Optional elements Dr. Bartley ended the session with a request to the City Clerk that copies of the materials to date be distributed to the Council members and City Attorney for study. The Council discussed the problems facing the City at present consisting of a large work load and the pending suit over Federal Revenue Sharing. It was sug- gested that a request for a year's extension on the Comprehensive Plan was in order. The Council instructed the City Attorney to inquire into this possibility and report his findings at a later date. ADJOURNMENT This being a workshop for the specific purpose of Comprehensive Plan study, and that being completed for this period, the meeting was Recessed at 8:00 P.M., until December 6, 1979. Thomas City Clerk City of Okeechobee WORKSHOP SESSION THURSDAY, DECEMBER 6~ 1979 The City Council of the City of Okeechobee, Florida met in Recessed session on Thrusday, December 6, 1979, at 7:00 P.M, City Council Chambers, City Hall, Okeechobee, Florida. President Edward W. Douglas presiding. Councilmen Lytle Raulerson, Jim Knight and Oakland Chapman were present. Councilman Donald Burk was absent. Others present were Bonnie S. Thomas, City Clerk; Larry Mobley, Police Chief and L.C. Fortner, Director of Public Works. BUILDING INSPECTOR - DON WELLS~ PART-TIME SALARY The salary of Mr. Don Wells, part-time building inspector, was brought before the Council for discussion by President Douglas. It was decided by the Council that Councilman Raulerson would meet with Mr. Wells to discuss the Salary and report back to the Council at it's regular meeting next Tuesday, December 11, 1979. MR. ED WALPOLE - WATER LINE REQUEST Mr. Ed Walpole, contractor appeared before the Council requesting the City to extend it's water lines to his property in DeBerry Gardens. He has tried different companies around and none are interested in a job this small. The job will consist of 1,100 feet of six (6) inch pipe, approximately 900 feet of two (2) inch pipe and one fire hydrant. The Council unanimously agreed for the City to install the water line and hydrant when time allows, at Mr. Walpole's expense. If, however, Mr. Walpole can find someone else to do the work, before the City can, it was agreed that he would do so. DONATIONS Donation requests for local organizations were discussed. The Council has budgeted for donations Thirteen Thousand Five Hundred Dollars ($13,500.00) for 1979-80. The Council on Aging has already been alloted One Thousand Five Hundred Dollars ($1,500.00), leaving a balance of Twelve Thousand Dollars ($12,000.00)~ to be distributed. --~ Upon a motion by Councilman Knight the remaining funds will be distributed with the Librsry receiving Nitre Thousand Dollars ($9,000.00), the Chamber of Commerce receiving One Thousand Five Hundred Dollars ($1,500.00) and the OCRA will be given One Thousand Five Hundred Dollars ($1,500.00), seconded by Council- man Raulerson and vote carried. 79-69 POLICE DEPARTMENT - MANPOWER Police Chief Larry Mobley appeared before the Council with a request to hire a patrolman. He explaJ, n~ that this would not be an increase in manpower nor his present budget. Since Sgt. Rucks is on indifinite suspension and Sgt. Walker resigned last month the Police Department is short two men. With the Council's permission Chief Mobley wants to move a patrolman up through the ranks to take Sgt. Walkers place. This will create a vscancy for a patrolman which he wishes to fill. The Council instructed Chief Mobley to contact the City Attorney concerning the City's legal responsibilities in regards to Sgt. Rucks position. He is to report his findings to the Council as soon as he obtains them. Other discussion concerning crime rate, population and manpower needs of the police department were gone over. And upon motion of Councilman Chapman, Chief Mobley was instructed to hire another patrolman to fill the vacancy that will be 2561 created, seconded by Councilman Raulerson and vote carried. 79-68 DOG ORDINANCE - HUMANE SOCIETY Other discussion by Council was the continuing stray dog problem. No action was taken at this time. Mr. Donald Martin from the Humane Society made a request to the Council that animal tag sales be transferred to the Humane Society. No action was taken on his request. 79-16 COMPREHENSIVE PLAN The City Clerk distributed copies of the City's Comprehensive Plan to each of the Councilmen. The copies were requested by Dr. Bartley for the Council members at the Workshop meeting of November 29, 1979. ADJOURNMENT It being the hour of 8:50 P.M. and no further business to be discussed, President Douglas recessed the meeting until regular meeting Tuesday, December 11, 1979. ~whrd-W.
