations. Councilman Burk stated he still felt the same as before, the donations are a double burden on the City tax payer. Due to the needed cut backs in the budget this year, the donations had to be dropped. However, Councilman Burk felt it wise to donate to the Council on Aging because the funds are matched $8.00 for every $1.00, by the State. 2?20 Council agreed to discontinue donations for the time being except for Council on Aging, unless possible through Federal Revenue Sharing Funds. POLICE DEPARTMENT Council reduced the Police Department budget as follows: Overtime from $6,500.00 to $5,500.00 Investigation from $400.00 to $100.00 Law Enforcement Education from $1,000.00 to $750.00 Chairman Douglas recommended the Police Chief's clothing allowance be reduced from $600.00 per year to $400.00. Vote of Councilmen Chapman, Burk, Douglas and Raulerson, yes. Knight abstained. FIRE DEPARTMENT Chief Tomey reported there is a possibility a new pump will have to be purchased in 1981. Chief Tomey stated the funds are not in his budget. Councilman Raulerson stated when the need arose to replace the pump the monies would come out of Contingencies, which is set aside specifically for emergencies. Chief Tomey noted the total reduction in his budget amounted was $4,665.00. 1980-81 BUDGET Clerk Thomas was instructed to prepare the 1980-81 General Budget using the corrections noted, make ready for adoption. 80-94 WATER RATES Director Fortner advised the Council that the water rates are in violation of Florida Statutes 180, which regulates rates charged to customers inside and outside City limits. It was suggested by Attorney Conlon that a rate structure study be done by an engineering firm. Councilman Burk moved to authorize the firm of Barker, Osha and Anderson to do a rate structure study of the water rates, cost not to exceed Seven Thousand Dollars ($7,000.00), seconded by Councilman Raulerson. Councilman Knight wondered if Council needed to aquire bids from other firms. Councilman Burk brought to Council's attention that Don Osha did the present rate structure and has some information already. Chairman Douglas called for a vote on Councilman Burk's motion, motion carried. 1980-81 WATER & SEWER BUDGET Councilman Burk moved to adopt the 1980-81 Water & Sewer Budget retroactive to October 1, 1980, seconded by Councilman Knight, vote carried. FINANCE CHAIRMAN - BUDGET CUTS Finance Chairman Raulerson commended the Department Heads for their cooperation in cutting the budget. Mann, Deputy Clerk. 80-89 FEDERAL REVENUE SHARING PROPOSED USES Appointed Administrator of Federal Revenue Sharing Funds David Conlon presented a Federal Revenue Sharing Funds proposed use budget to the Council to incorporate into the General Budget. Proposed uses as follows: Unappropriated Funds - $16~241.75 $2,000.00 - For the new City dog pound operation $1,500.00 - For the lighting of the City streets during the Christmas season Unappropriated Funds - $16,241.75 plus Balance of Entitlement Eleven - $20,517.00 TOTAL - $36~755.75 Total used - For construction of bike trails connecting the five public schools Total used - On a comprehensive drainage plan and/or maintenance for the entire City Attorney Conlon advised the Council and Clerk to advertise the final Millage hearing and final Revenue Sharing hearing to be held on November 3, 1980. ~0-71 CITY ADMINISTRATOR Citizen Spencer Kitten appeared before the Council to object to the hiring of a City Administrator. Kirton felt the City of Okeechobee is not large enough to warrant an ad- ministrator. .-' Chairman Douglas advised Mr. Kirton to return at the ©etober 28th meeting, to voice an opinion at that time.
