RECESSED MEETING TUESDAY~ JANUARY 15~ 1980
The members of the City Council for the City of Okeechobee, Florida, met --~
in recessed session on Tuesday, January 15, 1980, at 7:00 P.M.
Chairman Edward W. Douglas presided with the following members present:
Councilman Lytle Raulerson, Councilman Donald Burk, Councilman Oakland Chapman,
and Councilman Jim Knight. Also present were City Attorney David Conlon and
City Clerk Bonnie S. Thomas. Others present were L.C. Fortner, Jr., Director of
Public Works and Ron Dixon, Engineer from Robert E. Owens and Associates,
representative for the City Engineer.
80-7 CLEARWELL
Chairman Douglas called the meeting to order and welcomed Mr. Ron Dixon,
engineer from Robert E. Owens and asked him to come up and lead the discussion
concerning problems with the City's new clearwell.
Mr. Dixon told the Council that the engineers had reviewed the letter
containing the findings of the Sverdrup Engineering Company and had two questions
they would like to have answered. One of testing proceedures the other was cost
of repairs. Dixon stated he felt that if the Clearwell was put into operation
and checked periodically for corrosion it could be repaired or patched.
However, he further stated that he could see nothing wrong with more testing if --~
the Council was so inclined and felt that perhaps it would be a good idea.
Attorney Conlon asked Mr. Dixon if he would recommend that the Council
accept the tank right now and pay final payment to the contractor? Dixon said

he felt the tank was structurally sound but would prefer to have the City's
Engineer, Don Sheppard, answer that question.
Councilman Burk expressed his continued concern about the durability of the
Two Hundred Fifty Thousand Dollar ($250,000.00) clearwell and its service to the
community five (5) years from now. He asked Chairman Douglas to allow the Council
to study at this time the photographs of the clearwell showing cracks, corrosion
and leaks, taken recently. The photos were passed around for all to see and
discussion continued.
The Councilmen listed various concerns of the new tank and its present
condition. Councilman Burk stated that hydrolic pressure could cause contamina-
tion into the tank from the outside in. Councilman Raulerson questioned honey-
combing of cement within the walls caused by method of pouring; change midway of
construction from orginal structural design of horizontal to vertical. It was
noted that this design change was made by the engineers not the contractor.
Also, the tank was designed and inspected by Owens & Associates engineers.
Councilman Knight interjected the fact that the contractor had been asked
by the Council at a previous meeting if he would extend his one year warranty in
view of the Council's concern and he refused. Councilman Knight felt if the
Clearwell was sound the contractor would be willing to extend the warranty two
or 3 years, instead of the Council refusing to accept it and requiring him to
rebuild it. Councilman Knight asked Dixon if the Company had ever had a tank
crack like this? Dixon stated he'd never had one crack this much.
Dixon said he did not find anything in the tank that indicates structural
stress and felt the cracking occured before the concrete developed its strength
but as far as the overall structural strength he was not concerned about its
durability. He further stated the noted dampness was not a leak. The leaks had
been stopped by patching but stated you will have dampness with concrete. There
are no running water leaks. They would not be permissible because it would
cause the early demise of the tank according to Dixon.
L.C. Fortner, Director of Public Works, stated his concern was the dark
brown stain that had appeared that was not rust. He did not know what the sub-
stance was and would like to have an answer to this.
Councilman Burk asked Dixon if he would feel safe accepting this clearwell
and Dixon told the Council that personally if these stains materialized later
his answer would be yes. Right now, no.
Chemicals in products used for patching were brought up in the lengthy
discussion. Also, the E.P.A. and F.D.A. approval.
The final opinions of the Council were dissatisfaction with the new clear-
well in its present state of condition. Final payment will not be rendered at

this time. It was expressed unanimously that further study will be sought.
Ron Dixon advised the Council to do as it felt necessary.

201 Facility Plan payment #8 was discussed. It was agreed to postpone
payment at this time.

Council to study the issue of the OkeeAirCo rate increase before the next
meeting.
ADJOURNMENT
It being the hour of 9:30 P.M., Chairman Douglas called for a recess of the
meeting until next regular meeting of January 22, 1980, at 7:00 P.M.

SECOND REGULAR MEETING TUESDAY~ JANUARY 22~ 1980
The City Council of the City of Okeechobee, Florida, convened in Regular
Session in the Council Chambers, City Hall, Okeechobee, Florida, at 7:00 P.M.,
Tuesday, January 22, 1980.
President Edward W. Douglas presiding.
Councilmen Oakland Chapman, Jim Knight, Donald Burk and Lytle Raulerson
were present.
Others present were: Bonnie S. Thomas, City Clerk; David Conlon, City
Attorney; Donald Wells, Building Official; L.C. Fortner, Jr., Director of Public
Works; Keith Tomey, Fire Chief and Sylvia Christian, Deputy Clerk.
The Invocation was offered by Councilman Oakland Chapman.
80-1 APPROVAL OF MINUTES
Councilman Burk moved to approve the minutes of the January 8th and 15th,
1980, meetings, seconded by Councilman Raulerson, vote carried.
80-11 J.P. DELONEY - BIKE TRAILS
Citizen J.P. Deloney appeared before the Council requesting bike trails in
the City. Mr. Deloney noted two reasons for his request 1) to conserve energy,
2) to prevent accidents and save lives. The trails should go to each school
and shopping center.
