RECESSED MEETING TUESDAY~ SEPTEMBER 30~ 1980
The City Council of the City of Okeechobee, Florida, convened in a Recessed Meeting
in Council Chambers, City Hall, Okeechobee, on Tuesday, September 30, 1980, at 7:00 P.M.
Chairman Edward W. Douglas presiding with the following Councilmen present: Donald
Burk, Lytle Raulerson, Oakland Chapman and Jim Knight.
Others present were: Bonnie S. Thomas, City Clerk; Larry Mobley, Police Chief;
Keith Tomey; Mallette Westbrook, Building Official; L.C. Fortner, Jr., Director of Public
Works, David Conlon, City Attorney and Sylvia Christian, Deputy Clerk.
The meeting was called to order by Chairman Edward W. Douglas.
HUMANE DEPARTMENT
Councilman Chapman presented applications for employment OF a Humane officer and
recommended Council hire Randall Lewis Whipple. Councilman Chapman suggested the new
officer work under the supervision of the Humane Society.
Councilman Burk objected and suggested a workshop.
Councilman Chapman moved to employ Randall Whipple as Humane Officer at a beginning
annual Salary of Eight Thousand Nine Hundred Sixty-Five Dollars ($8,965.00), seconded by
Councilman Knight, motion passed.
POLICE DEPARTMENT
Police Chief Mobley presented applications for employment of a dispatcher, noting three
of the applicants had previous experience, all twenty-six met the minimum requirements.
Chief Mobley recommended hiring Nancy Ann Thornton, a former police dispabcher, but
stated two applicants Edna F. McClelland and Charles W. Whipple were equally qualified,
and would be satisfied with Council's decision on either one.
Councilman Knight moved to hire Nancy Ann Thornton as police dispatcher at a beginning
annual salary of Eight Thousand Nine Hundred Sixty-Five Dollars (~8,965.00), seconded by
Councilman Raulerson. With Councilmen Knight, Raulerson and Chapman voting yes, Councilman
Burk abstained from voting, motion passed.

OKEECHOBEE COUNTY BANK - NEW BRANCH
Okeechobee County Bank has invited the City Council to attend the opening of
~the new branch office on Monday, October 6, 1980, 10:00 A.M.
RESOLUTION - TEMPORARY OPERATING BUDGET
Chairman Douglas read a resolution to adopt a temporary operating Budget as
follows:
WHEREAS, the City of Okeechobee, Florida, has not adopted its tenative budget
for the fiscal year beginning October 1, 1980, and ending September 30, 1981; and
WHEREAS, Florida Statute 200.065 authorizes the adoption of the prior year
adopted fiscal budget, as amended, in such a situation, and
WHEREAS, this Resolution is being considered at a duly constituted meeting of the
Council of the City of Okeechobee, Florida,
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Okeechobee, Florida,
as follows:
1. That until such time as the City of Okeechobee adopts its budget for the
period beginning October 1, 1980, and ending September 30, 1981, the City hereby adopts
its prior year adopted fiscal budget, as amended, and authorizes the expenditure of
money based upon said budget.
PASSED AND ADOPTED in a scheduled session of the City Council of the City of Okee-
chobee, Florida, this 30th day of September, 1980.
Councilman Raulerson moved to adopt the Resolution as read,~ seconded by Councilman
Burk, motion passed.
STREET DEPARTMENT
Council considered applications for a Street Department employee, with Director
Fortner recommending Ray Lehman.
Councilman Knight moved to hire Ray Lehman Street Department, at a beginning annual
salary of Eight Thousand Seven Hundred Thirty-Six Dollars ($8,736.00),. seconded by
Councilman Chapman, vote carried.
MECHANIC
Director Fortner informed the Council that Alfred Fisher could not accept the
mechanic job for the salary offered by the City, therefore, Fortner recommended Bruce
Martens at a beginning salary of Twelve Thousand Dollars ($12,000.00).
Councilman Burk moved to employ Bruce Martens as City mechanic at a salary of
Twelve Thousand Dollars ($12,000.00), seconded by Councilman Raulerson, motion passed.
BUDGET REDUCTION
Councilman Chapman made the following suggestions for 1980-81 Budget reduction:
Police Department - telephone bills - $1,600.00 519.31
Christmas Bonus - 930.00 519.13
Incentive raises - 15,000.00
New construction - 5,000.00 519.61
New Councilmen raise - 2,400.00 511.11
Police cars (Lieut. & Detective)
Gas paid - recommend dropping this expense
Police Department - clothing allowance $600.00
Public Works truck - recommend L.C. take
back truck give car to administrator
Assistant Administrator $40,000.00 NEEDED

Councilman Rualerson suggested each Department Head re-submit budget with a ten
percent (10%) reduction over-all.
Council discussed various ways the budget may be cut.
Councilman Knight expressed the desire to eliminate the postion of Administrator
line item of Forty Thousand Dollars ($40,000.00)
Chairman Douglas asked all Department Heads to cut back ten percent (10%) as
Councilman Raulerson suggested.
Citizen Dowling Watford, Jr. was present and asked the Council to reconsider the
postion of City Manager. Mr. Watford noted the citizens on the street oppose this as
he does.
ADJOURNMENT
There being no further business, Councilman Burk moved to adjourn, seconded by
Councilman Raulerson, motion passed.

FEDERAL REVENUE SHARING
PROPOSED USE HEARING MONDAY~ OCTOBER 13~ 1980
The City of Okeechobee, Florida, held a Proposed Use hearing for Federal Revenue
Sharing Funds in the Council Chambers, at City Hall, Okeechobee, on Monday, October
1980, at 7:00 P.M·
Appointed Administrator of Federal Funds David Conlon and Deputy Clerk Janice M.
~. Mann were present.
~-89 FEDERAL REVENUE SHARING
Appointed Administrator Conlon called to order the City of Okeechobee's scheduled
--- public hearing concerning proposed uses for Federal Revenue Sharing Funds.
Conlon advised the purpose of the hearing was to solicit from the public, in oral
or written form, their suggestions as to the uses the City should put the sum of Sixteen
Thousand Two Hundred Forty-One and 75/100tbs Dollars ($16,241.75) which represents un-
appropriated funds and Twenty Thousand Five Hundred Seventeen and no/10Oths Dollars
($20,517.00) which represents the balance of Entitlement Eleven funds.
Conlon further advised the suggestions will be forwarded on to the City Council at
the special meeting set for October 20, 1980.
