Plus the County would pay the City one-half (½) of it's Fire Department operating budget and the City would direct the distribution of men. Councilman Raulerson agreed. Mr. Lashley noted there were definite plans for the setting up of two (2) substations in the works. Then some of the County firemen could be used to man the substations and still fall under the same firefighting system. Councilman Knight requested that copies of the meeting's minutes be given to the County Commissioners to study prior to their regular meeting. Councilman Knight moved that the County Commissioners and City Council hold a joint meeting to discuss the fire departments and the 201 Facility Plan. WORKSHOP DATES Council set up Workshop dates as follows: 1) Thursday, January 31, 1980, to discuss Ordinance #402, Mobile Home setbacks and Ousley waterline agreement. 2) Thursday, February 7, 1980, to discuss 201 Facility Plan with Frederick Bell Engineers. Tuesday, February 19, 1980, to discuss the Fire Department merger and 201 Facility Plan with the County Commissioners. AR~ 31., 1980 The members of the City Council for the City of Okeechobee, Florida, met in Recessed Session Thrusday, January 31, 1980, at 7:00 P.M. Chairman Edward W. Douglas presided with the following members present: Councilman Lytle Raulerson, Councilman Donald Burk, Councilman Jim Knight and Councilman Oakland Chapman. Also present were Bonnie Thomas, City Clerk; David Conlon, City Attorney and L.C. Fortner, Jr., Director of Public Works. 2589 80-16 OUSLEY WATERLINE AGREEMENT Chairman Douglas began the discussion of the Ousley sub-division by asking for the Attorney and the Director of Public Works to bring the Council up-to- date. Attorney Conlon explained to the Council the status of the Ousley sub- division water line situation. Mr. Ousley, whose sub-division is outside the City limits has not met certain requirements necessary by State law for his project, according to the Attorney. Conlon informed the Council that he had contacted the Florida Land Board concerning Ousley's exemption of certain regu- lations (registration with the State) and was assured that Ousley was not exempt from registration as he contends. The Council discussed the avenues Mr. Ousley could take to become exempt thereby becoming State approved and otherwise elegible for City water lines to be extended to his property. The Council contended this was Mr. Ousley's responsi- bility, however, to take these steps for himself and not that of the Okeechobee City Council. The four (4) fire hydrants to be installed on the property is a matter Mr. Ousley will have to take up with the County Commissioners, according to the Council. Councilman Knight suggested Mr. Ousley first take up his fire hydrant request with the County Commissioners then bring up the other situation to the County or go to the State office in Tallahassee. Councilman Raulerson stated that surface water drainage must be approved and cleared by the State water drainage Board and County Commission. The Council agreed that Mr. Ousley must meet all State requirements, regulations, etc. before the City could extend water service to his property. PUMP FOR S?RINKLER SYSTEM Director Fortner informed the Council that the sprinkler system pump was not working. He asked the Council for a recommendation concerning its replace- ment. Motion was made by Councilman Knight for the City to purchase a single phase three (3) horse power pump for the existing well water sprinkler system, seconded by Councilman Chapman and vote carried. PIPE FOR WATER LINE Councilman Burk, upon addressing Chairman Douglas, expressed to the Council his concern as to the availability of pipe for City water line improvements. He stated the fact that since pipe is a petroleum product the price will quite possibly continue to climb. It was suggested by Councilman Burk that the Council consider letting bids and purchasing a truck load of pipe. According to Councilman Burk in some areas of the City the water lines have become inadequate and need to be replaced, and the Council should seek to rectify the situation as soon as possible. After discussion of the water line situation the Council instructed Director Fortner to proceed with the bid process for water pipe. 80-17 ORDINANCE #402 Councilman Raulerson pointed out to the Council several problems with the new Zoning Ordinance #402. The first area of concern mentioned was the Mobile Home Setback requirements. This was cleared up upon study of the Sub-Division ordinance which specifies the setbacks more clearly. A lot must be five thousand (5,000) square feet and mobile home owner must not cover more than thirty percent (30%) of the original lot. A mobile home park requires that you must have a setback of twenty-five feet (25') in front on all street sides. Mr. Raulerson stated he felt that a lot should be no less than fifty feet (50') frontage and no less than one hundred feet (100') or more deep. Interior lots are different. The twenty-five foot (25') front setback with six foot (6') side setbacks with thirty percent (30%) coverage was agreed upon by the Council tentatively. It was determined that much more study is needed before a final decision can be made. Other articles in the Zoning Ordinance were discussed with no action taken. STREET LIGHT REQUESTS Two street light requests were referred to Councilman Knight by Chairman Douglas for processing.
