RECESSED MEETING THURSDAY~ SEPTEMBER 4~ 1980
The City Council of the City of Okeechobee, Florida, convened in a Recessed session in
the City Clerk's office, City Hall, on ThurSday, September 4, 1980, at 7:00 P.M.
Chairman Edward W. Douglas presiding with the following Couneilmen present: Lytle
Raulerson, Oakland Chapman, Donald Burk and Jim Knight.
Others present were: Bonnie S. Thomas, City Clerk; David Conlon, City Attorney; L.C.
Fortner, Jr., Director of ?ubli¢ Works; Larry Mobley, ?oliee Chief; Keith Tomey, Fire Chief;
John Cassels, Jr., Speeial Attorney and Sylvia Christian, Deputy Clerk.
80-38 DELTA PETROLEUM
Attorney Cassels gave a brief synopsis on the City-rs-Delta Petroleum case.
The judge rendered a decision to discontinue the injunction. Agreed that the bulk plant
is non-conforming, however, the City waited too long to cease construction.
Attorney Cassels advised the City has the option to appeal.
MILLAGE RATE
Clerk Thomas was notified by the Tax Assessor of the roll back rate for current year on
certification of taxable value 3.06.
Council to set a proposed millage rate for a possible first hearing on October 21, 1980.
After lengthy discusSion, Council agreed to submit the following millage rate to the
tax assessor:
General Fund 5.500
I & S Refunding Bonds .058
Total 5.558
~0-86 STREET SHELLING
Councilman Raulerson moved to have developers and land owners pay the cost of clearing,
paving or shelling streets and installation of water lines in City areas in the future, all
must meet the standards required by the City of Okeechobee, seconded by Councilman Chapman.
Councilmen Chapman, Burk and Raulerson voted yes. Councilman K~ight opposed. Motion passed.
Council instructed Attorney Conlon to prepare a resolution. Write into resolution the
size of the water lines.
BUDGET SESSION
Council set a Budget Workshop for Thursday, September 11, 1980, at 7:00 P.M.
ADJOURNMENT
There being no further business the meeting adjourned at 10:45 P.M.
